This includes statewide surveillance, epidemiologic study design and planning, statistical analysis, policy and program development, program evaluation, and technical expertise and training. Duties and Responsibilities:Cancer Prevention and Control - Surveillance (45% Time): Provide guidance and consultation on the design, development, and management of active, state-wide, public health surveillance on cancer prevention and control outcomes including prevalence, incidence, mortality, premature mortality (years of potential life lost), and quality of life. Specific activities include: Analyze surveillance and epidemiologic data to address programmatic goals and objectives and CDC Cancer-related requirements using statistical methods and software.Produce and disseminate user-friendly surveillance products in appropriate formats (e.g., burden reports, fact sheets, and web sites).Cancer Prevention and Control – Technical Assistance (20% Time): Provide technical assistance, consultation, and collaboration on public health surveillance of cancer prevention and control outcomes and collaborate on evaluation of programs and policies. Provide technical assistance, training, and consultation to state and local staff to facilitate understanding of analysis, interpretation, and use of surveillance data.Collaborate with other chronic disease and health promotion programs to provide and use surveillance data in support of planning, implementing, and evaluating programs and policies.Work with Cancer staff, including other program evaluators, and the Michigan Cancer Consortium to provide data and reports as needed.Assist MDHHS staff in the interpretation and reporting of surveillance information. Present findings at epidemiologic seminars and meetings. Cancer Survivorship – Surveillance (25% Time): Serve as primary resource for the development of active, statewide public health surveillance of cancer survivorship factors and outcomes, including prevalence, incidence, mortality, premature mortality (years of potential life lost), quality of life, and functional disabilities as a consequence of cancer. Specific activities include:Staff a Cancer Survivorship Surveillance Committee that will be convened to review Michigan Behavioral Risk Factor Surveillance System (MiBRFSS) data, Michigan Cancer Surveillance Program data, and other relevant data sources to inform cancer survivorship projects. This committee will monitor trends and define new and ongoing data and surveillance needs to support programs for cancer survivors and will share surveillance findings with stakeholders. Conduct ongoing cancer-related surveillance of trends in mortality, prevalence, and risk factor prevention in Michigan using vital records data including the Michigan Resident Death Files, Michigan Cancer Surveillance Program data, and MiBRFSS data.Work to access information from other data sources (i.e., administrative, clinical, or survey data) for purposes of understanding cancer outcomes in specific populations.Design and conduct analyses and disseminate results for cancer-related topics of-interest in collaboration with epidemiologists, statisticians, and other departmental staff.Cancer Survivorship – Evaluation (10% Time): Provide guidance and consultation on the design, development, and management of a comprehensive evaluation plan.Develop and submit a comprehensive evaluation and performance measurement plan to CDC. The evaluation plan will be reviewed and updated annually.Design, implement, and complete program evaluation activities in consultation with cancer survivorship program staff.Meet regularly with other members of the MDHHS Lifecourse Epidemiology and Genomics Division, including the Chronic Disease Epidemiology Section, for planning, exchange of technical methods, and participation in common epidemiologic tasks for the Bureau of Epidemiology and Population Health.Work in a culturally competent manner: describe populations by race; ethnicity; societal, educational, and professional backgrounds; age; gender; religion; disability; and sexual orientation. Design surveillance systems to include groups subject to health disparities and other potentially underrepresented groups. Recommend public health actions that would be relevant to affected communities. Communicate surveillance and analysis results in a culturally competent manner.Maintain a positive, strong, credible, professional, and interpersonal relationship with all parties relevant to MDHHS and MPHI projects, and represent the best interests of MDHHS and MPHI at all times. Other duties and responsibilities as assigned.Qualifications/Requirements: Education: Possession of a master’s degree in epidemiology or biostatistics with a minimum of 12 combined graduate-level term hours or 8 semester hours in epidemiology and biostatistics courses. Course work in cancer epidemiology is beneficial.Experience: One to two years of work experience as an epidemiologist in a public health or cancer setting preferred but not required.Important Skills and Characteristics: Ability to perform and conduct epidemiological studies; knowledge of standard software such as MS Word, PowerPoint, Excel, ACCESS, and SAS. Specifically:Knowledge of SAS or similar statistical software packages relative to the analysis and management of epidemiologic data.Knowledge of state and local public health and clinical delivery systems and programs.Knowledge of and a commitment to principles of health equity.Ability to develop new contacts and maintain favorable relations with existing partners.Ability to analyze and interpret complex scientific articles relating to cancer epidemiology.Willingness to remain abreast of new discoveries and trends related to cancer prevention and intervention.Excellent speaking, organizational, and writing skills. Ability to maintain records and prepare reports and correspondence.Work Environment and Physical Requirements: Standard office environment and physical requirements typical of an office position.RESPONSIBILITY FOR THE WORK OF OTHERS: Occasional Leaders: Occasional leaders lead some projects and serve as a team member on others.IMPACT ON PROJECTS, SERVICES, AND OPERATIONS: The MDHHS Bureau of Epidemiology and Population Health is responsible for the epidemiologic assessment of health status, disease patterns, and risk factors of the people of Michigan. It also participates in the evaluation of various programs. This position applies these assessments and evaluations to cancer-related issues in the development of policy and goals for programs and MDHHS.
