She commented on the facility and on its refurbishment and on other political and election campaign issues. When she did not yield the floor after the five-minute time limit had expierd, the Chariman sounded the gavel and then had her escorted from the meeting.

Tina Renna, 202 Walnut Ave., Cranford, commented on the budget regarding the Office of Public Information's operating budget and asked what the cost of this department is to the tax payers. Ms. Renna also inquired about where the costs for commercials and mailings appear in the budget.

Tina Renna, 202 Walnut Ave., Carnford, commented on the PARIS grant acceptance Resolution, (608-2005) and on documents storage rules and procedures, and requested information on storage procedures and regulations.

Tina Renna, 202 Walnut Ave., Cranford, commented on an award she received for her work pursuing inquiries in government offices. She also commented on an aritcle appearing today in the Star Ledger newspaper regarding an incident at the Juvenile Detention Center. She also commented on a vigil she attended with the mother of the late Edward Sinclair, who had been a detainee at the Center, and on the presence of County officers at the vigil. She also commented on the budget and lawsuit payments.

Tina Renna, Cranford stated that she was President of Watchdog Union County. She made several comments about the numbers quoted for the phone service. She also requested that more digital

documentation be done by the County. Tina Renna Cranford spoke on County employees v. Democratic Party members and tax dollars for campaigning purposes.

Tina Renna, Cranford, made statements regarding the recording of the Freeholders meetings. Also that she would like to see more information on the County’s website. Tina Renna, Cranford asked if Resolution 2006-873 was in response to a previous lawsuit?

County Counsel stated that there would be no comments relative to on-going litigation. Ms. Renna

asked if Resolution 2006-917 represented a County employee. County Counsel stated that it did

not represent a County Employee.

Tina Renna, Cranford, made a statement saying she OPRA’d sponsorships two weeks ago. She

stated that she was confused about the contract with the Isaac Hayes concert. She realized that Mr. Hayes was ill and unable to attend and that the County was able to secure Robert Flack but there seemed to be additional funds spent in order to secure Ms. Flack. County Manager Devanney clarified by stating that Isaac Hayes had not yet been paid and that Ms. Flack was approximately the same price. Ms. Renna went on to discuss that she did not see anything in the OPRA regarding these changes. Ms. Renna also stated that she was upset to see the letter to the editor from Vice Chair Kowalski stating that she was at the event with family members. Ms. Renna expressed her discontent with public events sponsored by the Board of Chosen Freeholders.

Tina Renna, Cranford, spoke about her dissatisfaction and disappointment in the voters of Union

County and the election results. Ms. Renna stated that she wanted to remind the Board of their duties as elected officials. Ms. Renna stated that the majority of Union County residents don’t vote. Ms. Renna stated that she felt the promotional material including mailers, commercials and the letter from the Sheriff for the candidates was too expensive and that the money spent on the publicity should have been used for other County items.

Tina Renna, Cranford remarked on Resolution 2006-1124 asking how many rooms the cable

covered. Director Sharp stated that it cover 269 beds, with two TV’s per a room (at each bed) and

additionally there were TV’s in the dayrooms. Ms. Renna asked about Resolution 2006-1147 asking if there were a docket number or if it were internal. County Counsel Robert Barry stated that it was an Administrative decision and not a case in Superior Court. Ms. Renna asked what the funds for Musicfest stated in Resolution 2006-1154 would be used for. County Manager Devanney stated that they were for production: stage help, union workers, that needed extra hours due to the weather conditions.

Tina Renna, Cranford asked if the 2005 audit was available and how it can be obtained. Chairman

Mirabella said that it could be obtained through OPRA. Ms. Renna stated that she paid for it last

year and put it on her website. She commented about the Minutes availability on the website but

was unsatisfied with the Executive Sessions unavailability. Ms. Renna stated that Freeholder

meetings should be webcasted.

Tina Renna, Cranford made reference to events at the Union County Jail and asked for continued

accountability. Mrs. Renna stated that not every County has management like Union County has

chosen to have. Mrs. Renna was not supportive of Ordinance 640-2006.

