CITY OF BOWDLEREGULAR MEETING MINUTESJuly 6, 2020Meeting in the Fire Hall, Mayor Boschee called the July City Council meeting to order at 7:00 PM with those present reciting the Pledge of Allegiance. The following members were present Erick Bieber, Gary Frankfurth, Rex Gab, Mike Gunderson, Amy Kappenman and Tim Thomas. Also present: Finance Officer, Janet Sandmeier, Bowdle Pride representative, Tara Beitelspacher, DJ Hardison, Fern Hoffman, Vaughn Beck, Lane Vocu, NECOG representative, Jordan Hintz, Rodney Schlecht, Kirby Kleffman, and Clark Engineering representatives, Shane Waterman and Ken Heier.Motion by Bieber, seconded by Thomas to change the agenda by moving the executive session from the hospital report section to just after payment of claims. All voted yes. Motion carried.Motion by Gunderson, seconded by Gab, to approve the minutes of the regular meeting held on June 8, 2020 and the special meeting held June 23, 2020. All voted yes. Motion Carried.Tim Thomas was excused at this point. The mayor personally thanked Tim for his years of commitment and service to the city through his serving on city council. Tim Thomas also expressed his appreciation to the council and community. Thomas left the meeting at this time. REORGANIZATIONAL MEETING OF NEW CITY COUNCILMayor Rick Boschee called the meeting to order at 7:30 PM. The following members were present: Gary Frankfurth, Rex Gab, Erick Bieber, DJ Hardison, Mike Gunderson, and Amy Kappenman. Also present: Finance Officer, Janet Sandmeier, Bowdle Pride representative, Tara Beitelspacher, Vaughn Beck, Lane Vocu, NECOG representative, Jordan Hintz, Rodney Schlecht, Kirby Kleffman, and Clark Engineering representatives, Shane Waterman and Ken Heier.Taking their Oath of Office were: Mayor, two year, Rick Boschee; Ward I, two year term, Daniel J. Hardison; Ward II, two year term, Rex Gab; and Ward III, two year term, Gary Frankfurth. The Oaths of Office are on file at the City Office. Beitelspacher left the meeting at this time while recording the remainder of the meeting.Motion to approve the three year appointments of the city finance officer, Janet Sandmeier and the streets/water superintendent, Rodney Schlecht was made by Gab, seconded by Kappenman. All voted yes. Motion carried. Oaths were signed and are on file in the City Office.Nominations were held for council president and vice president. Bieber was nominated for president. Frankfurth moved to cease nominations, with Gunderson seconding. All present voted yes. Kappenman was nominated for vice president. Bieber moved to cease nominations, and Hardison seconded. Motion passed.Lane Vocu asked the council to consider a variance of ordinance 3.4, addressing livestock within city limits due to his location, allowing him to keep three or four horses on his property during the summer. Motion to approve a variance to allow up to four horses was made by Bieber, seconded by Frankfurth. A poll vote was taken. All voted yes. Motion carried. Vocu and Beck left the meeting at this time.Jordan Hintz, with NECOG, presented an update and overview of the funding and steps for moving forward with the Main Street Project which includes water and sewer lines from one block east of 1st Street through 10th Street, and street and sidewalk with ADA compliance from 2nd Street to 5th Street. Clark Engineering representatives, Shane Waterman and Ken Heier presented the engineering agreement for approval by the council. Motion to approve the agreement was made by Frankfurth, seconded by Kappenman. A poll vote was taken. All voted yes. Motion carried. Mayor Boschee and Finance Officer Sandmeier signed the agreement which will be submitted to USDA for approval. The engineering fees of $230,000 will require payment prior to the project funds being released. Interim funding options will be explored. Vocu, Hintz, Waterman, and Heier left the meeting at this time.Rodney Schlecht reported that Jenson’s are in town and will begin patching 7/7/20. He reported that he has been mowing one unkempt private yard, and the party has been billed. It was also reported that there are ball park lights out, Logan Electric will be called. Schlecht left the meeting at this time.Hospital CEO, Kirby Kleffman presented