THE BOARD OF REGENTS

The Board of Regents of The University of the State of New York held a public session on Monday, October 15, 2018 at 9:00 a.m. pursuant to a call to duty sent to each Regent.

MEETING OF THE FULL BOARD, Monday, October 15th at 9:00 a.m.

Board Members in Attendance: Betty A. Rosa, Chancellor T. Andrew Brown, Vice Chancellor Roger Tilles Lester W. Young, Jr. Christine D. Cea Kathleen M. Also present were Commissioner of Education, MaryEllen Elia, Executive Deputy Commissioner, Elizabeth Berlin, Counsel and Deputy Commissioner for Legal Affairs, Alison B. Bianchi, and the Secretary, Board of Regents, Anthony Lofrumento. Regents Wade S. Norwood and James E. Cottrell were absent and excused.

Regent Nan Eileen Mead provided words of reflection and introduced the "Focus of Our Work" video ? Neighborhood Charter School ? Harlem.

MOVED, that the Board of Regents convene in executive session on Monday, October 15th at 5:25 p.m. to discuss current litigation matters.

PRESENTATION

Juvenile Justice System: Trends by Race ? Ethnicity

Regent Young and Terry Salo, Deputy Commissioner, Office of Justice Research, Division of Criminal Justice Services provided a presentation to the Board on the Juvenile Justice System Trends by Race and Ethnicity (Attachment I).

Chancellor Betty A. Rosa adjourned the meeting.

MOVED, that Hillary Nichols be appointed to a three-year term beginning January 1, 2019 and ending December 31, 2021.

MOVED, that Michael Godino be reappointed to a three-year term beginning January 1, 2019 and ending December 31, 2021.

MOVED, that Jennifer Machucki be reappointed to a three-year term beginning January 1, 2019 and ending December 31, 2021.

MOVED, that Lynette M. Togalski be appointed to a three-year term beginning January 1, 2019 and ending December 31, 2021.

Higher Education

Appointments to the State Professional Standards and Practices Board for Teaching BR (CA) 2

MOVED, that the Board of Regents approve the following appointments to the State Professional Standards and Practices Board for Teaching: Albert Inserra (administrator member), Katie Laboto (teacher member), Derek Pope (teacher member), each for a four-year term beginning November 8, 2018 and ending November 30, 2022.

MOVED, that the Board of Regents approve the following membership changes: Heather Buskirk, current teacher member will move to a public member to complete her term ending June 30, 2020. Theresa Reynolds is recommended as the P-12 co-chair of the Board with her term ending on December 31, 2020.

Conferral of Degrees: Globe Institute of Technology, and The New York Studio School of Drawing, Painting & Sculpture BR (CA) 3

State University of New York Empire State College: Master Plan Amendment to offer the Master of Science (M.S.) in Information Technology BR (CA) 5

MOVED, that the Board of Regents approve a master plan amendment to authorize the State University of New York Empire State College to offer its first program in Information Technology, its first master's level program in the Physical Sciences. The amendment will be effective until October 16, 2019, unless the Department registers the program prior to that date, in which case the master plan amendment shall be without term.

State University of New York College at Oneonta: Regents Authorization to award the Bachelor of Fine Arts (B.F.A.) Degree BR (CA) 6

MOVED, that the Board of Regents authorize the State University of New York College at Oneonta to award the Bachelor of Fine Arts (B.F.A.) degree to students who successfully complete registered programs at the College.
