TERMS OF REFERENCE

UNRWA is a United Nations agency established by the General Assembly in 1949 and is mandated to provide assistance and protection to a population of some 5.5 million registered Palestine refugees. Its mission is to help Palestine refugees in Jordan, Lebanon, Syria, West Bank and the Gaza Strip to achieve their full potential in human development, pending a just solution to their plight. UNRWA’s services encompass education, health care, relief and social services, camp infrastructure and improvement, microfinance and emergency assistance. UNRWA is the largest UN operation in the Middle East with more than 30,000 staff. UNRWA is funded almost entirely by voluntary contributions.

Information Management Consultant, HQ Amman

BACKGROUND AND PURPOSE

The Relief and Social Services Programme (RSSP) provides a range of direct and indirect relief and social services to protect poor and vulnerable Palestine refugees. These services are carried out by approximately 500 staff engaged in relief and social services, including 365 social workers. A comprehensive review of the RSSP was carried out in 2010, and a subsequent review was conducted in 2014, both identifying the need for UNRWA to review the role of its social work force so as to enable them to address the needs of those refugees who are mostly facing social protection risks. In February 2017, RSSP/HQ conducted a social work stock taking exercise to capture existing roles and responsibilities assumed by relief social workers and similar field staff at the RSSP in the five fields in terms of numbers, functions, titles, workload and supervision structure. As part of the ongoing reform process in the RSSP, a long-recommended professionalization of social work together with a review of the focus of UNRWA’s social services sub-programme have been set as priorities for the coming two years. In order to facilitate the case work of the professionalized social workers, a social case work database is required and needs to be customized according to needs in each field of UNRWA operations. In view of these information management needs, UNRWA seeks the services of a consultant to work as an Information Management Officer who will be an integral part of the roll out of the reform in the Relief and Social Services Programme at UNRWA headquarters in Amman.

Description of Duties and Responsibilities

Under the direct supervision of, and reporting to, the Director of Relief and Social Services with support from the Chief, Social Services within the Relief and Social Services Programme at UNRWA headquarters in Amman, the Consultant will:

• Oversee and coordinate the roll-out of a social case work database;

• Work with the external software provider to further develop, customize and enhance the database information management system according to needs of field staff responding to the needs of Palestine refugees;

• Deliver trainings to core field staff at field office level on the social case work database;

• Coordinate with IMTD on data protection standards and governance;

• Coordinate with departments and field offices on implementation of a common database for critical/high risk case management

• Support RSSP in providing regular analytical and summary reports in line with data protection policies;

• Provide technical support and advice to RSSP staff in field offices on information management;

• Support the Relief and Social Services Department at headquarters on any other tasks related to information management.

Essential Qualifications and Experience

• A university degree from an accredited educational institution in Information Management, Information Systems, or related field;

• Three to four years of relevant work experience in a UN agency, non-governmental or civil society organization;

• Experience in creating and maintaining information management and reporting systems;

• Excellent command of written and spoken English.

DESIRABLE Qualifications and Experience

• Experience with information management systems as they relate to protection, either for UN agencies or NGOs;

• Experience in social work and case work interventions including case management;

• Knowledge and understanding of the Palestine refugee situation in the political context of the Middle East.

ADDITIONAL INFORMATION

The incumbent is required to reside in Amman, Jordan, but will be required to travel to other UNRWA Fields of operation in the course of his/her duties.

CONDITIONS OF SERVICE

• The duration of the consultancy is 11 months;

• Remuneration will be monthly depending on the qualifications and experience of the consultant and no other benefits except for travel related expenses;

• One and a half day annual leave per month;

• The consultant will be based in Amman at the Relief and Social Services Department, UNRWA headquarters.
