Two (2) participants surveyed parking operations and lots at the Tampa VA main hospital and annex clinic facilities.The customer was unable to send the content expert (COR) to conduct the tour. Instead, James L. Jones, Contracting Officer conducted the tour of valet parking sites and informed participants on the following:The valet booth at the main entrance of the hospital will stay.The government phone will remain in the booth.Explained the work flow process for valet parking at the main entrance of the hospital.Site visit participants were informed NOT to assist handicapped guest/veterans/patients in and out of their cars. Instead, contract employees are to request assistance from VA employees at the VA Information Desk.In addition to Valet Parking services, hospital volunteers and other hospital designees are authorized to park in the Opal parking lot.During the visit, participants were allowed to ask questions. Responses to questions pertinent to this solicitation are as follows: Question: Will the Government require the contractor to meet the insurance requirements at time of award or submission of proposals?Answer: At time of submission of proposal as stated in the Evaluation Criteria of the RFQ. Question: Will the Government require the contractor to park RV’s and vehicles with attached trailers?Answer: No. Contractors will be required to park vehicles that have trailers that are a permanent part of the vehicle. Subsequent to the site visit, the following questions were also submitted: Question: During the site visit on September 2, 2015 a question was asked that referred to an amendment to this solicitation. What amendment were you referring to?Answer: The Government was referring to this specific amendment, which provides responses to questions. Question: The incumbent has an extension in place for Valet Parking Services through September 30, 2015.Answer: Correct.Question: Why is the Government starting the POP on September 18, 2015 for items 0001 and 0002 if the incumbent is already contracted to perform Valet Parking services until September 30, 2015?Answer: This will be for a 12 day phase in period. Question: Why is the Government considering making duplicate payments for similar or same services over a two week span of time?Answer: It is not the Governments intent to pay twice for valet services. However, the government is allowing for transition cost if necessary.Question: Will the Government point out any changes in the RFQ that was not provided in prior Valet Parking solicitation VA248-15-Q-1247? Answer: Four (4) significant changes were made: 1) period of performance dates were changed; 2) phase in phase out periods were added; 3) evaluation criteria changes; 4) page limitations for technical attachments. The 10 page limit is per attachment. In addition, other smaller changes were made. The Government encourages all interested parties to this solicitation to read/re-read the entire content of the RFQ.Question: Will the Government provide clarification on how to include all the requested information within the constraints given?? We can provide the information. But limiting the responses to 10 pages for the Technical portion is our concern.Answer: The Government believes a 10 page limit per attachment is appropriate for this solicitation.Question: Is this a pre-solicitation? There is concern over the 10 day submittal period. Can the submittal date be extended? Answer: No, this is not a pre-solicitation. Yes, the Government will extend the submittal date to Friday, September 11, 2015 at 4:00 pm EST. Question: Is this a repost of the previous RFQ? Answer: In general, the services are the same. Solicitation has been amended to make necessary Government changes. Question: Why did the Government repost this solicitation? We aren’t sure why this has been reposted??Answer: The Government is interested in obtaining fair and reasonable pricing for Valet Parking Services in Tampa. This question is not relevant to acquiring fair and reasonable pricing.Question: Our clients previously (for June solicitation) emailed the Government (3) three Past Performance Questionnaires.?
