MINUTES OF MARSTON MAGNA PARISH COUNCIL MEETING HELD ON MONDAY 22nd JANUARY 2018 PRESENT: CLLR, Fred Monson (Chair), S Mildon (Vice-Chair), S Crabb, L Hopkins, R Knott, P Griffiths, K Whittell (arrived 7.50) and Lucy Gibbons (Clerk) Open sessionTwo members of the public were present.The issue of Dog mess in the Moat Field was raised. LG to contact L Osment (SSDC) to clarify the situation regarding installing a bin in this area. It was reported that one of the wooden gates on footpath Y15/10 is wobbly, where the gatepost appears to have rotted. PG to investigate and report.No other items were brought for discussion. The public session was closed.1. APOLOGIES FOR ABSENCE – None2. DECLARATIONS OF INTEREST - None3. THE MINUTES OF THE PARISH COUNCIL MEETING HELD ON 27th NOVEMBER 2017 - Were agreed and signed.4. MATTERS ARISING – SC has obtained a map for the area of land, adjoining Townsend. LG will send a letter to County Farm Estates, giving further detail to our request for a Community Land Asset Transfer. ML to be copied in. 5. REPORTS FROM SOMERSET COUNTY COUNCILLOR, DISTRICT COUNCILLORS, PARISH REPRESENTATIVES ON OUTSIDE BODIES AND COUNCILLORS ON THEIR AREAS OF INDIVIDUAL RESPONSIBILITY – None received from M Lewis.PG reported that he has spoken to the Tenant regarding the complaint that was made about the padlock, which is regularly placed on the gate at the entrance to the Footpath at West End Farm on Little Marston Road (Y15/2). They lock this when they are away, due to recent thefts from the Farm. PG will speak to the landowner to try to obtain his agreement to pursue the diversion of the footpath to the west of the Farm. 6. MARSTON MAGNA ACTION GROUP – 19 people attended the meeting with a number of other parishioners committing to join, but unable to attend. The group is completely voluntary, but will be covered by the PC’s Public Liability Insurance, providing a relevant Risk Assessment has been carried out. No work will be done on the A359 trunk road through the village.Volunteers would be expected to use their own equipment initially, but an amount of ?500.00 has been granted to the group by the Midsummer Fair Event to be spent on any additional tools or equipment needed but it is envisaged that if only a small amount of money is spent, then perhaps it could be used to purchase bulbs/planters etc. Streetscene (SSDC) have agreed to supply the following: Black refuse bags, Litter pickers (20 in a pack), High visibility tops (20 in a pack), Gloves (20 in a pack), Wet wipes, Basic First Aid kit, Risk assessment formsFilled black bags will be collected from the Village Hall Car Park on the Monday following a session. (Approval will be sought from the management of the Village Hall for this facility). Further discussion will be held with Streetscene on how to deal with larger items. The proposed first three dates for the group will be Saturday the 3rd and 24th March 2018 and Saturday the 7th April 2018 for a three-hour session starting at 9.00am. The initial task will be to clear the debris from the footpath between the Village Hall and the Church Green, which is where we will meet for the first time. Other areas to clear will be identified as we go along. Volunteers can do as much or little as they can cope with and the group would be unlikely to convene during the winter months once the leaf fall had been cleared.LG will speak to SSDC to ask them to come and clear the pavements along the A359 where they need clearing of debris and the overhanging vegetation needs cutting back.SM will communicate with Yarlington to discuss the state of the path between Townsend and the Village Hall.7. PLAY PARK – KW has been carrying out monthly visual inspections of the play park. There is nothing new to report.8. VILLAGE HALL CAR PARK WHITE LINING – Yeomarks Lining Ltd have provided us with a quote of ?420 + VAT to sweep and white line the car park. Given our difficulties in obtaining any reasonable quote and the fact that they have been recommended and have carried out work in several local areas, it was agreed that we would ask they to go ahead and complete this. SC to action9. FLOOD PLAN – SM had no further matters to report currently. He will arrange a village meeting soon. Several people have raised the need for regular clearance of the stream. The Action Group has sought clarification from the Parish Council on the overall policy for the stream in conjunction with the Flood Prevention Scheme adopted for the area. Adjacent property owners already clear some of the banks on a regular basis but there are some areas in “no man’s land” and others that would present huge difficulties to clear. After much discussion it was agreed that the PC was happy to pay a contractor to do this work, possibly in conjunction with the Action Group. We will attempt to contact R Mayo, to enquire as to whether he would be willing to carry out some of this work. LH will discuss this with his volunteers when they next meet.10. CHAIRMAN'S ANNOUNCEMENTS – FM attended a meeting regarding the duelling scheme for the A303, and the knock-on effects that the road works will have on the villages along the A359. The PC needs to watch developments closely.11. CLERKS REPORT – We have received a copy of the ‘Draft recommendations on the new electoral arrangements’ from SSDC. If the proposals were agreed, in May 2019, Marston Magna would move from Parrett to Ivelchester ward. 12. CORRESPONDENCE – Rimpton PC advised us of action that they are taking to complain about the poor and often dangerous state of the road between Easton Farm and Woodhouse Lane, caused by mud and slurry from Easton and Manor Farm. They have reported the matter to SCC and the Police as well as contacting the Landowner. They are asking for any parishioners who have similar concerns to report them using the SCC website .
