To issue and monitor the use of keys within the College. Responsible for maintaining all of the College buildings in a good state of repair and appearance including all buildings and facilities, roads and pathways, grounds and gardensUndertake emergency and planned maintenance and repairs within capability, liaising with external contractors when requiredTrack building upkeep as well as anticipated long- and short-term improvements and maintenance requirements by overseeing the routine programmes of work for the facilities team to ensure consistently high standards of hygiene, cleanliness, upkeep and safety of all college buildings and facilities Manage and update the College Maintenance Plan to ensure all regular maintenance and service checks are undertaken by due dates, liaising with external contractors when requiredBe the client side link with contracting staff, monitoring and reviewing all facilities contracts and services and undertake appropriate administrative processes for specifying minor contracts in accordance with the College’s delegation protocolEffectively manage all aspects of any facilities project and maintenance work undertaken on the College’s premises from conception through to completion, ensuring a comprehensive project plan is kept up to date and acting as a point of contact with regard to liaising with contractorsManage the intruder ensuring they are serviced annually; coordinating adequate key holder cover in the absence of the Caretaker(s) Be responsible for ensuring the safe and efficient operation of all premises-related mechanical, electrical, heating services and other plant, including ensuring the completion of all annual portable appliance testing, monitoring and recording of meter readings/returns as require. To take appropriate action to ensure and monitor proper safe levels of lighting, heating and ventilation. Be aware of the location of essential services including water isolation valves, fire points, drainage systems, gas and power supplies. Develop and maintain a detailed plan showing the location of these for all sitesCoordinate and supervise the work of the Site Supervisor and Caretaker on a daily basis to ensure the College buildings and grounds are fit for purpose. Base yourself at York Place for a full working day, at least, in order to oversee and coordinate all facilities work and work with the York Place Caretaker In the absence of the Site Supervisor or Caretaker, ensure that the routine caretaking duties are coveredEnsure the College grounds are kept to a high standard including all lawns and flower beds; ensure all grounds are litter free. Where required, liaise with external contractors to maintain cost-effective schedules.Regularly inspect all drains and gullies for blockages remedying as appropriate i.e. delegating to the Caretaker(s) or arranging external contractorsRegularly visually inspect outside areas for defects and potential hazards including the condition of boundaries, fencing, building exteriors and treesBe the main point of contact for the cleaning contractors ensuring high standards are maintainedMonitor supplies of cleaning materials, personal hygiene products, drinking water and sundry items liaising with the Caretaker(s) to ensure effective replenishmentManage the refuse and recycling procedures for the College, liaising with the contractors as appropriateAct as the main point of contact between Hayesfield School and the local neighbours, attending the Neighbourhood Residents Meetings when requestedComplete certain administrative tasks, such as preparing reports as requested by the Head of HRRC, and ensure an effective record keeping and filing system is in operation for all facilities and project management workRespond to emergency situations or other urgent issues involving the buildings and/ or facilities, including responding (on a list basis) to call outs by the College’s security company and/ or the police during closure periods including nights and weekends in compliance with the College’s Lone Working PolicyPlease note there will be line management responsibilities with this post.? This is recognised in accordance with the Responsibility Allowance Policy and is awarded after completion of a successful probationary period.Health and safetyEnsure that all statutory elements of health and safety are applied and undertake responsibility for monitoring first aid and emergency supplies and equipment, and maintain the buildings in a safe and healthy condition and to a high standardBe responsible for the maintenance of all firefighting and fire alarm systems, ensuring the fire and other safety equipment is serviced by the periodic checking of a specialist fire contractor and arranging repairs when requiredOversee the operation and periodic checking of the fire alarm system and equipment as detailed in the Fire Safety log book, ensuring the Site Supervisor and Caretaker are regularly checking the fire equipment, first aid boxes, emergency lighting and are performing the legionella checks for all sites on a regular basisEnsure all contractors are working safely whilst on site and conduct thorough checks on all health and safety compliance documentation prior to the visit. Develop and maintain a Contractors Compliance Log.Participate in the continuing development of robust, transparent health and safety systems and proceduresOversee the following with regards to the College’s COVID-19 risk mitigation measures:Adhere to the guidance in the College’s Risk Mitigation document Undertake risk assessments as requested by the Head of HRRC Oversee the PPE and cleaning stock inventory and carry out weekly stock takes, reordering supplies when requiredEnsure the lecture rooms are set up and prepared each day for planned activities/ timetabled sessions, liaising with lecturing staff when required Ensure there is ample supplies of antibacterial wipes and refreshments in the lecture rooms on a daily basis and ensure they are replenished when requiredReplace signage when requiredBe aware of and adhere to applicable college policies and procedures, regulations, and legislation, national legislation (Health and Safety, COSHH, Data Protection)Work with internal departments to ensure operational procedures are fully complied withTake ownership of personal development (CPD) within your role and identify personal training needsMake full use of all information and communication technologies in adherence to data protection policies to meet the requirements of the role and promote organisational effectivenessConduct all financial matters associated with the role in accordance with Norland’s policies and procedures, as laid out in the Financial RegulationsTo undertake any other duties, as required from time to time as required by the Head of HRRC or the Executive TeamGeneral:In addition to the above, the post holder will undertake assigned duties and responsibilities effectively and efficiently, ensuring that all actions are discharged within the regulatory and legislative requirements to which Norland is subject.
