Foreword

The Educational Management Information System (EMIS) in Nepal has been gradually evolving and demonstrably improving from the perspective of information collection, interpretation, presentation and application. Especially, EMIS has been used to derive the Flash Reports I and II.

This report (Flash I 2018-019) provides a snapshot of schools, enrolments, internal efficiency including promotion, repetition, drop out and survival rates of students at all levels of the school education system in disaggregated forms by province, Local Level and districts. Furthermore, this report analyses the indicators set in the SSSDP and assesses their targets based on the achievements to see how well schools are supplied with basic support from DEOs. Such measures give an indication of the effectiveness of the education system. EMIS helps to identify whether the education system is functioning well and indicates special areas where greater attention is needed. This kind of information with regards to school performance has been instrumental for evidence-based educational planning and monitoring at district, regional and national levels.

In the process of preparation of this report many people and organizations have contributed in various ways. In general, this report is the result of collective and collaborative effort of EMIS core team of DEO, REDs and DEOs officials. The constructive suggestions and feedback of the Development Partners have played the significant roles in this process. 1 GENERAL OVERVIEW

1.1 Introduction

This is the twenty-eighth edition in the series of Flash Reports produced by the CEHRD since Flash reporting began in 2004. It is also the second year of Flash reporting to present EMIS data by the country's new administrative setup under the 2015 federal constitution of 7 provinces and 753 local governments.

This Flash Report I, which was prepared by the Centre for Education and Human Resource Development (CEHRD), presents the school intake statistics for academic year 2018/19 (April 2018 to March 2019).

Flash reports ? Nepal's education authorities produce three types of Flash reports to report the main education statistics for each academic year: Flash I reports present the intake data at the beginning of the academic year covering the input

and process indicators: numbers of students enrolled, the number of teachers, student-teacher ratios, whether or not textbooks are received on time and other school-related information. Flash II reports show output data at the end of each academic year covering the output and programme indicators: including data on student retention, attendance, school performance (SIP, Financial and Social Audits), student achievement and other indicators. Consolidated Flash reports are updated each year to present the five-year trend of intake and output data.

These reports present the data submitted by schools via Web-base portal of Integrated Educational Management Information System (IEMIS) to the local, province and central governments. The data presents the situation from early childhood education and development (ECED) and pre-lower basic education (PPE) through to the secondary level (Grades 11 and 12) in Nepal's community (public), institutional (private) and religious schools.

SSDP ? The Most activities in Nepal's school education sector come under the current overarching plan, the School Sector Development Plan (SSDP, 2016-2023).Based on this seven-year plan, a fiveyear (2016?2021) costed SSDP programme was developed, which is being implemented through a sector wide approach (SWAp).

The SSDP is being implemented based on the lessons learned during previous education plans and programmes and to support Nepal's achievement of Sustainable Development Goal(SDG) 4 to ensure inclusive and equitable quality education and promote lifelong learning opportunities for all.

Purpose of Flash reports ? The overall purpose of Flash reports is to show trends and provide evidence to inform the policy, planning, programming, resource management, implementation and monitoring of the school education sector, particularly by identifying gaps in provision and disparities in achievement: Flash report data is a key means for federal, provincial and local governments and policy makers

to monitor the progress towards achieving the SSDP targets against its Results Framework and Key Performance Indicators (KPIs), and also against the SDG 4 indicator framework, which is part of Nepal's National Plan of Action (NNPA) for the education sector to 2030.
