There is also a need toensure that housing and employment development is coordinated in a balanced way and that sites are readily available to meet the emerging demand and opportunitiesare not lost. Capital investment is required upfront for the provision of enablinginfrastructure connected to the Link Rd before development occurs.What options have been considered and why have alternatives been rejected?The current approach requires the Council to borrow funds which are then repaid as development occurs through CIL payments and Section 106 Agreements. Funding forthis project will bring forward development quicker and reduce borrowing costs. The investment will provided added value as it links to investment already secured and ensures that sites are connected to the existing infrastructure . Funding the Link Rd and the connecting infrastructure enabling works will increasetotal borrowing costs and may result in lengthening the development programme as the limited availability of funding could delay infrastructure provision. What are the expected benefits/outcomes? For example, could include easing urban congestion, job creation, enabling a number of new dwellings, facilitating increased GVA.The development of up to 750 dwellings, 65000 m2 of commercial and industrialdevelopment , 3,000m2 retail space, pre-empting urban congestion along Welshpool Rd by the provision of enabling infrastructure, additional road capacity and provision of new footpath/cycleways providing alternative transport modes. The enabling infrastructure is key to the development of the SUE scheme .If finance is not secured the Council would need to underwrite the additional investment and then recoup funding as development comes on stream. Whilst an outline business case was prepared a number of amendments have added to costs which may not be covered by developer contributions or capital receipts. No lower cost alternatives are available for infrastructure provision though there may be a need to consider such options for traffic calming and management if funding is not secured What is the impact of the project – and any associated mitigation works – on any statutory environmental constraints?
