SUBJECT: Rider 60 High Cost Reimbursement Grant

During the 78th Texas Legislative Session (January 2003), the Legislature appropriated funds for the High Cost Reimbursement Grant Program, Rider 60. These funds are to assist local education agencies (LEAs), including school districts and charter schools, whose per student costs for expenses related to the Individuals with Disabilities Education Act (IDEA) substantially exceeds the state average per pupil expenditures as defined in § 14101 (2) of the Elementary and Secondary Education Act of 1965 (20 USC 8801 (2)).

The Texas Education Agency is requesting that eligible LEAs submit applications for the Rider 60 funding through an electronic form that will be disseminated via email to the district special education director. The application is also available on the special education webpage at . The district special education director or a designee must complete the application in order to be considered for Rider 60 funding for students with disabilities whose direct special education and related services costs exceed at least $60,000 per school year.

The application should be submitted to the Agency, via electronic format, no later than 5:00 p.m. on Friday, April 15, 2005. No additional paperwork should be sent in addition to the completed Rider 60 Form nor should printed copies of the completed Rider 60 Form be sent to the TEA. You may contact your Regional Education Service Center for technical assistance in applying for the Rider 60 High Cost Reimbursement Grant funding.