Tina Renna, Cranford asked that in regard to Resolution 2006-1178 that copies of the Audit Report

be made available on the Union County website. Mrs. Renna commented on Resolution 2006-

1209 asking why the County chose to go out of the office for this work.

Tina Renna, Cranford made remarks regarding the prison and the rising salaries of the officials in

charge of the prison. Mrs. Renna stated that she read an article in the Westfield Leader regarding a

pilot project in Union County for the school districts. Mrs. Renna was surprised that she had not

heard of this pilot project before reading it the Westfield Leader. Mrs. Renna made comments

regarding food bills.

Tina Renna, Cranford commented on Resolution 2006-1219 stating the she did not agree with the

amount of money being spent on the detention center. Ms. Renna stated that Freeholder Sullivans

comments from the last meeting were upsetting to her and she felt she could not respond because

the Freeholder comments are at the end of the meeting. Mrs. Renna stated that she read an article

in a Worall newspaper relative to the Juvenile Center. Mrs. Renna asked questions regarding Resolution 2006-1231 stating while the Trailside Center is beautiful, it is unnecessary. Mrs. Renna stated that she was taken aback that none of the Freeholders donated personal money to the Trailside Center renovation. Mrs. Renna stated that she wants the Board to be accountable.

Tina Renna, Cranford asked if the Mayor of New Providence was still in the audience. She stated

that she wanted to ask the Mayor how much New Providence pays to the County every year. Mrs.

Renna stated that Cranford gives 13 million dollars and receives nothing in return. Mrs. Renna

stated that she was doing some investigating into the Open Space Trust Fund money and commented that every project was required to hang a sign, which she opposes.

Tina Renna, Cranford made a statement regarding Resolution 2007-88 and wanted to know who

was retiring. On Resolution 2007-89, Mrs. Renna asked what purpose the County had for a digital surveillance system. Regarding Resolution 2007-92, Mrs. Renna stated that she did not agree with the evaluation methods offered to the Sheriff’s department.

Tina Renna, Cranford stated a portion of text regarding the Laws of Union County. Mrs. Renna

spoke about the use of County vehicles stating that she believes that the vehicles are being used

inappropriately.

Tina Renna, Cranford: Mrs. Renna asked if the $600,000 in Resolution 2007-188 being awarded

to Trinitas Hospital was in line with previous years. Mrs. Renna also made reference to Resolution

2007-191 and stated that she did not approve of the care provided by Correctional Health Services.

Tina Renna, Cranford: Mrs. Renna spoke in opposition to Resolution 2006-162. Mrs. Renna is

also opposed to the assignment of County vehicles.

Tina Renna, Cranford: Mrs. Renna commented on Resolution Number 2007-266, the contract with

St. Michael’s Medical Center, for the treatment of an inmate. Mrs. Renna also asked how the

County’s insurance worked and if the rates go up when accidents happen.

Tina Renna, Cranford: Mrs. Renna stated that she appreciated Chairwoman Kowalski’s support of

a study Cranford is doing to see what the township receives for the County dollars. Mrs. Renna

also commented on the video recording of the budget hearings. Mrs. Renna also stated that she

does not like being personally mentioned in the paper.

Chairwoman Kowalski reminded Mrs. Renna that Mrs. Renna has stated that “I have made it my

mission in life to take you down.”

Tina Renna, Cranford commented on Resolution 2007-305 suggesting that instead of paying for

security services, the County Sheriff and the County Police could be used for security at Runnells.

Ms. Renna commented on Resolution 2007-340 as to what method of goose control this company

plans to employ. She then inquired about Resolution 2007-348, noting that the dollar amount was

not listed and asking the reason that it was not listed. Ms. Renna then commented on Resolution

2007-352 noting that James Davey was a former chief of staff of former Governor James

McGreevey. She then commented on Resolution 2007-358, asking if it was discussed in tonight’s

Executive Session whether or not it could be voted on this evening.

