Minutes of a meeting of Yarmouth Town Council held at Thorley Church on Tuesday Mar 3rd 2015 at 6:30pm

PRESENT: Councillors S Cowley (Town Mayor), R Corbett, P Cronin, K Cowley

 

IN ATTENDANCE: B Jacobs (Town Clerk), Yarmouth Harbour Commissioner, Isle of Wight County Press and 4 members of the public. 

220/2014 APOLOGIES

Apologies for absence were received from Cllrs McCleary and Ingram.

221/2014 PUBLIC FORUM:

i)                    POLICE MATTERS

There had been no incidents during February.

ii)                  HARBOUR ISSUES

The YHC representative reported that work on the Wightlink ferry berth has been causing some disruption to Harbour activities. Work by Sustainable Marine has begun, and turbine testing is planned for April.

Cllr Corbett asked if there was further news about the takeover of Wightlink by Balfour Beatty, but the Commissioner was unaware of any. Likewise, there was no further news about Navitus Bay.

iii) YARMOUTH TOWN TRUST

Richard Leonard has stood down as Chairman, and his place taken by Martyn Collinson. Phase 1 of archiving photographs on electronic media has begun, and a presentation is planned at the Town Hall on 16th March. A target of year end has been set for making the photographs available on the YTT website.

iv) ISLE OF WIGHT COUNCILLOR’S REPORT

Cllr Hutchinson reported that the Isle of Wight Council had now set its 2015/15 annual budget, and that £2M had been earmarked from Reserves to meet delayed savings. There had been better collaboration this year between the main groups at County Hall.

Considerable problems had been created by the loss of senior officers, and difficulties were foreseen in recruiting a suitable replacement for the Chief Executive at the salary offered.

The IWC was moving towards being a commissioning council – ie, using 3rd party organisations, public and private to discharge IWC functions – with a consequential loss of effective control. The Scrutiny Group was looking at effective management of contracts and achieving value for money. Mayor Cowley pointed out that the PFI contract was an example of ineffective contract control, which did not bode well for the proposed commissioning policy. Cllr Hutchinson commented that working with Hampshire CC is proving of benefit to IWC.

A member of the public expressed concern that independence of the IWC was being eroded by collaboration with Hampshire CC, and queried whether there would be access to grant funding if this integration continued. Cllr Hutchinson commented that similar concerns have also been expressed by County Councillors.

Cllr K Cowley asked if any decision had yet been reached by IWC about public toilets, and Cllr Hutchinson hoped that some would be kept open with contributions from third party organisations. Although the IWC had increased Council Tax by 1.99%, financial regulations meant it had not been able to receive the benefit of all that increase.

v)                THORLEY ISSUES

It was reported that Island Roads had at last replaced the missing road signs in Thorley. A member of the public expressed concern that certain of the trees planted in recent years had died, and Jill Cowley said that these, and a number in Yarmouth, were in the process of being replaced.

vi)                YARMOUTH ISSUES

Sylvia Mence presented a report about marine issues affecting Yarmouth.

Yarmouth Community Flood Plan update: A quieter winter so far for Flood Alerts. Sandbags were delivered on 14 January to River Road car park as a preliminary to the expected series of high astronimical tides and our registered properties informed. There were a few Alerts around 20 February but the storm surge was small and Yarmouth was not affected.

Yarmouth Coastal Defence Working Group (YCDWG): The restart of the West Wight Coastal Defence Strategic Study began with the appointment of consultants, Capita AECOM, working with IWC and the EA. The Strategy team made site visits on 9th February from East Cowes to Freshwater Bay, including Yarmouth. The next day there was a packed audience at the Institute to hear a presentation by the team and then an opportunity to describe individual concerns to members of the team. The Yarmouth Working Group has a meeting on 12 March at which more will be learned about the Strategy process.

Marine Conservation Zones: The second tranche of sites to be considered for designation as MCZs was announced by Defra on 30 January. The site including Yarmouth, MCZ23, was not included as "further work is needed to explore the scope for developing local solutions before the site can be proposed". "Defra will undertake further discussions regarding boundary alterations and additional information will be gathered ahead of consideration in the third tranche", i.e. next year.

The only IW site in the 2nd tranche for consideration this year is the Needles - from opposite Hurst Point to just south of the Needles, including Colwell, Totland and Alum Bays, though there would be an impact on Yarmouth; public consultation ends on 24 April. The others involved: YHC, local fishermen, commercial boats working from the harbour, the restaurants in the Bays which are used by crews from the many boats who anchor in those Bays, the RYA which is helping with socio-economic aspects and is also circulating Solent yacht/sailing clubs, anglers, Freshwater and Totland Parish Councils.

As management measures, such as zones or bans on fishing, anchoring etc, will not be announced until after designation, there is no alternative but to take a worst case scenario. Many local people are concerned about the environment and wish to have healthy seas but argue that this should be balanced by the importance of economic and social factors involved in our coastal activities.

RESOLVED: Mayor Cowley will prepare a response, and Sylvia Mence will prepare an appropriate draft for the Mayor to see and bring to the Council's April meeting.

Yarmouth Harbour Advisory Committee: RESOLVED: Until the Council appoints a new representative and a deputy representative in May, Sylvia Mence will report on this Committee to the Council at its meetings.

vii)                PUBLIC QUESTION TIME

Jill Cowley reported that the new trees at the Mount have fared extremely well, with only two lost through natural causes. These will shortly be replaced, and additional hedging will be planted. Volunteers are requested to assist with this work. RESOLVED: The Clerk to contact Green Gym to ask if additional land could be cleared in the wild area at the Town Green so that replacement planting could be carried out.

Cllr Corbett expressed concern that part of the ancient town walls along Coastguard Green was being demolished. RESOLVED: Cllrs Corbett and Cronin will inspect the area and inform the Clerk of any unauthorised work.

223/2014 YTC CASUAL VACANCY

It was proposed by Cllr Corbett, and seconded by Cllr K Cowley, and decided unanimously:

RESOLVED:

Jenny Jackson be co-opted as Councillor to serve until the next local elections in 2017.

The Clerk to place a notice of invitation to apply to hold an election for the vacancy created by the death of Peter Garlick.

The Clerk reported that his analysis of the HNS returns had been transmitted to IWC for processing.

229/2014 COMMUNITY CENTRE

Mayor Cowley delivered a report on progress towards the creation of a Community Hall at Yarmouth Institute premises.

230/2014 ELECTRONIC DELIVERY OF METTING SUMMONS

The Local Government (Electronic Communications) (England) Order 2015, which allows for the delivery of Summons to Council Meetings to be delivered by email subject to the consent of individual councillors, was considered. RESOLVED: Not to adopt this policy.

The Clerk reported on arrangements for the Annual Town Meeting 21st April at Yarmouth School.
