|Brief Description of Services to be provided: |
| |
|BACKGROUND: |
| |
|As part of the core services provided by the Department of Management and Budget, the Workforce Development and Retirement Services Administration |
|(WDRA) administers retirement plans and related benefits for Michigan’s state and public school employees, judges, and state police; in order to |
|empower their state customers in preparing a secure retirement. Through administrative partnerships, WDRA also helps provide financial and human |
|resource services to State departments. |
| |
|WDRA is the administrator for four pension trusts. WDRA also provides two other organizations, Legislative Retirement System (LRS) and the |
|Military Retirement System (MRS), with payroll-related services. |
| |
|WDRA provides retirement services for participants in the following systems: |

|The size of the pension processing systems’ database, currently 300+ gigabytes, increases every day as WDRA receives thousands of data records from|
|employers and generates pension-related transactions. The accumulated data must be maintained in WDRA pension systems throughout each member’s |
|lifetime for evaluating wage, service credit, and other service-related information required to process retirement requests. With over 300,000 |
|active members reporting, over 200,000 pension recipients, and nearing 1,000,000 inactive members, the pressures on the database maintaining this |
|information continues to grow. |
| |
|PROJECT OBJECTIVE: |
|This phased project will modify WDRA’s pension processing systems and correlating 300+ gigabyte database to provide more efficient processing and |
|management. These modifications involve database restructuring to ensure that the applications run more smoothly while maintaining data integrity.|
|The associated pension processing systems (both on-line functionality and batch programs) will also be modified to access the restructured data and|
|allow efficient data retrieval. |
| |
|Currently, database maintenance operations compete for processing time and system resources with other tasks such as batch processing. As new |
|functionality is added and member self-service is implemented, the amount of time available for these essential maintenance tasks decreases. By |
|reducing or streamlining the data searched and processed for each transaction, the data structure improvements will provide more efficient use of |
|shared resources and noticeably enhanced performance for staff. The project will position WDRA to support the ever-increasing amount of data |
|required for pension processing while continuing to make Michigan government more secure, user-friendly, and cost-effective through wise |
|productivity and management tool investments. |

|SCOPE OF WORK: |

|The scope of work for this project includes: |

|TASKS AND DELIVERABLES: |

|Phase 1: Application and Architecture Efficiency Analysis |

|Tasks: |
|Technical support is required to assist with the following tasks: |
| |
|Review existing documentation, including Clarety LOB, Workflow, Imaging and CRM components |
|Review existing application and database components |
|Review existing architecture |
|Review existing infrastructure framework |
|Review existing data and data-related issues |
|Review existing data management needs |

|Deliverables: |
|Deliverables will not be considered complete until the designated DIT Project Manager has formally accepted them. Deliverables for this phase |

|An “as-is” assessment of the documentation, application, architecture, infrastructure, data and data management needs. This assessment will |

|Provide technical and application expertise |
|Documentation of detail-level requirements |

|ACCEPTANCE CRITERIA: |
| |
|The following criteria will be used by the State to determine acceptance of the deliverables provided under this contract. |
| |
|A: All tasks listed as necessary pre-work for each deliverable are completed as described above under Tasks and Deliverables. |
| |
|B: Document Deliverables - Documents include, but are not limited to assessment and requirements documents for each phase as described above. |
|Documents are dated and in electronic format, compatible with State of Michigan software. |
|Draft documents are not accepted as final deliverables. |
|WDRA and MDIT Project Managers will review business documents within five business days from the date of submission of the deliverables for review.|
|Approvals will be written and signed by both the WDRA and MDIT Project Managers. |
|Unacceptable issues will be documented and submitted to the Contractor. |
|After issues are resolved or waived, the Contractor will resubmit documents for approval within a schedule agreed to by both parties that meets the|
|goals of the project and the overall project schedule as stipulated in this contract/statement of work. |

|PROJECT CONTROL AND REPORTS: |

|A bi-weekly progress report must be submitted to the Agency Project Manager throughout the life of this project. This report may be submitted with|
|the billing invoice. Each bi-weekly progress report must contain the following: |
| |
|Hours: Indicate the number of hours expended during the past two weeks, and the cumulative total to date for the project. Also state whether the |
|remaining hours are sufficient to complete the project. |
| |
|Accomplishments: Indicate what was worked on and what was completed during the current reporting period. |
| |
|Funds: Indicate the amount of funds expended during the current reporting period, and the cumulative total to date for the project. |
| |
| |
|SPECIFIC DEPARTMENT STANDARDS: |
| |
|Agency standards, if any, in addition to DIT standards. |
| |
| |
|PAYMENT SCHEDULE: |
| |
|The Contract is a firm, fixed-priced, deliverable-based contract. Payment will be made based on a satisfactory acceptance of each deliverable. |
|Deliverables will be physical deliverables (documents). Deliverables will be invoiced upon acceptance of the deliverable. The pricing for the |
|deliverables is all-inclusive. Any expenses the Contractor expects to incur should be built into the price for the deliverable. The State will |
|not pay for travel costs. Travels costs expected should be estimated as a component of the Contractor pricing and included with the Contractor’s |
|bid submitted to the State. |
| |
|Invoices shall reference the Purchase Order Number as issued. Payment shall be considered timely if made by the DIT within forty-five (45) days |
|after receipt of properly completed invoices. |
| |
|The state reserves the right to reduce the requirements or withdraw requirements. The state will only pay for services rendered in delivering |
|authorized requirements of this proposal and reserves the right to negotiate to reduce the value of the contract for any reduced or withdrawn |
|requirements. |
| |
|Contractor must provide a detailed description of how the State will be billed for the contracted services and provide a sample invoice showing all|
|billing information and itemization. |
| |
| |
|COST PROPOSAL: |
| |
|Contractor must identify all information related, directly or indirectly, to the Contractor’s proposed charges for services and deliverables |
|including, but not limited to, costs, fees, prices, rates, bonuses, discounts, rebates, or the identification of free services, labor or materials.|

|Contractor shall identify any assumptions Contractor has made developing its Cost Proposal .and provide a breakdown of all proposal costs along |