Tina Renna, Cranford, stated that she approved of Freeholder’s Mapp and Holmes abstaining on

Resolution 2007-340. She also pointed out that the building at 10 Cherry Street in Elizabeth

named in the Bond Ordinances on the Agenda are currently the offices of the Union County

Improvement Authority. She also responded to Freeholder Sullivan’s comments in a previous

meeting regarding Shared Services, in particular regarding the patrolling in the parks and aspects

of Union County College.

Tina Renna, Cranford made statements relative to the Executive Director at the Union County

Improvement Authority. She also asked why the County was purchasing the building.

Tina Renna, Cranford comment followed up on the comments of Ms. Taylor, suggesting that Ms.

Taylor be invited to serve on the Advisory Board of the Disabled.

Ms. Tina Renna, Cranford, commented on Resolution 2007-450, regarding payments for

memberships. She said there are too many memberships and they should be audited. Deputy

County Manager, Ms. Elizabeth Genievich, Director of Administrative Services, stated that the

number of memberships and the dollar amounts were higher when she took over as Director of

Administrative Services. She did in fact audit the list and the dollar amount spent is now lower.

She said that all requests for memberships must be approved by her, and no membership is allowed

without her signature.

Ms. Tina Renna, Cranford, reiterated her comments made at last week’s meeting about the City of

Elizabeth. She said there are parking lots that can be used for the public during the Freeholders’

meetings. She explained that people are intimidated by large cities and further explained that cities

with poverty breeds. She listed the crime statistics of Elizabeth.

Freeholder Sullivan then commented that he was insulted by Mrs. Renna’s remarks. He was born and raised in Elizabeth and he raised his family in Elizabeth. He stated if people weren’t apprehensive about visiting Elizabeth, they would be after Mrs. Renna highlighted the crimes.

Tina Renna, Cranford, commented on the check registers. She stated that she has been requesting

this on a monthly basis and have noted many questionable expenses. She detailed the various

vouchers that the Union County Watchdog Association has requested. She also protested about the

$8.00 per hour hour processing fee for OPRA requests and named several legislators who have

pledged to support the Union County Watchdog Association in their challenge to the fee. She also

would like to encourage the County to put more public information on the website and she also

commented on Freeholder Sullivan’s past remarks and on the death of Edward Sinclair, Jr.

Tina Renna, Cranford, commented on the budget and stated she was opposed of the seemingly

duplicative services within county government.

Bruce Paterson, Garwood, thanked the Board for the explanation of the $800,000 reduction and the

savings to the 2007 budget. Tina Renna, Cranford, stated that she was confused. She said she thought the $800,000 was held in escrow. Chairwoman Kowalski called upon Lawrence Caroselli, Director of Finance to explain the $800,000 in savings. Director Caroselli stated that in talking with Horizon Blue Cross & Blue Shield of New Jersey, the money dates back a few years. This money is free to be used and is free of any encumbrances. Freeholder Sullivan interjected and stated that it will reduce the tax levy only and will not be spent on anything.

Tina Renna, Cranford, commented on Resolution 2007-531 and 2007-532. She stated that the

public is not informed of County relatives working for The PMK Group.

Tina Renna, Cranford, stated that the Watchdog Website has a lot of information. She added that

Civic training classes have been held and 100 people attended. There were 5,000 people who

accessed the website in one month and there are 1,500 people using the information that is not

publicized. Ms. Renna also commented on the death of Edward Sinclair, Jr., and the letter that was

read by County Manager Devanney at last week’s meeting that was received by Director Howard

Buyer of the Juvenile Justice Commission. Buyer stated that the detention center is doing well.

Ms. Renna also stated that the upcoming weekend is Memorial Day and that we should honor our

war heroes.

Tina Renna, Cranford, in regard to Item 2007-604 on the Agenda, she commented on the

elimination of the Economic Development Advisory Board and on item 2007-635, she commented

on employee lawsuits and other matters not in the Agenda. Chairwoman Kowalski asked Mrs.

Renna to reserve her comments for the appropriate part of the meeting.

