Retail Compliance Testing SolicitationIntroduction Overview and PurposeProvision of contract shoppers to test for adherence to federal program guidelines in retail stores located in Hawaii.Description of the Service GoalsComplete covert shopping assignment with a purchase transaction in authorized retail store following specific instructions as provided in the training. Record observations of the store regarding matters covered in training.Description of the Target Population to be servedGrocery shoppers in Hawaii.Geographic coverage of ServiceThe area of assignment is four (4) stores on Oahu, one (1) store on Maui and one (1) store on the island of Hawaii. Scope of ServicesSpecifications and RequirementsThe Scope of Work includes the following:All awarded shoppers must attend a 90-minute training. Preferred training located on Oahu. Remote training is available to outer plete a covert shopping assignment in an authorized retail store (1 hour).Shopping assignment followed by photographing the purchases and completing a report form (30 minutes).Donate the purchases to a charity or the Food Bank. Advance arrangements with the charity ahead of time for donating the purchases and obtaining signature of receipt on the donation form (30 minutes).A minimum of two (2) shopping assignments are required per authorized retail store. The second buy should occur 10 to 30 days after WIC State Agency receives the report from the first assignment. A third or fourth buy would be dependent on the findings from the previous buys.An administrative hearing would be possible and would depend on the findings of a third or fourth buy.Reports, Data, and Evaluation RequirementsAll reported information, data, and evaluation of the shopping test are compiled on one report completed following each shopping assignment. The completed report is to be submitted to WIC State Agency within five (5) days of the completed shopping assignment.Period of PerformanceThe period of performance is from May 1, 2017 to August 31, 2017.The area of assignment is four (4) stores on Oahu, one (1) store on Maui and one (1) store on the island of Hawaii.The retail stores’ names and addresses are confidential and further details are only provided after agreement to conduct the assignments.Experience and CapabilityThe Awarded Contractor shall:Ensure that all aspects of this project are maintained as confidential throughout the project and after the project is completed.Ensure that assigned shoppers are at least 18 years of age with a high school diploma or a GED and fit the profile of a typical WIC client.Attend at a 90-minute training. Preferred training located on Oahu. Remote training available for outer island. Training will include accompanying an experienced shopper on a shopping demonstration followed by completing a sample report form.Carry out the policy and procedures of the program effectively and be competent and available to provide evidence and testimony as indicated by the results of their shopping.Not be a store owner, or an employee or relative of any employee at any grocery store in Hawaii and must complete a Conflict of Interest Form.Maintain absolute confidentiality regarding the nature of the project, the findings of the project, the retailer being tested and the identity of any employee involved in the pensation and PaymentSubmitting a work planSubmit a work plan and attach to HiePRO solicitation, including the cost proposal included herein, following the requirements of the scope of work to provide the requested services for the period May 1, 2017 to August 31, 2017. Include all taxes and fees associated with work plan. Payment will be rendered via one method or the other.Fee to Hawaii Information Consortium (HIC)Please be advised that Awarded Contractor will be responsible to pay HIC a fee of 0.75% of the award, capped at $5,000. HIC will bill the Contractor directly via email and the Contractor can make payment online or by sending a check via regular mail.Hawaii Compliance ExpressUnder Hawaii law, you must provide proof of compliance to receive a contract worth $2,500 or more with state and county government entities in Hawaii. All vendors doing business with the state must establish proof of vendor compliance by subscribing to Hawaii Compliance Express (HCE).Cost ProposalYour bid and compensation should be entered in the chart below and upload to the HiePRO solicitation.
