| 14. General Summary of Function/Purpose of Position |
|The primary focus of this position is to assist the Park and Recreation Northern Michigan Field Operations Chief in the coordination and implementation of park|
|and recreation programs and recreation programs on state forest lands. Periodic budget review and individual audits will fall under the purview of this |
|position. This position’s supervisory responsibilities will include multiple units consisting of state parks, recreation areas, boating field offices, boating|
|access sites, harbors, marinas and recreation on state forest lands including campgrounds, ORV trails and programs, snowmobile programs and trails, rail trails|
|and non-motorized pathway programs. Public relations, employee training and safety are attendant responsibilities accorded to this position. |

|GENERAL ADMINISTRATION |
|Individual tasks related to the duty. |
|Act as liaison between Field Operations Chief and field units for communication, interpretation and enforcement of policies and procedures. |
|Coordinate, plan and work with Unit Supervisors to implement Division work plans for units in the District, and acquire information from units for input to the|
|Field Operations Chief regarding plans and policies. |
|Ensure that staff complies with laws, rules and regulations of other Divisions and the Department. |
|Review and prioritize various land acquisitions and transactions. |
|Prioritize and coordinate short and long term maintenance projects and goals for District. |
|Utilize CITRIX to maintain applicable data base programs by posted deadlines, including WIP, IMA, BAS, LOTS, PRS, trespass tracking, easements, engineering |
|projects, and others as they become available. |
|Carry out field inspection of units in the District to ensure compliance with policies, procedures and Division directives to ensure satisfactory progress on |
|work projects. |

|PROGRAM COLLABORATION |

|Oversee the implementation of the Division’s Strategic Plan, Interpretive and Stewardship programs, as well as all other mandated special projects with |
|Division-wide impact. |
|Coordinate with District counterparts in other divisions, and work with Unit Supervisors to provide assistance to other divisions or districts through manpower|
|and facilities as directed by Field Operations Chief. Examples may include assisting Law Enforcement Division during deer season, providing manpower or |
|facilities for deer and turkey checking stations, etc. |
|Facilitate, coordinate and participate in Department related activities such as regional prosperity region teams, citizens groups and a variety of public |
|meetings and speaking engagements. |
|Co-manage recreation programs on state forest lands with an understanding of forest certification and timber cut guidelines. This includes campgrounds, |
|dispersed camping, ORV programs, snowmobile programs, rail trails, non-motorized pathways. |
|Evaluate impact and recommend resolution alternatives when mineral sites on state forest lands impact recreation. |

|BUDGET AND SUPERVISION |

|Identify and follow up on training needs, as well as implement District training programs which concentrate on the recruitment process, staff development, and |
|team building for field employees. |
|Serve as first-line supervisor to the Unit Supervisors and Managers in the District, whose responsibility it is to direct the activities of the service |
|delivery units. |
|Prioritize Capital Outlay projects for the District, receive operating budget requests from Unit Supervisors and make recommendations to the Field Operations |
|Chief and Budget and Administration Section Chief. |
|Provide assistance in the allocation process and in periodic reviews of expenditures of units in the District to ensure accountability and adherence to |
|allocated levels. |
|Develop and monitor current status of individual units on a regular basis. |
|Work closely with Unit Supervisors and Field Operations Chief to address budget problems and emergency needs in the District. |
|Collect requisitions for annual equipment purchases and insure timely requisitions of major supplies and maintenance items on a district-wide basis |
|Provide personnel services and assistance for employees in the District, including recommending promotions, as well as direct supervisory functions relating to|
|transfers, committee assignments, corrective action, leave requests, counseling, performance appraisals and training. |
|Maintain responsibility for coordinating administrative support (budget tracking, T&A reporting, purchasing and bill paying) for all units. |