Tina Renna, Cranford, commented on County vehicles for use of campaigning, subpoenas served

to the Union County Election Board, the Finelli lawsuit and County funded commercials.

Chairwoman Kowalski asked that the record reflect that Tina Renna returned to the microphone

several times.

Tina Renna commented on Resolution 2007-703. She asked if the Change Order was for the old

Juvenile Detention Center. Vice Chairman Estrada answered yes, that it has been an on-going

project. Tina Renna commented on Resolution 2007-750 inquiring if this was a new lawsuit and if

Richard Rodbart was a County employee.

Tina Renna, Cranford, asked how much money comes from the Federal grant.

Director Caroselli stated that the grant portion of this Ordinance is $4,000,000, which is part of

Division of Public Works and an Engineering project for NJDOT.

Tina Renna, Cranford, stated that she urges the Board to table the Resolution pertaining to the

Advisory Boards and that she is not happy with the website. She asked what the time frame is for

Resolution 2007-862. Deputy County Manager Geneviech replied stating it comes from the County Clerk’s office and it is not to exceed the amount stated. She said she will get back to Ms. Renna at the next meeting with the time frame.

Tina Renna, Cranford, stated it was nice that the Board honored Sal Mione, but questioned how he

was hired. She also asked as to when the new Juvenile Detention center would open.

County Counsel Barry commented on inaccurate statements made by Ms. Renna regarding the

Juvenile Detention Center. He stated that although it is an older facility, reports and records provided by the NJ Juvenile Justice Center & US Department of Justice states there are no violations at the Juvenile Detention Center.

Tina Renna, Cranford, asked for an explanation of the Black United Fund. Director Guzzo stated it

is a social service multi-purpose agency. Ms. Renna asked if the amount was appropriated for

running or buying the agency. County Manager Devanney stated that it is a construction project.

Tina Renna, Cranford, commented on Resolution 2007-940, asking how much the settlement

amount is. County Counsel Barry responded the amount is $212,827.64. This includes the

plaintiff’s attorney’s fees and restitution funds to be administered by the plaintiff’s attorney.

Tina Renna, Cranford, stated that she agreed with Freeholder Mapp regarding Ordinance 2007-657,

but supports funding non-profit service agencies.

Tina Renna, Cranford, commented on the amount the County spent on legal fees and settlement regarding Resolution 2007-996.

Tina Renna, Cranford, stated that she was happy to see the representatives from the municipalities stay for the remainder of the Freeholder Meeting as she stated that in her opinion there should be at least one representative from each of the County’s municipalities at every Freeholder Meeting. She also stated that the municipalities pay into the Open Space Trust Fund. Ms. Renna also stated that regarding the second reading of Ordinance 657-2007, the public is not familiar with the Black United Fund

Organization. She said she did some research and claims that although she is not an attorney she believes the County would be responsible for the bonds in the event of a default.

Chairwoman Kowalski stated that the funds in Ordinance 2007-657 were for a preschool in Plainfield.

County Counsel Barry stated that Ms. Renna is mistaken and the County is not guaranteeing the bonds, therefore, not responsible for them in case of default. The Board must only consent, but the County does not guarantee the bonds.

Tina Renna, Cranford, commented on Resolution 2007-1070 stating that the contract period has been extended through February, 2008. She inquired as to when the Union County Juvenile Detention Center will open. Chairwoman Kowalski stated that the Center is in the process of being worked on and will open soon. Ms. Renna also commented on the number of lawsuits on the Agenda, in particular Resolution 2007-1085 and asked if Ms. Todaro will be receiving a promotion. County Counsel Barry

responded no, she will not be receiving a promotion. Ms. Renna asked about the fees pertaining to Ordinance 2007-661. Chairwoman Kowalski stated that these questions were all answered earlier at the Agenda Meeting.

Tina Renna, Cranford, commented on the declining real estate market, Strategic Enterprise Solutions and the hiring of five Lieutenants in the Sheriff’s Department. Ms. Renna congratulated Freeholder Mapp and stated that she hopes he remains involved. She commented about the alleged subpoenas served to the Union County Utilities Authority, the settlement with the Sinclair family and the Union County prisoner who had surgery.

