Our Role

The Ministry of Social Development (MSD) is the lead agency for the social sector. We help the Government to set priorities across the sector, co-ordinate the actions of other social sector agencies and track changes in the social wellbeing of New Zealanders.

The Ministry provides policy advice, and delivers social services and assistance to children and young people, working age people, older people, and families, whānau and communities. We work directly with New Zealanders of all ages to improve their social wellbeing.

|Organisational Solutions, together with the Organisational Governance group, form the Corporate Centre which supports the |

|Ministry’s operating model and frontline services, promotes collaboration and collective leadership and gives the Leadership Team |

|clear oversight of the Ministry. Organisational Solutions brings together Human Resources (HR), Finance, Procurement Solutions, |

|Information Technology (IT), Property and Facilities, Health, Safety and Security (HSS), Legal Services, Insights MSD (iMSD), |

|Organisational Projects, Information, Privacy, Policy and Practice, Organisational Security Intelligence, and the Information |

|Security Office. |

|It is responsible for leading the development of integrated capability strategies across the whole of MSD and for developing a |

|Ministry-wide view on organisational policies, practices and issues, with a strong focus on sustainability, providing smart |

|solutions and backing the business to succeed. |

|Organisational Solutions provides essential best practice support services to the Ministry’s business groups and to over 10,000 |

|staff across New Zealand. The group has responsibility for an operating budget of around $220 million per annum and employs more |

|than 950 people. |

|Finance |

|The group provides high level strategic advice and support to the Chief Executive and Leadership Team to ensure that effective |

|Finance strategies are developed and properly integrated into all business strategies and plans. |

|Finance Group also ensures that MSD is: |

|providing a strategic view of funding |

|ensuring there is a long term plan for financial viability |

|providing management accountants as partners to help budget managers live within budget and maximise their operational |

|effectiveness |

|The Finance Group is also responsible for the design and delivery of a range of operational financial processes and systems, aimed |

|at ensuring that we meet all statutory and externally imposed reporting deadlines and that managers have access to the best |

|possible advice, tools and systems. |

|The Service Delivery Finance team supports Service Delivery through the provision of proactive, relevant, timely and accurate |

|forecasting, budgeting, analysis, costing financial and advisory services to regional and national office managers. The key |

|outputs are to ensure Service Delivery is proactive about financial management, ensuring Service Delivery is financially |

|sustainable both now and into the future, and being well positioned to deliver services that meet our Statement of Intent |

|obligations. |

|Purpose of the Position: |

| |

|The role of the Senior Financial Analyst Service Delivery is to provide expert advice and professional support to the Deputy Chief |

|Executive, General Managers, and other senior managers, as well as support national projects, programmes and new initiatives. |

| |

|The Senior Financial Analyst Service Delivery will also: |

|Provide quality financial analysis and advice to senior managers |

|Ensure strategic and operational requirements are met in the provision of costings and analysis for projects, programmes and new |

|initiatives |

|Provide advice to relevant governance groups for national strategies |

|Support responses to PQs and OIAs, providing advice and analysis and coordinating the risk management and internal control function|

|Support other reporting, monitoring and projects for Service Delivery Finance as required |

| |Undertake modelling and costing exercises |

|Experience in presenting information and providing advice to senior management groups |

|Member of the institute of chartered accountants preferred |

|Good understanding of accounting principles and best practice in a large accounting unit (preferably in the service industry) |

|Experience in the provision of management accounting services in a large organisation (preferably in the service industry) |