|PUBLIC RELATIONS AND HOSPITALITY |

|Ensure that program and facility development and evaluation includes the goal of increasing non-traditional user participation. |
|Research, review and follow up on public inquiries and complaints directed to the District. |
|Attend public meetings pertaining to facilities in the District to serve as resource for the Field Coordinator or to represent the Field Coordinator as |
|assigned. |
|Develop and nurture community relationships including presentations on State Parks and Recreation programs to local groups, organizations, and schools. |
|Monitor units within the District to ensure that the public is accommodated in a safe and cordial manner by all personnel in the District. |
|Generate written correspondence for inquiries, complaints and logged letters. |
|Meet with stakeholder groups for recreation programs on state forest lands, including but not limited to ORV clubs, snowmobile clubs, non-motorized pathway |
|clubs. |
|Assure customer service and hospitality is regarded as a high priority at all units in the District. |

|The administration and supervision of the day-to-day operation of all District parks, boating facilities and recreation on state forest lands. Responsible for|
|adherence to Division policies and procedures; allocation of budgets; coordination of Department and Division programs at the field level; and provide |
|assurance that the park and boating facility visitor is safely and cordially accommodated. Assist the Field Operations Chief in the implementation of Division|
|programs and see that programs are properly initiated and operated at the field level. Provide first-line supervision to field units within the District. |
|This position’s primary responsibilities involve program implementation and coordination, providing Unit Supervisors the tools to effectively operate. |

|A considerable number of miles must be logged throughout the year in all driving conditions. The incumbent must be prepared to cope with a variety of travel |
|problems which might exist. Inspecting facilities throughout the year also results in exposure to all types of weather in Michigan. Position requires frequent|
|travel including many overnight trips. |

| 23. What are the essential functions of this position? |
|The individual in this position assists the PRD Northern Michigan Field Operations Chief in the administration of state parks, boating access sites, state |
|operated marinas, harbors and recreation programs on state forest lands including campgrounds, ORV trails, snowmobile trails, rail trails and non-motorized |
|pathways in the District. The occupant of this position is responsible for the direct supervision and training of the Unit Supervisors in the District and the|
|periodic inspection of the assigned units for proper operation and maintenance. |

|Evaluate and recommend alternatives when mineral mining exploration or leasing impacts recreation on state forest lands. |

|Trails Section was formed, taking the lead responsibility for motorized trails from this position. There are still coordination and collaboration tasks that |
|remain within this position. Maintenance of trails, coordination with club sponsors and groomers are still responsibilities of this position. |

|Maintenance of ORV trails was a contract for trails section. With very high costs and poor service, District staff now groom ORV trails in various areas of the|
|District. Oversight of this task performed by staff is now a responsibility. |
| 25. What is the function of the work area and how does this position fit into that function? |
|Manage and oversee operations all state parks, boating access sites and recreation programs on state forest lands including campgrounds, ORV trails, snowmobile|
|trails, rail trails, and non-motorized pathways in the District. This position assists the Parks and Recreation Division Field Operations Chief in the |
|administration of all the units in the District. |
| 26. What are the minimum education and experience qualifications needed to perform the essential functions of this position? |
|EDUCATION: |
|Bachelor’s Degree with a major in park management, park administration, natural resource management, resource management, or park and recreation resources |
|EXPERIENCE: |
|Four years of professional experience in the research and analysis of park development or park management issues or water sites analysis and their development.|

|One year equivalent to a Park and Recreation Manager 12 or above. |

|Education level typically acquired through completion of high school and eight years of parks and recreation experience, including four years of experience |
|equivalent to a Park and Recreation Supervisor 10 level experience. (Bachelor’s degree in park management, park administration, natural resources management, |
|resource management or park and recreation resources may be substituted for up to two years of the required park and recreation supervisor experience) |
|KNOWLEDGE, SKILLS, AND ABILITIES: |
|To cope with the demanding workload, an employee in this position should possess good organizational skills, as well as good time management techniques. |
|Knowledge of the rules of the Department of Natural Resources, regulations, policies, and procedures pertaining to the operation and management of state parks,|
|recreational areas, field offices, and public access sites, and forest recreation. |
|Knowledge of objectives in the use of forest and other wild lands for recreation, including forest certification. |
