The Board of Control is the executive

authority of TSSAA. It is composed of

nine elected school administrators - three

from each Grand Division of the state. It

is the body which enforces TSSAA regulations, conducts state meets, authorizes the

expenditures of TSSAA, and registers officials. Many of the duties of the Board

are delegated to the Executive Secretary

who is elected by the Board.

Sawyers, Dyersburg, A. B. Sisco, Hohenwald; Carl Matherly

Legislative Council

The. Legislative body of TSSAA is

called the Legislative Council and is composed of nine elected school administrators

- three from each Grand Division of the

state. At regional meetings held in the fall

proposed ¡¤rule changes ar e discussed, and

the sentiment of the membership toward

such changes is ascertained by members of

the Council. In March the annual meeting

Know Your State Association

The Tennessee Secondary School Athletic Association is a

voluntary non-profit incorporated organization. Any high school

or junior high in Tennessee, public or private, may become a member by subscribing to the rules and regulations of TSSAA.

The TSSAA ,vas organized in 1925 at a meet ing of the State

Teacher's Association by a number of high school principals.

These men felt the need of an organization that would "stimulate

and regulate" athletics in Tennessee's secondary schools.

By 1946 the TSSAA program had grown to such an extent

that it was no longer possible for a school principal to do the work

of Secretary-Treasurer on a part-time basis. The Board of Control

decided to set up a state office and named A. F. Bridges, who

was serving as a member of the Board and as Superintendent of

Schools in Covington, as the first full-time Executive Secretary.

Besides the Executive Secretary the TSSAA staff includes Gill

Gideon, Assistant Executive Secretary; Bob Baldridge, Director of

Publications; and four secretaries. Mr. Gideon, besides assisting

the EcXecutive Secretary, handles the training of officials and game

rules interpretations. Mr. Baldridge handles press and public relations and is responsible for all publications released by the state

office.

57,600 In High School Athletics

Over 57,600 high school students (estimated figure does not

include junior high participants) now take part in the TSSAA

sponsored sports and of this total 16,100 are football players.

There are 293 high schools in Tennessee that play football and

102 of those schools are in Class AAA, 90 in Class AA and 101 in

Class A.

The TSSAA pays team expenses (which most state associations do not do) for state tournaments in basketball, football, baseball, wrestling, tennis, track, decathlon, cross country and golf.

COMPARATIVE SCORES

Football Play-Off Plan

T ennessee is celebrating the 100th birthday of interscholastic

football this year by the inauguration of a football classification

and play-off ,series.

After an overwhelming vote - 188 to 20 - last year of

TSSAA schools the TSSAA Board of Control approved the gridiron

plan to determine three state champions.

Schools are divided into cla&ses by

enrollment based on grades 9-12. The

classes are: A - 0 to 499 students;

AA - 500 to 999 students; AAA - 1,000

and over. Each class is divided into

four geographical regions.

Regional champs are decided by a

point rating system. Teams get 10

points for defeating a team in its own

class and 5 points for a tie. For defeating a team in the next lower class

that team got 4 points and for a tie 2

points. Playing a team in a higher

classification earned a team no more

points than are awarded for playing in

its own class.

In case of a tie to determine the

Regional champs there are five tiebreaking steps. The first is if either

team has defeated the other in regular

season play, the winner shall be rated

above the loser. The second, if needed,

is to see which team's opponents

have earned the highest number of

points as outlined above.

IN CASE OF A TIE . . .

In case of a tie in a first round play-off game, the tie shall be broken in the

following manner:

1. A coin shall be tossed to determine which team will get the ball first.

2. The ball will be put in play on the 50 yard line and the regular rules of

football shall apply except that no kicks shall be allowed (this does not apply to

the attempt for an extra point). Each team shall be entitled to a series of four

downs unless the ball is lost by a fumble, an intercepted pass, or as a result of a

score.

3. The scoring of a touchdown or a safety by either team shall end the series

for that team.

4. If the team that first puts the ball in play scores, the opposing team shall

put the ball in play at the 50 yard l ine

5. If the winner is not determined by points scored, it shall be determined by

asce1¡¤taining on which side of the 50 yard line the ball is spotted after each team

has had possession of the ball. If no points have been scored the winner of the

extra period shall be awarded one point.

6. Penalties shall apply as in regular play and a team may lose a down or be

awarded a fil¡¤st down and a new series as a result of a penalty.

7. Each team will be allowed an additional time-out.

8. If a championship game ends in a tie, the two teams shall be declared cochampions.
