Introduction

This collection consists of records relating to Limerick City Council employees and the Human Resources Department of Limerick City Council. It dates from 1930-1970.

Information regarding city council employees’ pre-1934 may be found within Limerick Corporation sub- collections relating to specific departments such as L/G Limerick Gasworks, L/WW Limerick Waterworks, L/NW Night-watchmen, L/CS City Surveyors Office and L/F Financial Management Pre-1934.

The collection L/FR/HR is arranged into seven main series.

Series 1 consists of employee files. It is arranged into four sub-series by category of employment, namely General Staff, Public Health Staff, Casual Workers and Seasonal Appointments. Files are generally arranged alphabetically by person. All employee files are *Restricted Access* and will not be made available to the general public during the life time of the individual.

Series 2 consists of Annual Returns of Limerick City Council Officers and Councillors, which were sent to the Department of Local Government. These records are very useful for tracing date officers commenced work, salary they received, and the position held.

Series 3 consists of superannuation records. It includes specifically files relating to employee applications for pensions (*Restricted Access*) and a pension pay-book relating to pensions paid out to employees under the terms of the Special Retrenchment Committee 1921. This committee was established on 18 April 1921 by the Limerick Borough Council “for the purpose of going into and curtailing expenditure as far as possible”. Its chief recommendation was that the Night Watch should be totally abolished, and all 23 of its members pensioned off. The two school attendant officers and three of the staff of the Peoples Park were also to be made redundant, while the Mayor’s Sergeants were to be phased out. Series 4 relates to changes to salaries and wages of officers and employees. Changes to salaries were generally dictated by manager’s orders or Department of Local Government circulars. Also included is a file relating to deduction of salaries under the terms of the Limerick Borough Council Local Services (Temporary Economies) Act, and a file relating to applications for payments under the Local Government Act 1933 and 1936. Under these Acts Limerick Borough Council employees could receive payment for the periods of internment during the War of Independence (1919-1922) and the Irish Civil War.

Series 5 consists of files which relate to staffing issues within specific departments in the City Council such as the public health staff, cleansing and repairs, engineering, veterinary staff and vocational education committee employee. It therefore relates to topics such as working conditions and terms of employment for specific categories of staff, training issues, health and safety for staff, applications from heads of section to the city manager for increasing levels of staffing, and occasionally disciplinary matters.

Series 6 consists of Trade Union Files.

Series 7 relates to labour cases and employment appeals taken against Limerick

Personnel Files for individuals employed by Limerick Corporation. Files are arranged alphabetically by name of employee. Files include material such as contact details, copies of managers orders, correspondence between employee, city manager and town clerks officer, employee’s supervisor, and others. Topics discussed include terms of employment and duties, medical sick leave, salary increments, annual leave entitlements, transfer applications, and superannuation entitlements. Also occasionally included are reports on grievance procedures and investigations, assessment reports, incident reports, and employee references.

1/1 25 February 1936-27 February 1936 File relating to pension appeal of T.J Prendergast for loss of his office as under-sherriff. Includes letter from John J. Dundon, solicitor and law agent for Limerick Corporation, stating ‘when his services was finally dispensed with by the Minister for Justice, [Prendergast] claimed and was paid the compensation allowance to which he was declared entitled and there are in my opinon no legal grounds under which he is entitled to claim or be allowed pension or gratuity by Limerick Corporation ( 27 February 1936).

taken by John Sparling (plantiff) against Limerick Corporation regarding his overtime and holiday pay entitlements. Sparling was employed by the Corporation to look after two electrical pumping units. The Corporation contention is that Sparling was employed as caretaker and not entitled to benefits under the Conditions of Employment 1936 and the Holiday Employees Act 1939.
