HENRIETTA TOWNSHIP BOARD MEETING

April 09, 2015 – 7:00 p.m.

Attendance: Dave DeLaHunt, Russell Johnsrud, Duane Goeden, Dacle Schmid Jr., Gary Nasser, Tina Melott, and Deborah Anderson.

The meeting was called to order by Chairman DeLaHunt at 7:00 p.m. followed with the Pledge of Allegiance.

It was announced that the meeting is being recorded for clerk information only to complete minutes. After the minutes are approved the recording will be deleted.

Goeden made a motion to approve the minutes of March 12, 2015. Johnsrud seconded. Motion called and carried.

Johnsrud made a motion to approve the agenda as presented. Nasser seconded. Motion called and carried.

The real estate tax statement for Henrietta Township regarding Dakota Shores was reviewed. Johnsrud will check with Hubbard County Auditor Office regarding status of tax exempt for Township.

Treasurer Melott presented the treasurer’s report. She explained a correction due to coding of special assessments from the previous month, an adjustment made from Fund #200 to Fund #100 in the amount of $125.08, receipt #30463. Johnsrud questioned billing regarding signs. The billing from M&R signs being received currently. Johnsrud made a motion to approve treasurer’s report as presented. Nasser seconded. Motion called and carried.

Schmid made a motion to approve the bills as presented. Johnsrud seconded. Motion called and carried.

The road report was given by Ralph Sanquist. Roads were bladed as needed. Some shoulders of the roads were pulled. Trees were cleared, limbs cut, and sign fixed on Friendly Bay Drive. Roads and intersections have been swept. New signs have been installed. The crack filling of the roads is about half completed. After the wind storm roads were checked for down trees and debris and cleared as needed.

Schmid asked that the sign on Friendly Bay Drive be moved a little so as the bus would not hit it in the future. Ralph will follow up.

Gary Korsgaden presented the zoning administrator report. Discussion was held regarding Ag Forest Zoning in reference to the dog kennel project by Fred and Debbie Dally. The matter will be taken to the planning commission. A conditional use permit would be needed for the kennel request to proceed. This matter will also be taken to the planning commission. Gary K was asked to verify this would be outside of the lake area zoning.

Gary K stated he had attended the open house at Itasca Mantrap regarding the proposed power line upgrade. He asked the Board the distance from the project that landowners had to be notified as Great River Energy had asked him if 150 feet from the project would be sufficient? Board asked Gary K to look in zoning ordinance for clarification.

Gary K stated that Kempnich’s were putting their properties up for sell. Gary K will be looking at Bruce Bolton’s gravel pit regarding permit clarification.

Pastor Russell Smith addressed the Board during Public Comment. He is Pastor of Frontline Church which has purchased land on County Road 4 with the intent to build a church. He stated that the Church has been working with the City of Park Rapids to determine who has zoning authority over this property, City or Township. It was clarified that the City of Park Rapids has zoning authority at this time. He stated that the property was purchased with the understanding that the parcel was not within city limits. The Board explained the detachment procedure and recommended that the church go through an attorney if they would decide to proceed with this.

Russell Smith the Third then addressed the Board. He clarified his understanding that the Township does not have an actual building code. Building plans would not have to be accepted, there would be no requirements regarding paving of the parking lot, as well as several other differences between city ordinance and township ordinance. The Board clarified that the county would oversee inspections. The state would oversee fire code and the township had some ordinances that would apply to their building permit.

David Katz then addressed the Board. He personally has been working with the City of Park Rapids in regards to receiving permits to proceed. He states that the City is now requesting their blue prints in a different format. They feel they are getting mixed messages. The Board encouraged them to continue working with the City of Park Rapids. DeLaHunt advised that since the church is being built so close to a radio tower they install shielded cable so they would not pull unwanted radio frequency.

