The City of Galena is hiring for the position of Galena Recovery Project Manager. This is a part-time (30 hrs/wk) temporary position, through 12/31/2015, salary DOE. MAJOR DUTIES AND RESPONSIBILITIES

1. Governmental Coordination

a. Liaison with local, regional, State and Federal agencies on recovery projects.

b. Oversee project coordination efforts with agency partners, as needed, in response to problems associated with sequencing of individual construction projects.

2. Project Development

a. Technical review of plans/specifications as necessary

b. Working with City, Tribal, and other local and regional entities in submitting competitive grant applications

c. Recommend input on processes, templates and coordination among the various planning efforts to promote consistency to include regional energy, economic development, transportation, health facilities and other regional plans underway

d. Provide independent and/or third party review of technical documents for program managers and/or community organizations, and

e. In conjunction with local financial staff the incumbent will maintain financial, budget, contract and grant records, as needed, for recovery projects.

Goals for the Galena Recovery Project Manager follow.

o Promote and maintain local decision-making including the City, Louden and other local entities

o Improve local administrative capacity

o Community prioritization and sequencing of potential infrastructure projects

o Technical assistance for community project development

o Serve as a technical peer-review for pending infrastructure development projects

o Support local efforts to strengthen existing utility management

o Identify cost savings for US General Services Administration (GSA) shipping, at no cost, of eligible recovery project material and other GSA discounts associated with Presidential disaster declarations, and

o Assist the community in developing grants, and/or developing working relationships with agencies and other potential funders.

Knowledge Required by the Position

Minimum of 6-plus years of planning, design, construction and operation of infrastructure projects; and a Bachelor of Science or Master of Science degree in architecture, engineering, or project management from an accredited four-year college. An Alaska Professional Engineers, or Architects license; additional project management experience beyond the 6 years of rural Alaska experience; and arctic engineering field experience are highly recommended.

Candidate must have strong written and oral communication skills for cross-cultural settings including experience working both with rural Alaska communities and urban-based regulatory and funding agencies.

Candidate must possess strong experience in a variety of rural municipal and multi-disciplinary projects including sanitation and site utilities, electrical generation and transmission, roads, ports, harbors, building and housing improvements, and erosion control and storm drainage. Experience includes site layouts, surveying, field and material measurement and testing, and associated engineering field activities.

Candidate experience must include the ability to develop, and/or review the work of other design professionals, on the following: feasibility studies, conceptual design reports, project designs and specifications, cost estimates, contract document preparation, and permitting (for conformity to engineering practices and standards); and project financial and progress reports (in accordance to grant requirements).
