DATEPCN INSERTProject Number INSERTINSERT County, North DakotaI.DESCRIPTIONFIRM will conduct a field aquatic resource delineation to help determine potential aquatic resource impacts associated with roadway improvements for the North Dakota Department of Transportation (NDDOT). The study area includes XX feet outside the current roadway right of way (ROW) from RP XX to RP XX and XXX feet outside current roadway ROW along North Dakota Highway XXX from XXX eastXX miles in INSERT County, North Dakota.Modification or additions or any new environmental laws or regulations that significantly change the services to be performed, as defined below, shall be treated as “Additional Work”.II.SERVICES TO BE PERFORMEDFIRM is responsible for conducting an Aquatic Resource delineation, tree/shrub survey, and completion of an aquatic resources delineation report in accordance with the 1987 Wetland Delineation Manual, Regional Supplement to the Corps of Engineers Wetland Delineation Manual: Great Plains Region, Regulatory Guidance Letter 05-05 Ordinary High Water Mark Identification, as well as the NDDOT Design Manual - Chapter II – Section IV: “Wetlands, Vegetation and Environmental Permitting”.Project ManagementProject Development and Staff MeetingsThe Firm Project Manager will monitor the project milestones and schedule activities to meet the project deliverable date. The Project Manager will meet with staff and coordinate schedule.Coordination Meetings with NDDOTAt the discretion of the NDDOT, the FIRM shall have a representative available for a kickoff meeting with the NDDOT to discuss and review the schedule, current status, and other issues throughout the duration of the project. Coordination Meetings with SubconsultantThe FIRM shall coordinate with subconsultants as needed during the project.QC/QA ReviewsThe FIRM shall conduct QC/QA reviews in accordance with their QC/QA plan, as outlined in the proposal. The QC/QA process will be documented, and a redline/review document shall be attached to submittals, if requested.Invoicing/Progress ReportingThe FIRM shall provide monthly invoices. The invoices must be accompanied by the SFN 58397 Consultant Billing Cover Form.The FIRM will submit a bi-weekly status report, in writing, to the NDDOT Environmental Section’s Designated Technical Representative and to Consultant Administration Section (CAS). The report will identify the percentage of progress on the contract, describe in detail the work performed by each task, and identify the remaining tasks. The report will identify any activity that is not completed or anticipated not to be completed to time. The report will include the reasons why any date was missed and what actions will be taken to get the project back on schedule. Wetland ServicesPreliminary Data CollectionThe FIRM will prepare USFWS National Wetland Inventory maps, aerial photography, USDA soil survey data, and USGS 7.5-minute quadrangle maps for the project(s). Aquatic Resources Delineation and Tree/Shrub Survey The FIRM will conduct field delineation in accordance with the methods described NDDOT Design Manual – Chapter II – Section IV: “Wetlands, Vegetation and Environmental Permitting”. Aquatic resources boundaries will be surveyed using s sub-meter precision GPS unit (e.g. Trimble Pro XT). The FIRM shall collect Other Water boundaries following the RGL 05-05 OHWM Identification when present within Project Area. The FIRM will also identify drainages that DO NOT exhibit an OHWM but convey water into the project area and confirm that they do not contain aquatic resources.The FIRM will conduct tree/shrub survey in accordance with the methods described in the NDDOT Design Manual – Chapter II – Section IV: “Wetlands, Vegetation and Environmental Permitting”. The FIRM is responsible for landowner permission to access property outside existing NDDOT Right of Way as needed. FIRM will also notify the applicable NDDOT District Engineer that the FIRM will be onsite. Aquatic Resources Delineation Report The FIRM will prepare a Aquatic Resource Delineation Report in accordance with the NDDOT Design Manual – Chapter II – Section IV: “Wetlands, Vegetation and Environmental Permitting”, USACE North Dakota Regulatory Office “Minimum Standards for Acceptance of Aquatic Resource Delineation Reports”, identifying wetlands or waters of the US that occur within the study area, as well as tree/shrub survey results. Project DeliverablesAll project data will become the property of NDDOT upon completion of the final submittal. FIRM will follow the guidelines in Design Manual - Chapter II - Section IV: “Wetlands, Vegetation and Environmental Permitting”. Final wetland table with updated information based on jurisdictional determination, and final shape files with complete attributes and updated information including the jurisdictional determination, will be generated and provided to NDDOT. USACE Bulk Upload ORM table will be submitted as well. If impact calculations are needed prior to a jurisdictional determination, NDDOT may request existing shape files and wetland tables. In addition, include shape files of tree/shrub survey representative areas.All project information will be submitted in the formats and standards indicated in the RFP. FIRM will provide NDDOT with an electronic copy of the final report and wetland tables provided in Microsoft excel format. Project shapefiles will be completed using the guidelines provided in Appendix A3 of the NDDOT Reference and Forms Page.III.FIRM Responsibilities Qualified Staff FIRM will ensure that a minimum of one person meeting the minimum qualifications noted in the RFP will be on-site conducting the aforementioned work. FIRM will ensure a professional soil classifier will be on site for aquatic resource delineations as required by Century Code for Professional Soil Classifiers 43-36.IV. NDDOT ResponsibilitiesProject MapsProject maps may not always be provided. However, NDDOT will provide project limits consisting of Reference Point boundaries for the ND Highway System that can be found on the ND HUB under Transportation Markers for the wetland term firms to develop their own mapping.Consultant Evaluation Upon completion of the project, the FIRM shall have the Project Manager be available to meet with NDDOT Environmental Staff to review the “Consultant Evaluation Form” and discuss the project. The FIRM shall include with the final submittal SFN 51727 NDDOT Consultant Evaluation – Preliminary Engineering Services Form. The FIRM will use the most current version of SFN 51727, which is available on the NDDOT website . The FIRM will include the following information on the evaluation form: Project Control Number (PCN), Project Number, Project Description, FIRM Project Manager, FIRM Name and Address, NDDOT Technical Advisor and Consultant Fee (Original Contract Fee). ................
