The Director is a department head level position responsible for an abundance of open space and recreational opportunities throughout the city, which gives residents and visitors alike the ability to enhance a healthy lifestyle. This is an opportunity to lead a premier department, overseeing a team of 44 full time employees and a vast number of part time employees such as instructors, coaches, lifeguards, and other seasonal personnel. Contributions of the director will allow our residents and guests to enjoy a bike ride along the greenbelt, launch a boat at the boat ramp, play a round of golf, join a sports league, or attend one of the city’s many special events and enjoy the dynamic lifestyle that surrounds the community of South Portland. This is complex professional and administrative work in planning, developing, implementing, directing, supervising, and evaluating the City’s Parks, Recreation, & Waterfront activities, programs, operations, facilities, and staff. Work is carried out with considerable independence, initiative, and judgment to accomplish department goals and objectives under the broad policy guidance, direction, and supervision of the City Manager. Position exercises direct and indirect supervision over all Parks, Recreation, & Waterfront professional staff and support personnel.The next director will prepare operations and capital improvement budgets; exercise financial oversight of enterprise funds, appropriations, and expenditures; pursue, recommend, and oversee collection and accurate accounting of user fees, funds, gifts, and grants; assure sound fiscal controls and effective and efficient use of budgeted funds, personnel, materials, facilities, and time. The director will establish department mission, goals, and objectives, as well as policies and procedures and strategic and master plans. The director will need to be able to assess and interpret the leisure, cultural, parks, open space, environmental resources, facility, and recreational needs of the community by fostering two-way communication between relevant City committees and other groups, as well as quantify the need for funding based on community needs assessments, surveys, studies, and trends, and effectively communicate the need for funding to community leaders, civic groups, and public officials through meetings, public presentations, and correspondence. A Bachelor’s degree from an accredited college or university in parks and recreation management, public administration, or a related field of study is required. A Master’s degree is preferred. Must have six (6) or more years of increasingly responsible experience in parks and recreation or a similar field, including three to four (3-4) years of managerial and supervisory experience. Experience working with union and non-union employees is a plus. Certified Parks and Recreation Professional (CPRP) through the National Parks and Recreation Association (NRPA) and Certified Pool Operator certification are desirable.
