Implementation PhaseIndividual/FirmThe consultant will be a firm.Assignment DescriptionSELECTION FOR CONSULTANTS BY THE WORLD BANK GROUPREQUEST FOR EXPRESSIONS OF INTERESTElectronic Submissions through World Bank Group eConsultant2 OVERVIEWAssignment Title: 1230383 - Benchmarking study for an ETS system in UkraineAssignment Countries:- UkraineASSIGNMENT DESCRIPTIONConduct an emission trading system (ETS) benchmarking study to support informed decision-making by the Ministry of Ecology and Natural Resources (MENR) on the options for introduction of such a system as required by the Association Agreement between Ukraine and the EU. The consultant will work in coordination with the Project Implementation Unit (PIU) responsible for implementation phase of the PMR Ukraine project. The study will cover the following main areas:A system for identifying relevant installations (ETS coverage, including activity types/ sectors and threshold values for installations)Options for benchmarks usage for issuance of tradable allowances (ex-ante fixed allocation vs. ex-post adjusted, or output-based, allocation)Recommended benchmark values for the product types covered by the ETS.This assignment will support the MENR in planning for effective implementation of the ETS through the analysis of its sector-wise economic impacts. The software developed and/or used for the assignment and all technical supporting tools, data sets, etc. will be delivered to the PIU and MENR so that they can conduct additional analysis in future.FUNDING SOURCEThe World Bank Group intends to finance the assignment / services described below under the following:- Ukraine Partnership for Market Readiness (PMR) Implementation PhaseINDIVIDUAL / FIRM PROFILEThe consultant will be a firm. SUBMISSION REQUIREMENTSThe World Bank Group now invites eligible firms to indicate their interest in providing the services. Interested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. for firms; CV and cover letter for individuals). Please note that the total size of all attachments should be less than 5MB. Consultants may associate to enhance their qualifications.Interested firms are hereby invited to submit expressions of interest.Expressions of Interest should be submitted, in English, electronically through World Bank Group eConsultant2 ()NOTESFollowing this invitation for Expression of Interest, a shortlist of qualified firms will be formally invited to submit proposals. Shortlisting and selection will be subject to the availability of funding.Only those firms which have been shortlisted will receive notification. No debrief will be provided to firms which have not been shortlisted.Qualification Criteria1. Extensive experience in benchmarks development and economic impact assessment for the EU ETS and/or other emission trading systems *2. Excellent knowledge of the EU ETS legislation and guidance materials in the area of benchmarking and allocation of allowances *3. Experience of work in Ukraine on the issues of power and industry sectors development *4. Availability of a team matching the scope and timeframe of the assignment *5. Ukrainian or Russian language skills in the team6. Requirements to team leaders: Advanced university degree in economics, mathematics, economic cybernetics or other relevant field; In-depth understanding of the EU ETS system and its benchmarking and allocation approach; Minimum 5 years of work experience in economic studies; Experience of at least two assignments of a similar nature, including economic impact analysis; Solid experience as a project manager/coordinator; Excellent communication and partnership building skills* - Mandatory