Sharon Natzel addressed the Board representing Boulder Lake and Long Lake Associations. She extended a thank you for the past support and looked forward to a continued partnership in the future. She requested that if there were any additional forms or information needed to let her know.

OLD BUSINESS

No new information received from Eric & Jamie Munson, therefore no action taken at this time.

Great River Energy information has been received through email of an updated timeline. Permit application is due to Gary Korsgaden.

Schmid talked with Brenda Carpenter in regards to a second key to the Henrietta Township Post Office Box. She does not know where the key would be. Another key was purchased and is stored in the key lock box at the town hall.

The Overlay Maps were reviewed. Johnsrud will choose which one is to be posted on the web.

Schmid has talked with Frank Kruft in regards to the cemetery. An updated map has been given to the Township showing plats as marked. This information is available at the court house, but may have not

been updated. Concerns were voiced regarding ashes from cremation. The family does not always have this designated. Possibly a sign needs to be posted regarding “no digging without talking with cemetery director”.

Schmid made a motion to reimburse Frank Kruft for services in 2014 in the amount of $599. DeLaHunt seconded. Motion called and passed. Schmid will take a claim form to Frank to be filled out and signed.

DeLaHunt signed all previously approved contracts regarding donations.

Gary Korsgaden found that the zoning ordinance states that all landowners 350 feet within the proposed permit area of the Great River Energy Project would receive written notification.

Goeden made a motion to approve a donation of $250 to “Support within Reach” (under stat. 365.10, sub 14). Schmid seconded. Motion called and carried. Clerk will obtain a signed contract.

Goeden made a motion to enter into contract with Hubbard County SWCD in the amount of $1,000 to provide additional AIS inspection on Boulder and Long Lake. Nasser seconded. Motion called and carried. Schmid abstained.

Goeden amended motion to approve Resolution 2015-02 “Donation of Funds to Hubbard County SWCD Aquatic Invasive Species (AIS) Prevention Program”. Nasser seconded. Motion called and carried. Schmid abstained. Clerk to update wording in resolution as needed to be signed at the next regular meeting.

NEW BUSINESS:

Mike McMorrow addressed the Board stating that he has sprayed round-up on the weeds in the pebbles as needed around the town hall, general upkeep of grounds both of town hall and cemetery, and mowed as contract states. DeLaHunt made a motion to accept contract as presented with Mike McMorrow. Johnsrud seconded. Motion called and carried.

DeLaHunt made a motion to table the contract with Ray Ball until the next regular scheduled meeting. Nasser seconded. Motion called and carried. Johnsrud will contact Ray Ball to review contract.

There was no request made for a temporary liquor license regarding the rodeo scheduled in July 2015.

Schmid made a motion to approve the town hall rental application received from Allison Klingenberg, complete with $40 fee submitted. Nasser seconded. Motion called and carried.

It was agreed to table to next meeting the issue of a township seal. Clerk will talk with former board members to see if one had previously been used and the cost of purchasing one at this time.

Nasser will contact Ulvin Plumbing regarding the issue of the hot water heater not working. There was discussion about possibly installing an “on demand” system.

The Board directed Ralph Sanquist to sell the “old signs” as recycle materials to whom he chooses. The monies should go directly to the Township.

Goeden made a motion to donate the old wood voting booths and hardware to the Salvage Depot upon arrival of the new voting booths. Schmid seconded. Motion called and carried.

DeLaHunt suggested that “Open Office” be installed on the new township computer and adobe be installed. He volunteered to upgrade computer as discussed. Board agreed.

Certificates of Insurance received by the Township were reviewed. All were found to have adequate liability coverage.

DeLaHunt made a motion to set the road tour date on April 27, meeting at the Hubbard County Bus Garage at 9:00 a.m. Goeden seconded. Motion called and carried. Schmid will make transportation arrangements.

Board members shared information acquired from the Spring Short Course. It was asked that the issue of charging for fire calls at the township level be put on the Annual Meeting agenda for next year.