Tina Renna, Cranford, asked who is included in Ordinance 2007-663. She also asked about the

County audit. Director Caroselli stated that the auditors are finalizing the report and should be

ready by early next week. The delay is due to grant auditing. Ms. Renna stated that it has been

almost one year that she has requested the names of Union County employees that use the Home

Internet Service to no avail.

Tina Renna, Cranford, asked if this Ordinance is a new project. She claimed the last Ordinance pertaining to this matter was for $10,000,000. John Hudak, Esq., Bond Counsel replied that it is not a new project. He said the Union County Improvement Authority will fund the bonds which are secured by these projects. He explained that the last Ordinance was not for $10,000,000, but for $7,000,000, which is now being amended to $7,500,000.

Tina Renna, Cranford, commented on the County’s lawsuits and employee raises.

Tina Renna, Cranford, inquired about Resolution #2007-1222. She asked if it would be creating new positions.

Tina Renna, Cranford, commented on the Shared Services motives, cameras in the jail, health services for the jail, MusicFest, qualifications of the new Public Safety Director and made comments referring to the Prosecutor’s Office.

Tina Renna, Cranford, stated that the Agenda should be available to the public with ample time to review it before the start of the meeting. Chairman Estrada stated that there was ample time and the items mentioned on tonight’s Regular Meeting Agenda were also discussed at last week’s Agenda Meeting. Ms. Renna also commented on item 2008-121 on the Agenda. She asked why there are more legal fees being incurred. She said she thought this case had been settled. County Counsel Barry responded. He said these fees are the result of an appeal that was filed by Ms. Fanelli’s attorney and said the County still needs to be represented, resulting in these additional legal fees. Ms. Renna commented on item 2008-124 and asked what the firm will be consulting on for the amount of $98,000. Finally, Ms. Renna referred to item 2008-127 regarding the appointments to the Union County Vocational and Technical Board of Education. County Counsel Barry stated that these members are re-appointments and the positions on the Board are duly elected by members of that Board.

Tina Renna, Cranford, stated that she is President of the Union County Watchdog Association and

commented that the County is required by law to have a report prepared on the outcome of events

involving the County. She commented that June 2007, there was an event in Atlantic City which

had been followed by a report. Ms. Renna also commented on the use of County vehicles by employees, home internet service and the use of blackberries.

Tina Renna, Cranford, inquired about the total cost of the project. Director Caroselli stated he

believed it to be ten or eleven million dollars. He stated that this ordinance is not a down payment.

He said that it is to replace the money that was used and said that some of the money was used

towards the remodeling of the Union County Arts Center. Ms. Renna said that according to a

newspaper article, the cost to renovate the Arts Center was $20,000,000. Chairman Estrada stated

that that amount is incorrect. The total amount was $6.2 million dollars. Chairman Estrada asked

that Ms. Renna concentrate on any comments pertaining to Bond Ordinance No. 665-2008 only at

this time.

Tina Renna, Cranford, New Jersey, does not support the idea of the Board sponsoring and

attending the African Heritage Parade and other Parades. She also commented on the Presentation

to Mr. Lynch and said that although he is a great guy, he should not be honored at Freeholder

Meetings.

Tina Renna, Cranford, stated that she is the President of the Union County Watchdog Association

and commented about the audio equipment for Freeholder Meetings, she spoke about the proposed

budget and quoted County Manager Devanney who stated that the increased budget is due to

mandated expenses, such as health insurance, pensions and increase in salaries for the Union

County Sheriff and Police Departments.

Freeholder Sullivan apologized to Mr. Lynch regarding comments that were made earlier in the

meeting by Ms. Renna.

Tina Renna, Cranford, commented on receiving the agenda seven minutes prior to the start of the

meeting. She also stated that she does not approve of the additional contract amount of $36,000

pertaining to Resolution 2008-306 for the renovations of the Union County Arts Center. Ms.

