Child Safety Seats – Department of Community Health and Michigan State Police

Statement of Work

The purpose of this Request for Proposal (RFP) is to establish a contract for child safety seats for the Department of Community Health (DCH) and Michigan State Police (MSP).

Background Information

The DCH, Bureau of Health Promotion and Disease Control, Division of Chronic Disease and Injury Control, Injury and Violence Prevention Section (IVPS) with the MSP, function as the State of Michigan’s Child Passenger Safety Training and Education. The program works with statewide partners to conduct Child Safety Seat Inspections for parents/caregivers of children from birth to eight years of age. As part of those inspections, child safety seats are available to provide as replacements for unsafe, recalled, or inappropriate child safety seats. The target population for this program is low-income and underserved areas.

Buyer

Purchasing Operations prepared the technical review and pricing analysis for the agency’s review in order to make a "best value" determination of award. Purchasing Operations reviewed and approved the agency’s award recommendation. There was no formal Joint Evaluation Committee.

Bidders were requested to provide detailed information relative to their ability to meet all of the specific requirements included in the RFP. The brand name was for identification purposes only, and did not limit the bidders to such brands, provided alternates offered were equal in quality and function to those specified.

Note: As specified in the RFP, only those proposals receiving a score of 80 points or more of the total maximum possible score will be considered for award. The bidder met the minimum threshold of 80 points to be considered for award.

Patriot Solutions LLC bid the referenced manufacturer, Evenflo, and all of the models specified. They received total points for each of the criteria, except for Prior Experience/Past Performance. They submitted descriptions of three experiences, however they were not considered relevant to their ability to successfully manage a contract for child safety seats, and therefore points were deducted

Purchasing Operations negotiated a price reduction with Patriot Solutions on their proposed child safety seats. They offered a 1% price reduction $6,092.69 on all models and a 1% prompt payment discount $6,059.40 for invoices paid in 10 days, for a total savings of $12,152.09 over the contract term.

Patriot Solutions LLC is a qualified disabled veteran-owned company. They are the only responsive and responsible bidder; their proposed product meets the bid specifications, and represents the best value to the State.

Award Recommendation

The Buyer was responsible for interpreting all information submitted, determining the quality of each vendor’s response to the requested information, and determining whether the information submitted demonstrated the bidder’s ability to sufficiently service the State. Based on all of the information discussed above, the following bidder is recommended for award:
