GENERAL PURPOSE

Performs a variety of professional consulting duties as needed to determine and recommend greater efficiencies and more effective methods of operation within Santa Fe City government. May serve as a temporary or interim manager of a department, division or section of the city to oversee the implementation of strategic change and restructuring.

ESSENTIAL FUNCTIONS (A position may not include all of the duties listed, nor do the listed examples include all duties that may be found in a position of this class).

Conducts comprehensive analyses of operations, practices, policies and procedures of assigned departments within the city; completes performance management audits; interacts with management staff and employees to identify issues, problems, and constraints effecting efficient and effective operations; creates organization development strategies and oversees the implementation of change processes to enhance the delivery of city programs and services.

Primarily evaluates enterprise operations to determine patron and user satisfaction; conducts surveys, reviews standard operating procedures; evaluates supplier and vendor relationships to ensure "best practice" and "best opportunity" for the city; drafts RFP's and RFQ's to solicit competitive products, services and resources.

Plans, organizes and conducts management review processes, retreats and training; facilitates consensus building exercises between and within management teams and work groups; promotes improving the quality of the city workforce through effective management and supervision.

Develops curriculum and conducts training for city staff; including supervisory training, develops relationships with vendors, consultants and service providers to deliver specialized training. Coordinates multi-departmental presentations and will serve on internal committees and task forces assigned with making recommendations to the Governing Body.

In conjunction with specialized projects, evaluates and recommends standards for performance, staffing requirements, changes in workflow processes and standard operating procedures; writes technical reports and assessments.

May serve as an interim manager of an assigned department, division or section of the city; plans, organizes, and directs the daily operations personally or through subordinate supervisors; manages assigned budget and assures compliance with established fiscal constraints or limitations; evaluates employee performance and may make decisions affecting employee status including appointment, retention, advancement, discipline and termination.

Acts as trouble shooter and advisor to city management staff.

Provides broad policy guidance to assigned Departments, Divisions or Sections within the City.

FOR ASSIGNMENT IN YOUTH AND FAMILY SERVICES: Provides primary direct supervision to city committees, task forces, and boards to include but not limited to, Immigration Committee, Veteran's Board, etc. Conducts research/data/marketing, outreach and public relations for city committees, task forces and boards.

Administers and reports on planning and development for city committees, task forces and boards.

Plans, organizes and executes various projects involving city committees, task forces and boards.

Compiles specific project information needed to record the progress of each city committees, task forces and boards grant and filing reports when required.

Evaluates and recommends standards for performance and operating procedures for each city committee, task force and board.

Provides direct supervision to City of Santa Fe After School and Summer Youth Programs

Provides oversight, direction and initiation to Department/City Council initiatives.

MINIMUM QUALIFICATIONS

EDUCATION AND EXPERIENCE:

Bachelor's degree in Public Administration, Social Services, Children, Youth or Adolescent Development Education, Marketing or Public Relations, , Planning, , Business or related field.

AND

Four (4) years progressively responsible experience performing above or related duties;

OR

An equivalent combination of education and experience (e.g., BS plus 4 years of experience, Associates plus 6 years of experience, or HS and 8 years of experience.), except additional education may not substitute for the minimum experience requirement.

KNOWLEDGE, SKILLS, AND ABILITIES:

Thorough knowledge of training and teaching theory, methods, and practices; theory and practice related to organizational development and change management; budget development and understanding of fiscal accounting principles, practices and procedures; principles of supervision, including evaluation and motivation relationships between various factors affecting city management; operations and inter-relationships of city departments; general office management and practices; business and technical writing; interpersonal communication skills; public relations.

Considerable knowledge of principles and practices of effective management, supervision and employee motivation.

Considerable skill in the art of diplomacy and cooperative problem solving; leadership and organizational behavior management; establishing and maintaining effective working relationships with elected officials and staff. Skill in the operation of PC Computer, calculator, fax machine, copy machine, telephone.

Ability to administer a large work program; analyze a variety of financial, operational and relationship problems and make recommendations; analyze complex organizational development problems and make recommendations; operate personal computer (windows) in utilizing various programs to produce or compose formal documents, reports and records; prepare and present budget estimates; direct, motivate, develop, and evaluate subordinates; communicate effectively verbally and in writing; develop effective working relationships with supervisors, fellow employees, and the public.

WORK ENVIRONMENT:

Incumbent of the position performs in a typical office setting with appropriate climate controls. Tasks require variety of physical activities, not generally involving muscular strain. Periodic walking, standing, stooping, sitting, reaching, required in normal course of performing essential duties. Talking, hearing and seeing essential to effective performance of the job. Common eye, hand, finger dexterity required for most essential functions. Mental application utilizes memory for details, verbal instructions, emotional stability, discriminating thinking and creative problem solving. Periodic local travel required in the normal course of job performance.