the May financial statements and statistics. They were reviewed by the council. Receipts of Federal grants/loans and Covid funds had allowed for a profit in all areas except the clinic. It was explained that all provider salaries are charged to the clinic, impacting the numbers significantly. The number in LTC is currently down to 28, negatively impacting the bottom line. Kleffman shared that May saw the peak of Covid related shutdowns and that June’s numbers had rebounded nicely. Kleffman reported that a number of contracted services have been eliminated and will be provided by the facility for a significant cost savings. The following new hires/personnel changes were reported: Jessica Moen, LTC-CNA certified, FT, $15.89 (PILB); Brianna Moen, LTC-CNA, PRN, $12.75; Linda Kiesz, LTC-RN to PRN, $29.00; Alexzine Miles, LTC-RN to PRN, $29.00; Annabell Stuwe, Housekeeping Aide, PT, $12.00; Joshua Heinrich, Hospital-RN, PRN, $26.75; Josie Walz, Laundry Aide, PRN, $12.00; TiAnn Boggs, to interim Rehab Services Director, FT, $31.25; Cara Brenner, Radiology-Ultrasound Tech, PT w/Benefits; $35.00; Sarah Heinrich, Rehab Services-Physical Therapist, FT, $37.00; Alexis Beck, Clinic-LPN, from PT w/Benefits to FT, $18.50. Terminations were Laura Powers, CNA; Linda Langston, Dietary Aide; Sharon Boschee, Activities Assistant. Motion was made by Bieber, second by Gunderson to approve the new hires. All voted yes. Motion carried. All were welcomed to the facility.Gunderson made the motion to approve the proposed policies: Transporting Residents and Staff COVID-19 Exposures. Seconded by Gab. All voted yes. Motion carried.CEO Kleffman gave a Covid update, reporting that there are no positive cases within residents, patients, or staff at this time. He stated that another round of mass testing is underway at the facility. Kleffman encouraged all to be mindful of the importance of regular healthcare and to continue to seek medical care. He stated that taking care of one’s health is important at all times, but it is essential during this time.A motion to return to executive session was made by Bieber, seconded by Kappenman. All voted yes. Motion carried. Executive session was called for personnel matters at 9:23 pm. Mayor Boschee declared executive session over at 9:30 pm. No motions came out of executive session. Kleffman left the meeting at this time.F/O presented May Statement of Accounts, Monthly Receipts, Year-to-Date Budget Worksheet, and the water usage and loss report for Council’s review. The city is still awaiting the analysis by a rural water representative to determine if leakage is taking place.F/O reported that the city had received an $880 grant for West Nile/Mosquito prevention. F/O reported that FEMA had notified the city that $6086.84 in funds would be received due to the blizzard costs of April 2019. F/O further reported that she is working with NECOG on the Covid Funds available for city reimbursement.It was reported that the compressor had gone out for the walk-in cooler at the bar. Cost for a replacement would be approx. $5500. (It was noted, the city had pledged $5000 to Tower Days, since that did not take place, those funds could now go toward the cooler.) Gunderson questioned whether the city would cover the kegs and other perishables lost due to the cooler failure. The recommendation was to have CJ’s check into their insurance for refrigeration coverage first. A request to have the bar carpets cleaned was also made. Quotes will be obtained. F/O informed the council of the Elected Official Workshop, scheduled for Sept. 2 in Pierre. Hardison indicated he would plan to go. The idea that council members try to attend either the SDML Conference or this workshop was discussed and encouraged.Kappenman relayed that her green house was being removed from the lot. She further reported that the air conditioner in the building has quit working. After much discussion, the topic was tabled, with the recommendation that she purchase what she needs and submit the bill for reimbursement consideration at the next meeting.The next regular council meeting will be held Monday, August 3, 2020 at 7:00 pm, again at the fire hall.Motion by Hardison, seconded by Gunderson, to adjourn at 10:15 pm.