Renna commented about the legal fees referring to Resolution 2008-325. Chairman Estrada stated

that the Agenda was available to the public at the last meeting.

Tina Renna, Cranford, commented about the parking garage that should be available to the public

who attend the Freeholder Meetings. She commented about receiving geese control

documentation through OPRA. Ms. Renna reiterated Mr. Cook’s comments regarding the public

turnout and stated that only the Westfield Leader attends the Freeholder Meetings, hence, not

enough of information is distributed. She said the County is not distributing the Freeholder

Meeting tapes to the municipalities. She commented that Governor Corzine announced the State

will be cutting aids to the municipalities and made comments pertaining to the changes made in

the County Manager’s office.

Tina Renna, Cranford, thanked Deputy County Manager for the explanation. She asked what will

change with the new Department that is being created. Deputy County Manager Genievich stated

that the new Director of Public Safety, Brian Riordan will present his own Resolutions at the

Freeholder meetings and have direct access and greater accountability to the County Manager.

Tina Renna, Cranford, commented on Resolution 2008-344. She asked about the medical bills

pertaining to Jonathan Dawkins. County Counsel Barry stated that Mr. Dawkins was released on

his own recognizance by a court order and we have no knowledge of who is paying for his medical

expenses. He stated that we have not done so since at least December 31, 2007. Ms. Renna asked

if the contract amount stated in this Resolution is for medical insurance or for overtime of the

County Sheriff Officers. County Counsel Barry stated no, it is a contract to pay bills, he said, we

do not have medical insurance and it is not for overtime. He stated that we are currently under

contract with East Orange Hospital and Trinitas Hospital for emergency care only.

Ms. Renna commented about Resolution 2008-368. She asked if this is to reactivate railroads.

Director Graziano stated that it is part of the Westbrook Flood plan.

Ms. Renna asked for more information pertaining to the law suit for Resolution 2008-374.

Chairman Estrada stated that they were unable to discuss ongoing litigation.

Tina Renna, Cranford, stated that she is happy to hear that more questions are being answered.

She spoke about the Freeholder Meetings being televised and stated that all County news should be

placed on the County’s website and newspapers.

Ms. Renna also asked for any audits or information regarding the Open Space Trust Fund to be

forwarded to her. Director Guzzo answered Ms. Renna’s questions and concerns regarding

Jonathan Dawkins. He stated that the Sheriff’s Office made the application to the courts and the

judge made the application to release him on his own recognizance. He stated that this Resolution

is for a medical issue. He said that there are eight inmates that account for 27% of that cost and six

have pre-existing conditions. Inmates in the County jail are 100% medically covered, he added.

Tina Renna, Cranford, inquired about Resolution 2008-462. She asked if it will be for a parking

garage for the Sheriff’s building in Westfield and asked if the existing building will be razed. Ms.

Renna inquired about Resolutions 2008-463 and 466. She wanted to know what the Union County

Improvement Authority was going to do with the land. Director Faella asked Jonathan Williams to

answer Ms. Renna’s questions pertaining to the land. He stated that these Resolutions approve a

transfer of property from the County to the Union County Improvement Authority. In turn, the

Union County Improvement Authority will sell the property to the Berkeley Aquatic Club and

transfer the funds back to us. So, the second Resolution approves the contract of sale. Once the

pool is open, it will also be available to the public as well as the patients of Runnells Specialized

Hospital to use for rehabilitation. The $1.6 million will be returned to Union County. Ms. Renna

asked if this is a private entity and if the building is built on open space property.

Mr. Williams stated that the land is being sold by the Union County Improvement Authority in a

lawful fashion to a non-profit organization, which trains Olympic athletes. He said the sale of

these lands will amount to $1,600,000 for the County.

Director Faella added that this property is not part of the open space inventory of Union County.

Ms. Renna stated that she will request the value of the land via an OPRA request.

