(Total Call) (U-4360-C), a wireless carrier, to be designated as an Eligible Telecommunications Carrier (ETC) to provide only federal Lifeline wireless service to qualifying customers in California in the service areas of the Uniform Regulatory Framework (URF) carriers[1] excluding the Small Local Exchange Carriers (Small LECs)[2] service areas. Total Call does not seek federal high-cost fund support or California LifeLine fund support.
