The program will target low-income owner occupied homeowners with income at or below 80 percent of the area median income (AMI) that reside in the City of Las Vegas city limits. The Request for Proposals (RFP) invites qualified non-profit organizations to submit an application for an assessment of their organizational structure, staffing, their organizations ability to meet the scope of work, and relevant experience related to the operation of the Single-Family Rehabilitation Program.PROGRAM BACKGROUNDFederal entitlement funds are appropriated by Congress and provided to the city of Las Vegas by the U.S. Department of Housing and Urban Development's Community Development Block Grant (CDBG) Program. Projects must comply with CDBG program regulations (24 CFR Part 570). ELIGIBLE ORGANIZATIONSEligible organizations are defined as those that: 1. Are a 501(c)(3) or 501(c)(4) non-profit; 2. Have been in business at least one year prior to the application release date; 3. Are identified as active and in good standing with the Nevada Secretary of State office4. In possession of a current City of Las Vegas Business License with an address where the services will be provided.SCOPE OF WORKThe agency selected will be responsible for marketing, applicant intake & eligibility verification, inspections, work write-ups, contractor procurement and reporting for the program, including but not limited to ensuring compliance with the following:Applicant Eligibility. Applicant must own the home & maintain it as their primary residence for at least 1 year prior to application. The applicant must provide proof of ownership and be at or below 80% of the Area Median Family Income level by household size for eligibility. Eligible Properties. Single-family, mobile and manufactured homes (on permanent foundation), owner-occupied duplexes with the City of Las Vegas city limits. Eligible Work. All work scope items must adhere to all applicable state and local laws, codes, zoning and any other requirements relating to construction, rehabilitation and housing safety, quality, and habitability.Marketing and Outreach. The selected program administrator is to coordinate and oversee the program marketing and outreach efforts to homeowners.Provide prompt response to program inquiries and calls;Screen homeowners to ensure they meet program eligibility requirementsEnvironmental Review. All properties assisted under this RFP will be subject to an Environmental Review by the City of Las Vegas prior to rehabilitation commencing. The agency will be required to submit the project site address, parcel identification number, and year the unit was built to the city, which will conduct the environmental review in compliance with 24 CFR Part 58. No project may commit and/or expend any funds prior to compliance with 24 CFR Part 58 and final notification.Rehabilitation – The qualified organization will conduct home visits to complete the intake process, assess for needed repairs, draft the scope of work, monitor progress, maintain client contact and ensure repairs are completed adequately. The organization will provide the necessary materials and labor, or hire the appropriate contractor or subcontractor to provide the necessary materials and labor to complete rehabilitation projects at no-cost to qualified homeowners.Property Standards -- All rehabilitated projects funded with Rehabilitation funds must meet local zoning ordinances and building codes and obtain permits when applicable. Plans should be of good design that will improve the quality of life for residents.Energy Efficiency -- Plans should incorporate energy efficiency measures through materials, heating, ventilation and air conditioning (HVAC) systems, design, and site orientation where feasible.Lead-Based Paint -- If a rehabilitated home was originally placed into service prior to January 1, 1978, rehabilitation must comply with HUD lead-based paint rules (24 CFR Part 35 and 24 CFR Section 570.608). A lead-based paint risk assessment for lead based paint hazards shall be conducted, and rehabilitation work must be done by contractors meeting the requirements of the HUD rule and the EPA Renovation, Repair and Painting rule.ANTICIPATED DELIVERABLES Contract deliverables will include at a minimum: Monthly Progress Reports utilizing a format provided by the city of Las Vegas ?Property location & activity?Funds budgeted and expended (all funding sources)?Beginning and ending dates of activities?Other data needed to support HUD reporting requirements and performance measuresPerformance Monitoring with city of Las Vegas staff Financial Monitoring with city of Las Vegas staff Additional deliverables will be negotiated prior to the execution of the agreement.APPLICATION SUBMISSION REQUIREMENTS & DEADLINES Applications in response to this RFP shall be submitted via ZoomGrants ().
