General Summary of Function/Purpose of PositionPosition functions as a professional Services Specialist providing child welfare services in the area of foster care.? This position is responsible to determine child and placement eligibility for the appropriate funding to support the placement.? Position is responsible to assure compliance to all federal regulations such as Federal Title IV-E regulations as well as state regulations.15. Please describe the assigned duties, percent of time spent performing each duty, and what is done to complete each duty.List the duties from most important to least important. The total percentage of all duties performed must equal 100 percent.Duty 1General Summary:Percentage:50Determine the child and placement eligibility for the appropriate funding to support the placement.Individual tasks related to the duty:Complete all initial reimbursability determinations for appropriate funding source; complete all reimbursability redeterminations; process any change actions related to child placement moves that impact funding; assure application is made for MA, SSI, Child Support etc depending on the situation of the child and family.? Review proper income source and verify funding determination outcomes using BRIDGES to locate funding sources for SSI, RSDI, Child Support, Unemployment Compensation Benefits, Employment Information/history, Vehicle information, rent/mortgage information, and other assets such as bank accounts.Review court orders as necessary to assure the Best Interests, the Reasonable Efforts and the Contrary to the Welfare findings have been made by the court.Enter all petitions and court orders, removals, Foster Care Dual Ward, Young Adult Voluntary Foster Care (YAVFC), Adoption, Guardianships and terminations in MiSACWIS.? May complete quarterly program determinations for YAVFC.Assure proper determination occurs when a child becomes a permanent ward or state ward (MCI) and assure the proper case record updates are done in MiSACWIS.Resolve any discrepancies with management per court orders and follow up with court.Assure proper notice is provided to courts, other MDHHS staff, Private Child Placing Agency staff, LGAL’s, parents, attorney etc. of determinations or adverse action related to placement resources.? File for timely hearing by an Administrative Hearing’s officer on determinations by the court ordering a level of support that is inaccurate according to federal rules and regulations.? Testify as the expert witness in such plete case reads to verity title IV-E compliance using MDHHS Form #436 and to prepare for federal plete legal status changes and update the legal status for all child welfare plete or review initial removal plete all initial and reimbursability determination of funding, including collection of case information for accuracy by following FOM 902.Work with the Adoption Subsidy and Adoption Support staff to assure the child receives the proper support. Assure children in juvenile justice programs are accurately assessed for specified placement outside of the home and that applicable support is provided.?? Work with courts and community providers to eliminate barriers to proper support of children depending on the level of care plete MDHHS 3205 to change payee for SSI and RSDI (one time only) and other changes that impact government benefits.Update the initial FC Relative Placement for Unlicensed Relatives in MiSACWIS.Locate birth certificate or citizenship verification and upload into MiSACWIS.Monitor creation of member sections, making households and completing relationships.Ensure correct person ID is chosen when a removal occurs.Duty 2General Summary:Percentage:45Determine appropriate payments are authorized from the appropriate funding source.Individual tasks related to the duty:Determine if the Private Agencies are complying with applicable regulations and policy related to financial support of children in out-of-home care.Identify payment errors.Resolve payments issues by completing recoupment activities and reconciliation activities.May enter manual payments authorization into MiSACWIS.May execute and process all county payments as needed.Follow up on Help Desk tickets to resolve payment and funding determinations.Log orders, funding, reconciliations and recoupments for the month and forward to FCD monthly by completing MDHHS 400, Child Welfare Funding Specialist Monthly Report.May manage payment spreadsheets received from private agencies and payment authorizations when plete FIP repayment agreements.? Research BRIDGES to determine if or when a relative became licensed and whether they are receiving FIP benefits.?
