Abstract The purpose of this grounded qualitative study was to examine the most effective teaching strategies that are implemented in the classroom to meet the needs of struggling readers, to find activities that motivate struggling readers, and to investigate the role of teachers in the development of struggling readers. The data were gathered from six elementary teachers from grades third, fourth, and fifth. A structured interview was the primary source of data for the grounded qualitative study. The research design included identifying the role of teachers as facilitators and motivators who identify, assess, and observe struggling readers and then measure comprehension with assessments, discussion, and running records. The study was guided by teacher perceptions of instructional strategies to include reading time, small groups, use of one text, and reading strategies that motivate struggling readers. The study concluded that reading instruction changes when a struggling reader is introduced to multiple grouping strategies, vocabulary instruction, and comprehension strategies that are embedded in the instruction. The findings of the study identified that games, group work, high interest texts, and plays or poetry influence struggling readers to engage in the process of reading.
