The provision of best practice Finance advice and services to managers is critical if the Finance Group is to retain its position as a Public Sector leader.Purpose of the Position:This role will support the Director Finance Corporate Solutions in ensuring that the management reports, budgets, financial plans are prepared and analysed with external and internal financial reports covering operating and capital expenditure that support the Planning and Business Analysis team in financial strategy and technical policy development and prepare drafts and comments on Ministerial and Cabinet papers on financial implications that provide recommendations and risk analysis.Internal:Director Finance Corporate SolutionsTeam staff and Financial AnalystsMSD Finance ManagersPlanning and Business AnalysisStaff of the MinistryExternal:Audit NZSuppliers, Contractors and Service ProvidersTreasuryOther Government AgenciesKey Accountabilities: Key Result AreaAccountabilitiesProvide Financial and Management Accounting advice to business groups.Assist in presenting interpreted accounting data in a way that the budget managers can understand and use appropriately.Provide support and advice to budget managers to meet their financial obligations, including delegations, and forecast reporting.Provide management and accounting support and advice as requiredAdvise and assist budget managers in the preparation of budgets.Proactively identify fiscal risk and advise the CFO and the Director Finance Corporate Solutions.Support budget managers in financial management and financial internal controls.Advise and assist General Managers and Regional Managers with the processes by which funds are allocated and related workloads are agreed.Provide managers and staff with education and training on the Service line’s planning and accounting systems and processesSenior Management Accountant will also:Provide frame works and guidelines for managers and project teams to meet their financial and budgeting needs.Prepare, review and monitor Operating and capital budget and actual expenditure at project level, output level and output class. Ensure forecasts provided for external use are accurate and take into account all relevant information when being prepared.Deliver Quality Information to Executive CommitteeResearch, assemble and analyse historical, current and projected financial data for use in planning, reporting and operational management decision making including new initiatives/proposals to plans and resource levels.Review the financial performance of the Service line against quantity, quality and timeline considerations.Deliver the financial system to business units that will assist in financial planning in the short and long termSupport the development and management of the Service line’s operational planning and costing system.Work with the Corporate financial and System accounting team to improve reporting and user requirements.Continually review the requirements of end user reports to improve the focus and effectiveness of the information that will meet user requirements in terms of time and quality.Senior Management Accountant will also:Support the Planning and Business Analysis Team in the preparation and review of strategic business plans, budget initiatives, statement of intent and strategic capital plan for financial and risk analysts for current year, 1-3 year and 4 year plus timeframes.Provide Costing Analysis to assist internal and external stakeholdersEvaluate business units financial and non financial indicators and how movement will affect the Service line’s business performance in volumes, cost and appropriations.Undertake projects that will improve operating efficiency and ensure business units spend within its Service line allocation.Work with business groups to review costing and critique ministerial papers and business cases to provide input into various reviews.Senior Management Accountant will also:Conduct analytical reviews and studies using financial and non-financial sources that can be used to develop operating and funding strategies which meet business unit’s needs.Support the Service line’s costing and analysis information to external and internal management processes and accountabilities.Maintain the Service line’s cost allocation modelMonitor cost accounting policy and procedures to improve both activity and output cost allocation processes to meet demands from managers.Senior Management Accountant will also:Undertake regular work study exercises at agreed sites and provide feedback and analysis on results that will enhance financial systems and processesAttributes/Success FactorsWell-developed interpersonal skillsAchievement focusFocus on meeting deadlinesRelationship management Attention to detail and accuracy.Excellent organisational and planning rmation gatheringStrong analytical skills.Very good report writing skills.Advanced computer skills in Microsoft suite of programmes.Technical/Professional Knowledge and ExperienceChartered Accountant and a membership of the Institute of Chartered Accountants of New Zealand preferred but not essentialCIMA qualification desirableManagement Accounting experienceExperience in Government financial processes, particularly baseline management.Wide experience in costing and reporting methodologies for both operating and capital and all appropriation types.A minimum of 3-5 years relevant management accounting experience in a large organisation (preferably public sector)Financial reporting experienceKnowledge of various Statutes ................
