The Department of Administration & Information (A&I) provides services and information to state agencies, the Elected Officials, the Judiciary, and the Legislature (W.S. 9-2-1001 through W.S. 9-2-1026.7). The Budget Division is responsible for providing assistance to the Governor, other Elected Officials and Executive Branch agencies, the Judicial and Legislative Branches with respect to biennial and supplemental budget preparation, submission and administration. The Economic Analysis Division's (EAD) core mission is to coordinate, develop, and disseminate economic, demographic, and revenue research and information. Central to the Division's mission is the application of economic theory using mathematical and statistical tools. EAD competencies include the following: managing the State Data Center and Decennial Census databases; forecasting the behavior of demographic and economic variables; projecting and monitoring state revenues; maintaining the REMI policy insight model and population projection models; generating the Wyoming Cost of Living Index; providing quality customer service to clients via published reports, presentations, and customized information responses; and providing policy and economic analysis to government agencies. The EAD serves the Governor, other Elected Officials, state agencies, Legislators, Wyoming local governments, Wyoming businesses and citizens, federal government, and businesses and citizens from other states and countries.

General Services Division (GSD) provides support services necessary for state agencies to conduct state government. State agencies are the primary end-user of GSD's services. In addition to Capitol Information and the Government Operator, the GSD is organized into seven primary sections: Central Mail, Facilities Operations, Motor Vehicle Management, Procurement, Risk Management, Trades Management, and Surplus Property. Services include the following: centralized mail services; custodial, repair and maintenance (mechanical, electrical, heating/cooling, grounds) of state-owned facilities in the Cheyenne Capitol Complex; management of the state motor pool; centralized procurement and contracting services; management of the state's self-insurance risk management and property insurance programs; management of the state and federal surplus property program.

The Human Resources Division (HRD) develops and administers uniform personnel rules, policies, procedures and educational programs. Assistance is provided to the Executive Branch Agencies, the Legislative Service Office, the University of Wyoming, Community Colleges and the citizens of Wyoming. In accordance with the agency's strategic plan, the HRD provides assistance involving employee grievances and hearings, maintains a personnel data base and provides rule interpretations. The HRD further provides for position control, employee recruitment and selection, employee training, pay determinations, position classification and administers the employees' group insurance plan as well as other benefits provided by the State Personnel Rules.

The Employees' and Officials' Group Insurance Program section is part of the Human Resources Division of Administration & Information. The Section administers and manages the State's Group Health, Dental and Life Insurance Programs. This includes determining eligibility, contracting with insurance vendors, establishing benefits, setting premium rates and establishing administrative procedures. The Office of Administrative Hearings (OAH) adjudicates contested workers' compensation and drivers' license cases arising in the state's 23 counties. The OAH is also statutorily required to hear the Department of Family Services' central registry child abuse and neglect cases. Beginning July 1, 2012, teacher disciplinary/termination cases will be heard by the OAH for the state's 48 school districts. The OAH conducts state employee disciplinary and termination hearings and is authorized to provide independent hearing services to any other state agency. The Office of Administrative Hearings was created in 1987, reorganized in 1992 and is an independent state agency governed by W.S. 9-2-2201.

The Aeronautics Commission determines disbursement of state and federal funds for airport construction, maintenance and improvements. The Commission also has the authority to apply for, directly accept, receive and disburse any federal funds for airport construction and maintenance. Seven commissioners are appointed by the Governor with Senate confirmation for six-year terms (W.S. 9-2-2004 and W.S. 10-3-101). The Commission operates in conjunction with the Department of Transportation and the Aeronautics Division.

The Board was created by the 1987 Legislature to provide mediation services for disputes between farmers and ranchers and their creditors (W.S. 11-41-101). The Board's size and duties were expanded by the 1998 Legislature to provide mediation for a variety of agricultural and natural resource issues including grazing on public lands, water conflicts, trespass disputes and more. The Board also partners with other entities to provide training in mediation and other alternative dispute resolution processes. More information about the Board and the Mediation Program can be found on their website. The Board operates in conjunction with the Wyoming Department of Agriculture.

The Board represents Wyoming's agricultural interests in an advisory capacity to the Director of the Wyoming Department of Agriculture and strives to enhance communication among a variety of public and private entities on state and regional agricultural issues. The Board consists of eleven voting members with six-year terms appointed by the Governor with confirmation by the State Senate. Seven members represent districts pursuant to W.S. 11-2102 with no more than four members from the same political party. Four additional members represent agriculture youth (between the ages of 18 and 30) appointed from each of four geographic quadrants of the state. Board membership also includes two ex officio non-voting members: the Governor and the Dean of the University of Wyoming College of Agriculture and Natural Resources or designee.
