Black River Road – Online Public Meeting ScriptSlide 1 (Introduction): Hello, and welcome to the online information meeting for the Widening Project on secondary route 82, also known as Black River Road in Georgetown County. My name is Stacey Johnson and I’m the project manager with the South Carolina Department of Transportation. SCDOT is excited to share more information with you about this important project. This online public meeting will provide an opportunity for you to learn about the project and provide your input. SCDOT wants to hear from you, our customers, who travel our roadways every day and have unique insights on how we can improve South Carolina’s roadways. It’s your local knowledge that will be invaluable to our decision-making process on this project, so we hope you will provide constructive comments after watching this presentation.Slide 2 (Project Information): The Metropolitan Planning Organization for the Grand Strand area known as the Grand Strand Area Transportation Study, or GSATS for short, has identified the need to widen a section of Black River Road located in front of Tidelands Georgetown Memorial Hospital in Georgetown County. SCDOT will serve as the project managers for this project since Black River Road is a state maintained roadway. The proposed improvements include widening Black River Road from Willow Bank Road to just north of Landgrave Street, highlighted on the map you see here. The widening will provide dedicated left and right turning lanes at the hospital entrances and side streets along the highlighted portion of Black River Road. Slide 3 (Purpose and Need): The proposed project will improve safety around the Hospital entrances while providing improved traffic operations and ingress/egress to the Hospital.Slide 4 (Alternatives Analysis – Four Options): In order to ensure that SCDOT addresses the purpose and need of the project while also minimizing the impacts to the surrounding human and natural environments, SCDOT considered four alternative designs to widen the proposed portion of Black River Road. SCDOT considered widening about the centerline of the existing road, widening all to the west, all to the east, and lastly, a hybrid of the three. Several different types of impacts were evaluated for each alternative design, including environmental, property, and utility impacts just to name a few. For the purpose of this video, we will call the side of Black River Road furthest away from the Hospital the left side and the side nearest to the Hospital the right side.Slide 5 (Selected Alternative): The alternative design that was selected will relocate the centerline of Black River Road to the right beginning near Willow Bank Road then will gradually shift to the left as it approaches Cemetery Lane with the centerline being fully shifted to the left at the Bethel AME Church Cemetery. This design alternative will cause the least amount of right of way impacts to surrounding property owners, utility impacts, and will avoid impacting the Bethel AME Church Cemetery. This alternative design will also correct the offset intersection of Richmond Drive and Cemetery Lane creating a safer intersection with Black River Road.Slide 6 (Schedule and Cost): The design of the project is ongoing, with construction scheduled to begin in 2020. The total project is estimated to cost around 2 million dollars for design, right-of-way, and construction.Slide 7 (Closing): Thank you for watching this presentation.
