EDL 651- Administration of Special Education Programs and Services (3 credits)

Prerequisites:

EDL 650- Foundations of Special Education Administration

Catalog Description:

Candidates will use knowledge of laws and rules, leadership/management theory and practices, and problem solving skills to engage in simulations, presentations and group discussions related to the delivery of special education programming. Candidates will develop a personal philosophy of leadership statement based on review of scholarly literature and self examination.

This course supports the competencies required by the Michigan Administrative Rules for Special Education for approval as a Supervisor and Director of Special Education, and the professional standards established by the Council for Exceptional Children (CEC), a constituent member of the Council for the Accreditation of Educator Preparation (CAEP).

Standard 1: Leadership and Policy

ACC1S1 Promote a free appropriate public education in the least restrictive environment

SA1S2 Applies leadership, organization, and systems change theory to the provision of services for individuals with exceptional learning needs and their families

SA1S5 Communicates a personal inclusive vision and mission for meeting the needs of individuals with exceptional learning needs and their families

Standard 2: Program Development and Organization

ACC2K3 Continuum of program options and series available to individuals with exceptional learning needs

SA2K2 Programs and strategies that promote positive school engagement for individuals with exceptional learning needs

ACC2S1 Develop programs including the integration of related services for individuals based on a thorough understanding of individual differences

SA2S1 Develops and implements a flexible continuum of services based on effective practices for individuals with exceptional learning needs and their families

Standard 3: Research and Inquiry

SA3S1 Engages in data-based decision-making for the administration of educational programs and services that supports exceptional individuals with exceptional learning needs and their families

Objectives:

At the end of the course, the candidate will demonstrate knowledge and skill in the following areas:

-Problem solving and decision making on behalf of students with disabilities based on current federal regulations, state administrative rules and Michigan Department of Education policies.

-Articulation of a district level plan to assure a free, appropriate, public education (FAPE) for all students with disabilities

-Development of personal philosophy of leadership

Major Topics:

Use of federal regulations (IDEA and Section 504) and state rules (MARSE) to make decisions and solve problems in the following topical areas:

Continuum of Programs and Services

Non Public Schools

Extended School Year Services (ESY)

Provision of Free, Appropriate, Public Education (FAPE)

Provision of Programs and Related Services

Methods of Evaluation:

40%- Project Presentation- Evaluation of District Instructional Programs

30%- Paper- Philosophy of Leadership (Key Assessment)

30%- Participation and Small Group Work
