221. DRESS AND GROOMING

In order to support an atmosphere of high academic standards and safe schools, all schools in the Reading School District shall implement, for grades 1-12, the mandatory dress code set forth in this policy.

The Board has the authority to require students to wear standard dress or uniforms.

DRESS CODE FOR GRADES 1 TO 7

Boys

1. Tops ? Blue, black, red or white solid color polo shirts, turtlenecks, or dress shirts (long or short sleeves). Solid blue, black, white or red sweaters.

2. Bottoms ? Khaki or navy blue dress pants or shorts. (No denim, cargo, sweatpants, nylon, low riding pants of any kind or baggies. No pants that are torn as a fashion statement. No shorts may be higher than three (3) inches above the knee.)

3. Socks ? Blue, black, brown or white socks.

4. Shoes ? Black, brown or white shoes, boots or sneakers. (If laced, laces of the same color as the shoe. No steel-toe work boots of any kind.)

5. Belts ? Navy blue, black or brown. (Must be worn on pants with belt loops.)

6. All clothing must be sized appropriately.

Girls

1. Tops ? Blue, black, red or white solid color polo shirts, turtlenecks or blouses (long or short sleeves). Solid blue, black, white or red sweaters.

2. Bottoms ? Khaki or navy blue dress pants, shorts, skorts, jumpers or dresses. (No shorts, skorts, jumpers or dresses may be worn higher than three (3) inches above the knee. No denim, cargo, sweatpants, nylon, low riding pants of any kind or baggies. No pants that are torn as a fashion statement.)

3. Socks ? Blue, black, brown or white socks, tights or pantyhose. Natural shades of pantyhose are acceptable.

4. Shoes ? Black, brown or white shoes, boots or sneakers. (If laced, laces of the same color as the shoe. No steel-toe work boots of any kind.)

5. Belts ? Navy blue, black or brown. (Must be worn on pants with belt loops).

6. All clothing must be sized appropriately.

Students may be required to wear certain types of clothing while participating in physical education classes, technical education, extracurricular activities, or other situations where special attire may be required to ensure the health or safety of the student. Elementary students may wear navy blue sweatpants on days of scheduled physical education classes.

Schools may waive the dress code for school-wide activities such as dress-down Friday, play day, etc., but no more frequently than two (2) days in any month.

UNIFORM POLICY ? GRADES 8 & 9

Goals

The goals of the mandatory school uniform policy are to create a positive educational environment for teaching and learning, to comply with standards of safety, health and decency, to foster a greater sense of school identity and belonging, to encourage positive student behavior, and to focus on academic excellence.

? SHIRTS

o Long or short sleeve polo shirt, crew neck sweater or dress shirt. Clothing items not allowed: tank tops, muscle shirts, bare midriff and revealing shirts, thin strapped or see through shirts.

o Shirts must fit neatly and not be oversized (cannot extend below the wrists when arms are held at side) or undersized (must extend below the waistline).

o Shirts worn underneath the polo shirt must not extend beyond the polo shirt sleeve or below the bottom of the polo shirt.

o No hooded tops of any kind may be worn. ? BOTTOMS

o Khaki or black dress pants or shorts (cotton twill only). Girls may also wear skirts, jumpers or dresses.

o No jeans, denim, cargo, sweatpants, pajama pants, nylon, low-riding or sagging pants, or baggy pants.

o Shorts, skirts, jumpers, and dresses must be no higher than three inches above the knee.

o Pants and shorts must be worn with a belt at the waist. o Athletic, nylon or knitted type shorts/pants are not permitted. o Undergarments must not be visible. o Torn clothes will not be allowed. ? STUDENT ID o School issued ID must be worn around the neck at all times during school

hours. IDs are school property and should not be shared, scratched, mutilated or defaced. ? SHOES o Shoes, boots or sneakers. o No open-toed/backless shoes, sandals, flip-flops, bedroom shoes, or slippers of any kind. ? HEADGEAR o Hats, bandanas, doo rags, etc. are not allowed to be worn in the building.

? BELTS

o Black or brown (Must be worn on pants with belt loops at the waist).

? OTHER GUIDELINES

o Inappropriate or offensive words, images, logos, or messages of any kind are unacceptable. For example: drugs and alcohol, gang affiliation, violence or weapons, racial slurs, sexually oriented content, profanity, and cigarette advertisements.

o Winter coats and book bags are not allowed inside the classrooms or cafeteria during school hours.

o Accessories such as electronic devices, beads, sun glasses, scarves, gloves are not allowed in the classrooms or cafeteria during school hours.

Financial Hardship Exception

No student shall be denied attendance at school, penalized or subject to any discipline measure for failure to comply with the dress code by reason of financial hardship.

The district, community, and parent/guardian liaison staff shall develop and maintain a list of resources of local clothing retailers to secure cost saving measures for all Reading students. Each school will also work with local community service agencies, churches and business partners to secure clothing supplies and sponsors for families in need.

Severe, bona fide, demonstrated financial hardships may be considered for exemption from a Mandatory Dress Code Policy if, and only if, other means to provide uniforms free of charge or at a nominal charge are not available. Such a request should follow the procedures set forth in the procedures for exemption.

Procedures For Exemption

Parents/guardians may request an exemption from a Mandatory Dress Code Policy by observing the following procedures:

1. A written request for an exemption must be made and submitted to the school principal by using the Application for Exemption Form, which may be obtained from the principal at the child's school. The application must be fully and correctly completed.

2. The school principal or other designated administrator must meet with the parent/guardian to discuss the Dress Code Policy and the nature of the parent/guardian's objections to the policy. The purpose of the meeting shall include (1) assurance that the parents/guardians understand the reason for and goals of the Dress Code Policy and (2) verification of the accuracy of the information on the Application for Exemption Form and (3) to prevent fraud or misrepresentation.

Compliance

Each school participating in a Dress Code Policy should strive to achieve full compliance through use of incentives and positive reinforcement measures, and should resort to disciplinary action only when positive measures fail to ensure compliance. In addition, the school's rationale toward and benefits from the Uniform Policy should be explained and fully understood by the student and his/her family.

No student will be considered non-compliant with the Uniform Policy in the following instances:

1. When a student wears the uniform of a nationally recognized youth organization such as Girl Scouts, Boy Scouts, or JROTC on regular meeting days.

2. When students are required to wear certain types of clothing while participating in physical education classes, shops, or extracurricular activities.

3. When a student's parent/guardian has secured an exemption from the Uniform Policy.

4. When a student is on campus outside of normal school hours.

5. When noncompliance derives from financial hardship.

6. The school principal shall have freedom on special occasions to allow students/student organizations to have special dress-up days.

Refusal To Conform To School Uniform Policy 1st Offense ?

1. Parent/Guardian immediately notified by telephone.

2. Parent/Guardian brings in appropriate clothing.

3. Warning is issued and student serves after school detention.
