The Florida Board of Architecture and Interior Design agreed to enter a final order approving a settlement stipulation imposing a fine of $5,000.00 plus costs against Nikki Bowden of Tallahassee, Florida. Ms. Bowden is offering interior design services in an advertising flyer and in the yellow pages.

The Florida Board of Architecture and Interior Design agreed to enter a final order imposing a fine of $10,000.00 plus costs against Patty Castillo of Pembroke Pines, Florida. Ms. Castillo was offering “Professional Interior Design Services” in an advertising flyer.
Richard Clay
Case No. 2005-016031
The Florida Board of Architecture and Interior Design agreed to enter a final order approving a settlement stipulation reprimanding Richard Clay of Lecanto, Florida license to practice architecture and placing him on probation for a period of one year and imposing costs. Mr. Clay prepared plans for a residence and they were rejected by the Building Department for 42 corrections. The plans were reviewed by Jerry Hicks who found violations had occurred.
Don Duer
Case No. 2005-015767
The Florida Board of Architecture and Interior Design agreed to enter a final order imposing a fine of $500.00 against Don Duer of Umatilla, Florida. The case was based upon a citation which was issued for failure to complete the code curriculum course.
Evan Evans
Case No. 2005-061830
The Florida Board of Architecture and Interior Design agreed to enter a final order imposing a fine of $1,000.00 plus costs against Evan Evans of Plano, Texas. Mr. Evans will be required to complete 40 hours of continuing education. The complaint was initiated based on an audit of the continuing education credits claimed by Mr. Evans when he renewed his license. Mr. Evans affirmed at renewal that he completed the required hours but Mr. Evans failed to provide evidence of having taken any continuing education.

The Florida Board of Architecture and Interior Design agreed to enter a final order approving a settlement stipulation imposing a fine of $500.00 against Arthur Gensler of San Francisco, California. The case was based upon a citation which was issued for failure to complete the code curriculum course. Mr. Gensler’s license will be suspended until he completes the required course.
Frederick J. Goglia
Arcvision, Inc.
Case Nos. 2004-057431 & 2004-057480
The Florida Board of Architecture and Interior Design agreed to enter a final order approving a settlement stipulation imposing a fine of $6,000.00 plus costs against Arcvision, Inc. International Banking Technologies (IBT), does not have a certificate of authorization to practice architecture in the State of Florida and does not employee a Florida licensed architect. IBT contracted with Community Bank of Florida to provide architectural services for a commercial project in Lakeland, Florida. Thomas Tedrow, is a licensed architect in Colorado but not in Florida and an employee of IBT, provided drawings for the project. The Subjects then took the drawings prepared by Tedrow and signed and sealed them for the purpose of obtaining a building permit.
Robert Gray
Case No. 2005-064204
The Florida Board of Architecture and Interior Design agreed to enter a final order approving a settlement stipulation reprimanding and imposing a fine of $1,000.00 plus costs against Robert Gray of Miami, Florida. Mr. Gray submitted signed and sealed drawings to the Jacksonville Beach Building Department on November 17, 2005. The plans were reviewed by the Board’s consultant, Jerry Hicks, who determined that the plans were incomplete and grossly negligent.
Charles Hackbarth
Case No. 2005-060268
The Florida Board of Architecture and Interior Design agreed to enter a final order approving a settlement stipulation imposing a fine of $12,000.00 plus costs against Charles Hackbarth of Port Charlotte, Florida. Mr. Hackbarth prepared a proposal to provide design services for a 16,000 square foot commercial building. Mr. Hackbarth offered signed and sealed drawings from a registered architect and his letterhead offered architectural services. The proposal also offered interior design services. Mr. Hackbarth was also offering such services through a business entity without a certificate of authorization.
David Hawke
Case No. 2005-015544
The Florida Board of Architecture and Interior Design agreed to enter a final order imposing a fine of $500.00 against David Hawke of Delray Beach, Florida. The case was based upon a citation which was issued for failure to complete the code curriculum course. Mr. Hawke’s license will be suspended until he completes the required course.

The Florida Board of Architecture and Interior Design agreed to enter a final order approving a settlement stipulation imposing a fine of $250.00 plus costs against Dennis Hughes of St. Petersburg, Florida. The Florida Board of Architecture and Interior Design agreed to enter a final order imposing a fine of $1,000.00 plus costs against Clifford Pearson of Palm Bay, Florida. Mr. Pearson is not licensed to practice architecture in Florida and prepared drawings for a church.
Kurt A. Petgrave

The Florida Board of Architecture and Interior Design agreed to enter a final order approving a settlement stipulation imposing a fine of $5,000.00 plus costs against Kurt Petgrave of Miramar, Florida. Mr. Petgrave is not licensed to practice architecture in Florida and held himself out as the “project architect” in a letter. Further, Mr. Petgrave offered architectural services.
