DEFINITION:

This is a full-time (First/Mid Level Officials and Managers) position in the City's Financial Services Department. An individual in this position will assist with and support the overall development, implementation, and management of the City's annual budget, audits, projections, forecasting, and reporting. Reporting relationship: Budget and Financial Reporting Manager.

EXAMPLES OF WORK:

Perform oversight and reconciliation of fund activity, monthly financial reporting and management of special district agreements;

Oversee the input of adopted budgets into the accounting system, reconciling to the approved budget document;

Ensure that all revenues and expenditures are monitored on a monthly basis to analyze trends affecting budget needs, ensuring departmental compliance with the budget;

Review operating budgets periodically to analyze trends affecting budget needs and review expenditures of departments to ensure compliance with the budget;

Assist with the preparation of the City's proposed and adopted budget book to ensure compliance with GFOA guidelines, State law and the City Charter;

Conducts fiscal impact analysis and is responsible for assisting with the Five-Year forecast for various city funds; including, the General Fund, Utility Funds, Debt Service Fund, and the Economic Development Fund;

Compile budget information into a format suitable for presentation to the City Manager and City Council;

Assist in reviewing City Council agenda requests for

availability of funds, recommend funding sources if needed; Reviews and analyzes department budget requests, conferring with department managers concerning these requests and participate in department budget meetings; Prepare and enter financial journal entries for recording transactions in ledgers; Monitor and report revenues and expenses; Assist with the review of quarterly performance measure reports; review department mid-year projections for accuracy; Review department line-item allocations for accuracy with budgeted funding and consistency with chart of accounts; Work closely with Grant Coordinator to reconcile and maintain the accurate accounting and financial reporting of grants to the general ledger; Prepares monthly financial reports; including, economic data; assist in developing and reporting measures of input, output, efficiency and outcome; Accurately and timely preparation of the monthly and quarterly financial reports to City Council and management; Conduct and perform complex fiscal analysis, analyze financial and statistical data, prepare reports, and make recommendations; Assist with the development and preparation of a 5-year Capital Improvement Program; including, working with departments, compiling the data into a report and identifying funding sources; Perform other related duties as assigned; Subject to 24 hour recall.

Bachelor's degree in accounting, finance, or a closely related
