Scope of IFB

Given by Jim Klein, City Engineer.

Construction of Channel Improvements on South Tributary from 0.7 miles East of FM725 to FM1044. Project includes approximately 430,000 cy excavation, 24,000 sy of cellular concrete erosion block, miscellaneous concrete and 5,000 lf of 12” to 24” sewer pipe. 8,630 sy of concrete sidewalk is bid as an additive alternate.

1. City has applied for driveway permit to get access to Carowest tract (N of FM 725). Contractor will NOT be allowed to use existing driveway (one that accessed Owens Corning)

2. We have 90 days after bid to award. Intention is to award at first Council meeting in Jan- (Jan 12), and we need USACE permit.

3. Have all right of way shown on the plans.

4. Dirt

a. 30,000 cy Iselin tract- agreement included in minutes. Note that the 5.5 acre tract is a vacant parcel adjacent to the channel between stations 60+00 and 70+00

c. All dirt excavated on Carowest stays on Carowest- plan showing location for dirt to be provided- agreement included in minutes

5. Connie Fite will discuss use of her parcel off Walnut as a staging yard. Contractor to get driveway permit if he chooses to use this site.

6. City owns 4 acres on FM 1044 which is not part of the pond area. This acreage is also available for use as a staging area. Again, permits for access for a driveway off FM 1044 would be contractor responsibility.

QUESTIONS AND ANSWERS

1. What is the Engineer’s estimate for bonding purposes?

The range is between $6 and 7 million.

2. On the bid form for utilities (B-4) shows a bid item for bonds and insurance- what is this?

This line item will be deleted with an amendment.

3. Can a Dig test be done in the right of way?

Yes, a dig test may be done in the ROW.

4. Do the existing piers supporting the water line to be replaced get removed? How about the water line?

The existing piers support the water line and the water line are to be removed.

5. What are work hours?

The normal work hours for our construction inspectors is M – F, however if work is to be conducted on a Saturday, an inspector can be available. This will need to be coordinated with Jim Klein, City Engineer.

6. Will City provide survey control?

The City will not provide survey control.

7. Testing for concrete?

The City has a lab under contract and will pay for the first testing.

8. Is funding available?

Funding has been identified and is available for this contract award.

9. Will the successful bidder be able to get CAD files?

The successful bidder may be able to use CAD files. Halff Associates will have some restrictions and prior to releasing the files, the contractor shall sign a data transfer agreement prepared by Halff Associates. The CAD files provided will be base files of existing and proposed grades and not the actual CAD sheets. Base files were developed in Microstation, but can be converted to AutoCAD.

10. The bid item for the concrete sidewalks as an alternate has a conflict between the proposal documents. On the Bid Proposal document, it is stated that the quantity of 8,630 sy of concrete sidewalk. However, on the schedule of items document, under the description of work, it is stated to be 11,500 sy of concrete sidewalk. Please clarify the correct quantity to bid.

The Bid Proposal document is correct at the quantity of 8,630 sy.

11. Is there a certain seed blend?

This information can be found in the specifications.

12. Is all of bid item 300.1 (SA) 550cy Class A Concrete for toe downs around Cellular Block Structures?

Yes. Other items may include Class A concrete, but they are bid under different items.

13. If so, on sheet c9.00 what is an example of “or approved equal” for Class A concrete, will flowable fill work?

“or approved equal” is a material that meets or exceeds the properties of Class A Concrete in this case. If the flowable fill has the same properties or better as Class A Concrete, then it could be approved by the engineer. A material specification shall be submitted for approval.

14. Can the new 7x5 box culvert be cast in place?

Yes, the proposed 7x5 box culverts can be cast in place or precast.

15. Can the 24” SET be cast in place as per TxDot spec?

Yes, the 24” SET can be cast in place as per TxDot specifications.