Tina Renna, Cranford, stated that several municipalities have requested the Freeholder Meeting

tapes and claims they did not receive them. She stated she will return to the next Regular

Freeholder Meeting, which will be held in two weeks with the list of municipalities, which have

not allegedly receiving tapes. Ms. Renna also commented on the two lawsuits that the County is

involved in: Edward Sinclair and employee seasonal hiring. She also commented on the County

Parkland encroachments and the money spent for Freeholder dinners, coffee and water. She gave

her condolences to the Craig Family and commented on the passing of prisoner Jeffrey Delfin on

April 15, 2008.

Chairman Estrada stated that to date, there has not been a loss of Green Acre funds.

5/29/08

Tina Renna, Cranford, asked if she could bring home a copy of the temporary budget tonight or if

she needed to submit an OPRA request for the temporary budget. Director Caroselli stated there

were not enough copies available at the meeting.

County Manager Devanney stated that the County is looking at short and long term solutions in

County spending.

Ms. Renna made comments pertaining to the use of County vehicles.

Tina Renna, Cranford, commented that letters written to the Board have not been addressed. She

agrees that money has been spent on other tiers and stated that no money has been spent on the

prisons or prisoners. She made comments pertaining to the salaries and promotions in the Sheriff’s

department. She also commented on the Freeholder dinners and the use of Union County vehicles.

6/26/08

Tina Renna, Cranford, commented on the amount of money that is spent daily. She made comments regarding OPRA requests, the loss of revenue at the Union County golf courses and the replacement of the golf course director and his acquaintanceship to the County Manager. She spoke of MusicFest and the cameras outside of the jail. She also made comments pertaining to the new Division of Corrections and the Director’s residence and the use of Union County Vehicles. She also commented on the cost of the Vocational-Technical Academy of Performing Arts School. She made further comments pertaining to the furniture for the Vocational Technical School and what she stated was a relationship the County Manager had to the vendor. Ms. Renna made derogatory remarks about the way Union County employees do their jobs. Ms. Renna also commented about a website she believes belongs to the County Manager’s wife.

County Counsel Barry interjected stating that the last comment made had nothing to do with the

Budget. He called for a point of order and stated that Robert’s Rules of Order were being

breached, which state that all personal comments must be avoided. County Counsel Barry asked

Ms. Renna to cease from those comments or she would need to step down.

Freeholder Kowalski stated that she was offended by the remarks made by Ms. Renna pertaining to

the Union County employees. She stated that they are doing a wonderful job and she has many

letters regarding the staff and services the County has to offer. She stated that parents are

frantically calling to have their children try out for the Vocational, Magnet and Performing Arts

Schools, knowing that the County schools are highly rated.

Freeholder Sullivan stated that the comments made earlier were interesting. He said that he

appreciates Mr. Paterson’s political points of view and stated that Ms. Renna’s comments were all

due to a personal vendetta with her husband and County Manager Devanney since her husband lost

his job. He stated that Mr. & Mrs. Renna cost the County approximately $400,000 in lawsuits and

she comes to the Regular Freeholder Meetings only to criticize the County’s events and programs.

He stated that everyone involved in the 2008 budget worked extremely hard and he is pleased and

proud to support the budget.

County Manager Devanney stated that he always tries to answer the questions asked by the public.

He stated that Ms. Renna made allegations and stated lies. He stated that the furniture she

commented about was purchased under a State contract and it was given to the lowest possible

bidder. The County participates in shared services which gives it bulk buying power, he added.

In regard to Mrs. Renna’s comments about County vehicles, County Manager Devanney stated that

once the vehicles are rotated out, hybrid vehicles are being purchased on state contracts. He stated

that in reference to the golf courses, we have avoided privatization and we have been aggressive in

making changes. He stated that the County has hired a new golf director and that he himself has

first-hand knowledge of this person’s experience. He also stated that any comments made about

his wife are all lies.

Tina Renna, Cranford, stated that the Bond Ordinance should include a list of what is being

purchased with the $26,000,000 amount. She said that she has been to meetings at other counties

and their Agendas are given out prior to the meetings.

