The Club activity for May is the "Spring Fever Niles" Car Show sponsored by the Niles Merchant's Association. This one always has lots of great cars on display and plenty of restaurants and antique shops to visit. Club members usually set up in the lot with the white picket fence across the street from Bronco Billy's. Plan on arriving early between 0800am ? 0830am to secure consecutive parking spots. Registration forms are available from our Club web site. Early registration ends on May 1st, but you can still register later, even on the day of the event. Please let Vern or Jim know ASAP that you plan to attend.

Even though the Club was not invited to return to the June "Walnut Creek Art & Wine" on June 2nd, the WC A&W has replaced the Club show with the first annual "Street Stars" Car and Motorcycle show. Info for on this activity will be in this newsletter and the June newsletter and on our Club website.

I plan on seeing you at the Spring Fever Niles car show.

DUES TIME IS FINISHED

I think we are finished with $24 dues payments for 2019. So, this is our club of 29 members for 2019. That's a lot better than what I reported in April's newsletter and represents an increase of one member from this time in 2018.

I don't know what happened to my brain as I prepared the April issue, but I managed to leave out about half-a-dozen people that had paid their dues. I think I have sent my apologies to those people, but my apologies, again, to all of you who probably thought the club had shrunken shockingly.

Still, if you are someone that didn't plan to drop out, send a check payable to NCKCC and mail it to the Treasurer at the address shown on page 7. Payment via PayPal is also OK, however, you must send your paypal remittance to nckccwebguy@ (This is also our new email address for club email communications)

May11, 2019 is the `Niles Spring Fever' car show in the Niles District of Fremont. It runs officially from 9 a.m. to 3 p.m. but Jim Wagner suggests you arrive closer to 8 a.m. to insure a good spot.

Dave DeCato and Jim Wagner are targeting an 8 O'Clock arrival and promised to save a spot for those that let us know that they are coming. So please let Jim, Vern or Dave know your plans.

OTHER ACTIVITIES OF INTEREST

1.) Cobra Day at the "Cobra Experience" 777 Arnold Drive, Martinez is on June 1st from 10 am to 2 pm. Only Cobras and Ford products are welcome, however spectators are welcome and free.

2.) Well, this is the surprise-of-the-week; I got an email inviting our club to enter the "Street Stars" Car & Motorcycle Show on June 2, 2019 from noon to 5 p.m. at Heather Farms Park as part of the Walnut Creek Art & Wine Festival.

The 1-day show is promoted by Team PRO Events, Inc, which is a company in Mill Valley, CA that does promotions at several cities around the Bay Area, including some that are billed as Art & Wine Festivals. It's not clear whether this company organizes the whole Festival or just a side event like a car show. If anyone wants to enter, I have put the registration form on our website "Hotline". are $25 and must be submitted by May 24th to guarantee you a spot. A Dash Plaque is included with your registration. Your editor will be checking this out, but I don't plan to enter my car.

4.) August 17th is the date for "Hot August Niles" Car Show which will be an official NCKCC event. The entry form for this show is posted on our website in the "hotline" tab.

ACCC E-NEWS ? 4/23/19 HIDDEN COST OF GAS TAX ? IT GETS WORSE IN JULY 2019

For the last three weeks this column has focused on both the policies and politics of the $5.2 billion annual transportation tax increase. In the unlikely event that some have forgotten -- or were on another planet -- the taxes include a substantial hike in the car tax as well as a 12 cent increase in the gas tax. However, as one might hear in a lowbudget, late-night television ad, "But wait, there's more!" Specifically, the gas-tax hike which politicians tell us is 12 cents per gallon -- which is bad enough -- in actuality could be as high as 19 cents gallon.

How is that possible? The explanation is a bit complicated but important to understand. It involves a convoluted process known as the "gas tax swap" passed by the Legislature and implemented by the California Board of Equalization in 2010. The gas tax swap eliminated the state sales tax on gasoline and replaced it with what was supposed to be a revenueneutral per-gallon excise tax. This made it more legally defensible for the state to repay Proposition 1B transportation bond debt when California was in the midst of recession. The BOE was tasked with adjusting the numbers every year in a "backward looking" process so that California would collect no more revenue from the excise tax than it would have collected from the sales tax had it not been eliminated.

But here's the kicker: The tax hike just jammed through the Legislature in less than one week by Senate Bill 1 contains a provision that, beginning in July of 2019, adjusts the base excise tax to what it was in July 2010 when the gas tax swap started.

Currently, the excise tax on gas is 27.8 cents a gallon. But in July of 2010 it was 35.3 cents a gallon. So as it stands right now, that's a seven cents per gallon increase, on top of the new 12 cents per gallon tax. Magically, the 12-cent gas tax increase will likely be a 19-cent-per-gallon increase. And, of course, that entire 47 cents per gallon excise tax (35.3 + 12 cents) will be adjusted annually for inflation beginning Jan. 1, 2020 under SB1. If this seems complicated and hard to understand, keep in mind that the politicians like it that way.

ARIZONA EMISSIONS TEST EXEMPTION ADOPTED

SEMA-supported legislation (H.B. 2357) that was signed into law in 2005 to exempt qualified collectible vehicles 15 years old and older from the state's mandatory emissions inspection and maintenance program was finally adopted by the state via the regulatory process and will go into effect on June 1. In order to qualify, a vehicle must be either 15 model years old or older or be of a unique or rare design, of limited production, and an object of curiosity. In addition, vehicles must be maintained primarily for use in car club activities, exhibitions, parades or other functions of public interest, or for a private collection, and is used only infrequently. Additionally, the vehicle must have collectible or classic automobile insurance coverage that restricts the vehicle's mileage or use, or both, and requires the owner to have another vehicle for personal use. The current exemptions for pre-1967 vehicles also remain in effect.

WHAT'S BUGATTI DOING?

The Geneva auto show is always good for a few of the fastest, most insane supercar reveals. This year is no different: but here we have the latest from Bugatti. This one (below) is called La Voiture Noire, and it cost one person more than $12 million.

It proved so popular with Bugatti clients that the company decided to put it into production. Around 500 eventually were reportedly made.

This is a tribute to the beautiful Type 57 SC Atlantic (below), which you might have seen at your local concours d'elegance. You can see the design cues in the fastback and the grille ? a shape similar to the Atlantic's. It also has the dorsal fin that splits the rear "window."

The La Voiture Noire is based on the Chiron, so there's a quad-turbo W16 engine making 1,479 hp and 1,180 lb-ft of torque.

With everyone trying to wrap their minds around the La Voiture Noire, it's easy to overlook the small -really small -- treasure the French boutique automaker displayed in a corner of its Geneva motor show booth. Shown, above-right, is an original child-size (1/2-size) electric Bugatti Baby, and behind it, a model of the upcoming, slightly larger 3/4-size Bugatti Baby II.

As part of its 110th anniversary celebrations, Bugatti is bringing back the "toy cars for children of means" concept with a modern technological twist, with modern electric power, a regenerative braking system and an engine-turned aluminum dashboard.

The original Bugatti Baby was designed as a gift for Ettore Bugatti's 4-year-old son, Roland, in 1926.
