Abstract:

The Health and Human Services Delivery Center (HHS DC) Technology Services Office (TSO) performs network and application performance monitoring for the Departments of Health (DOH), Human Services (DHS), Aging (PDA), Drug and Alcohol Programs (DDAP) and Military and Veterans Affairs (DMVA) business applications.

Guideline:

Service Management

System Center Operations Manager (SCOM) is utilized by IT Administrators to better monitor and control key business transactions of the organization.

The data collected is displayed in either the SCOM console, which is a hard client as well as a web-based interface. The more user-friendly method for displaying the data is using Squared Up. This application accesses the data collected by SCOM and places it a user-friendly display.

Network Management

Concord for the Department of Human Services (DHS), HHS TSO uses Concord Network Monitoring daily. Verizon maintains servers in their network space that monitor and analyze our data circuits, routers and switches. HHS TSO gets daily reports of circuit performance for all the County Assistance Offices and State Hospitals.

Solar Winds HHS TSO uses Solar Winds for network monitoring.

SCOM is used by HHS TSO to monitor the health of network devices such as a router, switch, or system CPU. The system obtains performance data by polling the Management Information Base (MIB) of the device using Simple Network Management Protocol (SNMP). Typical parameters being monitored include bandwidth, utilization, data transmission errors and network latency. The data collected is displayed in either the SCOM console, which is a hard client as well as a web-base interface. The more user-friendly method for displaying the data is using Squared Up. This application accesses the data collected by SCOM and places it as a user-friendly display.

Application Performance Management

SCOM is also used by HHS TSO in monitoring application performance. SCOM employs an agent which is installed on the server and monitors application response time. Since most of DHS’s applications are web-based, the application can usually be defined by the URL of the host and the port through which it is passing.

HHS TSO currently has implemented health checks for all the major applications that will do testing anywhere from two to fifteen minutes. This allows HHS TSO to be made aware of any outage that occurs based upon a user experience.

Sightline Enterprise Data Manager (EDM) is another tool used by HHS TSO for monitoring applications.

EDM employs an agent which is installed on the server and monitors application response time. Since most of DHS’s applications are web-based, the application can usually be defined by the URL of the host and the port through which it is passing.
