MISSION STATEMENT: Learning is our Business. We at Halpin Early Childhood Center accept high levels of learning for all of our students as the fundamental purpose of our school and our work, and therefore are willing to examine all practices in light of their impact on learning.

SCHOOL HOURS

Pre-K – Kindergarten 7:50 am –3:20 pm

Special Education 7:45 am –3:00 pm

Please be on time to pick up your child.

DISMISSAL

Your child’s safety is always our top priority. Students may only be picked up by adults on the authorized list. A photo identification is required to pick up students from the office.

EARLY PICKUP

For the safety of all students, students will NOT be called to the office for early pick up after 2:30 P.M.

ABSENCES

Written excuses are required the day a student returns to school following an absence.

TARDIES

Teachers and students are expected to be in their classrooms by 7:50 A.M. ready to begin the instructional day.

CPS/CHILDREN’S PROTECTIVE SERVICES

Students not picked up following the 3:20 P.M. dismissal: HISD Police are notified and student is transported to Children’s Protective Services/CPS, Youth Services Center, 6300 Chimney Rock, 713-394-4000.

FOOD SERVICE PROGRAM

All students FREE

The cost of breakfast for adults $2.00

LUNCH

Reduced Lunch $0.40

Regular/Paid Lunch $2.25

Adult Lunch $3.00

Sodas/carbonated beverages, i.e., Coke, Dr. Pepper, Sprite, etc., are NOT to be sent with student lunches.

DRESS CODE/UNIFORMS

Students dress should always reflect a concern for safety and decency.

All shirts are to be tucked inside pants and skirts.

TOPS: White, Navy, Khaki blouses or shirts.

BOTTOMS: Navy, Khaki, Black plants, slacks, jeans, jumper uniforms, knee-length shorts, and skorts.

SHOES: Closed toe and closed heel shoes with rubber soles suitable for physical education, i.e. tennis shoes.

REPORT CARD

Parent/Teacher conferences are required before the report card is sent home for the first time. The teacher will contact parents to schedule the conference.

MORNING SUPERVISION

Adult supervision is available in the front lobby at 6:30 A.M. for Halpin Early Childhood Center students who arrive early. Spuervision is NOT available before that time. Do not send your child before 6:30 A.M.

STUDENT PICKUP

Student safety is our first priority at all times. Individuals picking up students must be listed on the “Student Pickup List” by the student’s parent(s). A photo identification is required of the individual picking up the student.

VISITORS AND BUILDING SAFETY

All visitors entering the main building beyond the front office are required to register at the front office with their photo identification. Each visitor will receive a Visitor’s Pass, indicating where he/she may go inside the building. The Visitor’s Pass must be visible and issued through the utilization of Raptor Trace, V-soft system, a web-based software that works with multiple state law enforcement databases and school administration to maintain a safe, secure environment at all times at Halpin Early Childhood center.

SCHOOL SUPPLIES

Supply lists will be provided the first day of school.

DISCIPLINE

HISD has established as one of its primary goals the provision of a high-quality education program for each student in a safe school environment free of disruptions that interfere with the educational process. Every parent will receive a copy of the HISD District-wide Code of Student Conduct, 2012-2013. The purpose of the Code of Student Conduct is to inform all students and parents of HISD’s expectations regarding behavior and conduct. Students and parents are expected to become familiar with the provisions, and the rules and regulations established at Halpin Early Childhood Center by the Houston Independent School District and TEA (Texas Education Agency).

PARENT/TEACHER CONFERENCES

When you need to speak with your child’s teacher, write a note or schedule a conference during the teacher’s planning time; specific times are available at the front office for your convenience. The instructional day begins promptly at 7:50 A.M., and will not be disturbed or interrupted by parent visits or phone calls.

BIRTHDAY CELEBRATIONS

Store bought cupcakes are recommended for the entire classroom in the event you will be celebrating your child’s birthday. Do not send ice cream, drinks, candy, party favors, candles or balloons. Classroom celebrations are held outside immediately following lunch, and inside during bad weather.

CHANGE OF CLOTHING

All students will need to have a complete change of clothing at school at all times; clothing should be labeled with the student’s name and sent in a Ziploc bag (top, bottom, underwear, and socks).

BACKPACKS

Check with your child’s teacher regarding backpack recommendations. Student backpacks must be worn on the student’s back. Backpacks on rollers are dangerous and NOT safe for all students and adults. Backpacks on rollers are NOT permitted at Halpin Early Childhood Center.

CELL PHONES

Turn cell phones off or on vibrate when leaving the front lobby and entering the main building. Our Business is “Teaching and Learning” for your children; their educational environment will NOT be disturbed or interrupted.
