BUSINESS DEVELOPMENT DIRECTOR

General Statement of Duties

This position will develop and implement Polk County’s Business Development Plan consistent with the County’s Vision, which is to balance the preservation of the rural heritage and natural environment with the economic conditions necessary for a desirable and sustainable quality of life for the residents of Polk County. Business development focus is on small business and equine related business opportunities. Position reports directly to County Manager, and will be responsible for administering and/or facilitating ETDC and other committee meetings. Under direction of the County Manager, the Business Development Director will present Business Development Strategic Plans, Annual Action Plans with targeted outcomes, and quarterly updates to various groups and Boards.

Duties and Responsibilities

Essential Duties and Tasks

• COLLABORATION

- Engage the support, participation and partnership of the County’s citizen advisory Economic and Tourism Development Commission (ETDC), assuring community involvement in the Economic Development process.

- Work in collaboration with the County’s Travel & Tourism and Agricultural Economic Development Departments to present a cohesive set of programs that work in harmony towards achieving the County’s economic development goals.

- Collaborate with counterparts in local and neighboring counties in matters of mutual interest and benefit; including, but not limited to, Community Colleges, municipal governments, regional economic and business development support groups, etc.

• LIAISON

- Serve as the County’s liaison and first point of contact for potential owners of new businesses in Polk County.

- Serve as a liaison for existing and prospective businesses’ interface with the local County Government on issues regarding business development.

- Serve as the county’s key representative for all issues of business development on local, state and national levels, including promoting business opportunities and facilitating the attainment of same.

- Serve as County liaison with colleges, civic organizations and community groups.

• COMPLIANCE

- Facilitate necessary compliance with government permitting and operating requirements for all businesses.

- Interface as necessary with county, local municipalities and state governing agencies to insure regulatory compliance for new businesses.

• ANALYSIS & STRATEGIC PLANNING

- Conduct an analysis of Polk County’s economic conditions, including but not limited to business environment, employment statistics, workforce availability and qualifications, living wage achievement, SWOT Analysis, business potential, etc.

- Evaluate and assess the current business environment for existing and prospective businesses, including the profiling of the “types” of businesses for which Polk County is an ideal environment for success.

- Develop a 3-5 year Strategic Plan for Economic Development and Annual Action Plans with specific, measurable goals and criteria for success.

• POLICY DEVELOPMENT

- Develop county Business Development policies and criteria for compliance; present to Board of Commissioners for approval; implementing same in execution of Business Development activities.

- Analyze and recommend County Policy regarding the use of incentives to encourage business development.

• BUDGETING & FINANCIAL RESPONSIBILITY

- Develop, implement and monitor approved department budget.

- Coordinate with state and federal agencies to obtain funding assistance, and ensure compliance with the monitoring and handling of funds.

- Apply for and administer available grants related to carrying out duties associated with Business Development goals.

➢ Broad knowledge of economic and business analysis, strategic planning, business development, budget management, customer interface, community relations, government and regulatory compliance, and working with public and private sectors.

➢ Strong collaborative interpersonal skills with outgoing personality and ability to build relationships

➢ Ability to communicate effectively both verbally and in writing

➢ Familiarity with Social Media and Internet Communications; experience in marketing concepts and strategies

➢ Analytical skills with ability to research, compile, organize and decipher complicated plans and strategies

➢ Experience in developing and managing full-cycle projects, including accurate reporting and progress updating

➢ Ability to work effectively with diverse personalities, and entrepreneurs of all ages

➢ Flexibility with ability to multi-task and effectively operate within a fast-paced environment

➢ Team player who is able to engage others through persuasion and influence

➢ Supportive, encouraging problem solver

➢ Experience working with volunteer Boards

Desirable Education and Experience

Minimum Bachelor Degree in business development, city planning, public administration or related field plus three (3) years relevant experience; or commensurate experience in Business or Economic Development for rural communities in lieu of formal educational degree.

Physical Activities and Requirements

Light physical duties are required as part of this position, including walking, stooping, standing and occasional lifting of twenty (20) pounds or more.
