News????December 2020Chair Reappointed and Member Appointment Term Extended to Scottish Qualifications AuthorityThe Deputy First Minister and Cabinet Secretary for Education and Skills, John Swinney MSP, today announced the reappointment of David Middleton as Chair of the Scottish Qualifications Authority. He also announced an extension to the appointment of Roger Stewart OBE as a Member of the Scottish Qualifications Authority.REAPPOINTMENTDavid Middleton was appointed chair of the SQA on 1 September 2017. Until 2016 David was a career civil servant from 1978 when he graduated from Glasgow University.Early in his career David was private secretary to successive Ministers of State at the Scottish Office and spent some time on secondment to the Cabinet Office.David's career focused on infrastructure - water, housing, urban regeneration and transport. His senior postings included head of Agriculture (2002-06), Director of the Scotland Office?(2007-09) and in 2009 he was appointed Chief Executive of Transport Scotland. His tenure covered major investments in transport in Scotland including the Borders Railway and the Queensferry Crossing. David was awarded the CBE for services to transport in the 2015 New Year's Honours List. As well as being chair of SQA, David is a board member of Scottish Canals, a trustee of the David Hume Institute and a trustee of the charity Who Cares? Scotland.Away from work David is a keen golfer and regular supporter of the Scottish Rugby team. He is married to Diane and they have one daughter Alison.EXTENSIONRoger Stewart OBE is a retired change consultant. Before that he spent thirty seven years in Defence. During his military service he led civil and military engineering projects throughout the world, commanded training units at every level and, as a senior officer, contributed to improvements in Army talent management and succession planning, defence personnel strategy, skills development for Reserves and in how the Army manages change.Roger was involved in developing the Army’s vocational leadership and skills development strategy which delivers sufficient, capable and motivated people to ensure the United Kingdom has the people it needs to be successful on operations.Roger has extensive experience of the delivery of change across the Public Sector, conducting reviews of Government change programmes on behalf of UK and Scottish Governments and advising on how Defence restructures to integrate the management and development of its workforce (military and civil service).Alongside his military career he has studied part time for an Honours Degree in Computing and Information Technology, for a Masters in Business Administration and to progress within the Chartered Institute of Personnel and Development, of which he is a Chartered Fellow.As a parent to five children he has lived through a number of skills development and qualification case studies!APPOINTMENTSDavid Middleton’s reappointment will be for two years, running from 1 September 2021 until 31 August 2023.The appointment for Roger Stewart OBE has been extended for three months, running from 1 May 2021 until 31 August 2021.The reappointment is regulated by the Ethical Standards Commissioner.REMUNERATIONDavid Middleton’s reappointment is part-time and attracts a remuneration of ?369 per day on a pro rata basis for a time commitment of 72 days per year.The extension of Roger Stewart’s appointment is part time and attracts a remuneration of ?223.03 per day on a pro rata basis for a time commitment of 23 days per year.OTHER MINISTERIAL APPOINTMENTSDavid Middleton is a member of Scottish Canals. He receives ?220 per day for a time commitment of twenty days per year. Roger Stewart OBE does not hold any other ministerial appointments.POLITICAL ACTIVITY All appointments are made on merit and political activity plays no part in the selection process. However, in accordance with the original Nolan recommendations, there is a requirement for appointees’ political activity within the last five years (if there is any to be declared) to be made public. David Middleton and Roger Stewart OBE have had no political activity within the last five years.BACKGROUND The SQA works in partnership with schools, colleges, universities and training organisations to develop and deliver SQA qualifications and assessments. Around 15,000 teaching professionals and industry specialists support the SQA’s operations annually, helping to ensure that SQA qualifications accurately reflect learners’ knowledge and skills and provide secure routes to jobs or further study.The SQA also awards a range of other qualifications, including customised awards to meet the needs of individual companies and organisations. In addition, the SQA provides advice, support and services, such as expertise in assessment, that enable organisations to succeed in meeting a wide range of educational and workforce development challenges. Internationally the SQA provides a range of qualifications including National Certificates, Higher National Diplomas, National Progression Awards, Professional Development Awards and Scottish Vocational Qualifications. The SQA also provides Consultancy Services which help establish educational and training supply chains where they don’t exist or require further development. This work, based on best practice, has been carried out with governments and agencies around the world. ................
