The Ministry Education have launched the "DMS Portal" which allows all higher educational institutions within UAE to have a unified access under the MOE DMS portal. This will allow having a single standardized process of attestation for academic certificates with a unique educational history record for each student under one central database with exceptional security levels; that can be accessed anywhere and anytime.

The SMART Document Attestation solution is a Unified solution offered by the Ministry of Education in UAE to standardize the format of the data collected from the universities and at the same time provides distinguished technology to protect and secure the integrity of university graduation certificates. Based on RFID technology SMART Document solution applies the MIFARE standard from Philips ? A Technology Leader - to record important document data in a SMART label attached to the certificate.

The SMART Attestation Solution (Phase I)

The SMART Attestation solution is applied on the original university certificates whether in Arabic, English, or both. The attestation fields will be in one or both languages ? Arabic and English. During phase I, the SMART Document Attestation solution will be applied on the academic certificate. Transcripts if required to be attested will continue to be done using the current method. Students currently request certified copies of their certificates from the University. The Certified copy will only need to carry a chip if the student wishes to attest it.

The SMART Attestation system is already deployed and integrated in MOE attestation systems. When the MOE attestation employee would like to attest a certificate; the employee can easily read the data previously written by the educational institute for verification. Using the integrated system, MOE specific attestation data will be appended to the data previously stored in the SMART Label. This way the attestation process will be improved; the graduate data will be collected from the SMART Label and stored automatically to MOE data systems for further references.

The SMART Attestation Solution (Phase II)

A- Uploading students attachments:

Due to the increase of higher educational institutions and number of students within UAE, and to have a unique solution that link all educational institutions record for each student, the MOE adopted the second generation of the Smart Attestation Solution that allows each institution to upload all required documents for attestation under the MOE DMS portal and link the student educational recorded with the unique serial number of the smart chip.

To complete the attestation process properly, all educational institutions re requested to upload the required document under the MOE DMS portal

Required Documents: 1- Copy of Emirates ID. 2- Copy of Previous Study Certificate. If the certificate is granted by a foreign country, the Ministry of Education must equalize the high school certificate. 3- Copy of Transfer Transcript. 4- Copy of Academic Certificate. 5- Copy of the Transcript.

B- Uploading Templates:

1- Stamps. 2- Authorized Signatures. 3- Academic Certificate. 4- Transcript.

Currently MOE depends on the DMS portal to get copies of the Authorized Signatures, Certificate Template, and Transcript Template for each higher educational institution; therefore, MOE requests all higher educational institutions to upload these templates under the DMS portal.

Importance of the Service

1. Integrity/Authenticity: The SMART Document Attestation solution utilizes the latest RFID (Radio

Frequency Identification Technology) to offer the highest level of protection on the academic certificate.

2. Standardized Automated Process: Through the use of the SMART Document Attestation Solution, the aim is to

have a single standardized process of attestation for Certificates across all universities/ colleges, with the future seeing the document being attested without the need for supporting documents (which would be made available through the SMART label)

3. Equivalency Process All Universities/Colleges that implement the SMART Document Attestation

Solution will also have reading capabilities. This will allow each institution to read the data contained on any SMART Label and link to the web portal to view the additional information (where applicable).

The Ministry of Education will also in the near future apply the SMART Document Solution for equalization of Certificates received from outside the UAE. All users of the SMART Document solution will have access to read the data on this label for the purpose of validation of the certificate.