Bruce Paterson, Garwood, stated that he supports all of Ms. Renna’s comments, should they be

right, wrong or indifferent. He stated that he has lived in Union County for over 50 years. He

asked why the Resolution is worded the way that it is. Director Caroselli stated that part of the

Engineering project is in this Ordinance. The project is part of this Ordinance and a grant is

included in the money.

Tina Renna, Cranford, commented on on-going lawsuits, County employee raises and salaries, the

Meals-on-Wheels program, child safety seat inspections and the Children’s Museum.

Bruce Paterson, Garwood, stated that he has lived in Union County for over 50 years and loves the

County, but is a disgruntled tax payer. He commented on Ms. Renna’s comments and the County

employees. He stated that there are problems in the County.

Freeholder Sullivan stated that his outbursts are to defend the Board and the County Manager. He

also stated that Ms. Renna at one time herself had a County contract with the Union County

Alliance Newsletter.

County Counsel Barry stated that statements made by a speaker were distorted and misrepresented

and they are not facts. Ms. Renna was not denied a copy of the budget. He said that she requested

it electronically and she was advised that we did not have it in that format, however, we did

convert it and it was sent to her in two days even though the statutes say that we have seven days.

He said that every OPRA request has been responded to. The County has had twelve GRC

complaints made by only Ms. Renna. He referenced litigation regarding her spouse. He also

commented that all employees excluding the County Manager and Directors received their salary

increase in January 2007. He said Ms. Renna’s comments mislead the public.

County Manager Devanney stated that he wanted to make some clarifications regarding the Bond

Ordinance. He stated the County purchases all items under state contract after passing a

Resolution to purchase such items and Ms. Renna has the purchase orders in her possession.

County Manager Devanney thanked Freeholder Sullivan for his historic evidence relating to Ms.

Renna’s husband. He also stated that Mr. Renna was terminated due to abandoning his job.

7/24/08 TO

Tina Renna, Cranford, stated that she mentioned in the past that there should be an itemized list

attached to the Agenda explaining the dollar amounts. She stated that since there is no attachment to the Agenda explaining the $1,900,000, she will need to submit an OPRA request. Director of Finance Lawrence Caroselli explained that there are two projects associated with this Bond. He said that $1,250,000 is the preliminary cost associated with the Fire Academy and $650,000 is for the acquisition of the Hungarian Club in Clark.

Tina Renna, Cranford, commented on item 2008-678; 2008-676; 2008-677 and made comments

pertaining to increasing the appropriation for special counsel in the three different matters.

Deputy County Counsel Albert stated in response to ms. Renna’s comments that allegations in

lawsuits need to be proven in a court of law and we cannot comment on on-going litigation.

Tina Renna, Cranford, inquired about item 2008-694. She wanted to know what the additional

amount is for. County Manager Devanney stated that it is for printing and designing of a

recently mailed brochure. He stated that the money is not tax payer dollars. He said it is from

fines collected from the EQEF Fund. He said that the brochure was printed on recycled paper.

Tina Renna, Cranford, referring to her earlier remarks on the costs of lawsuits commented on

Resolution 2007-500 and stated that Freeholder Holmes abstained from this item at a previous

meeting. Ms. Renna also commented on the remarks made from Freeholder Sullivan at the

Freeholder Meeting of June 26th. She also made remarks regarding employees having the same

surname as elected democratic officials. She commented on the past printing contracts with the

Union County Alliance and lawsuit settlement costs. She also remarked on the recent mailings

regarding the environment.

Freeholder Sullivan apologized to Mr. Paterson for offending him. He said that was not his

intent. He stated that Ms. Renna made hypocritical comments about County jobs and contracts.

Freeholder Sullivan could not continue his comments as Ms. Renna began responding from the

floor and then she was evicted from the meeting.

Freeholder Scanlon stated that there have been many accidents along the Morris Avenue and

North Avenue intersections. She stated that the Board does not support the development of a

CVS Drugstore and Commerce Bank at that location. Referring to Ms. Renna’s remarks on

lawsuits, she stated that Ms. Renna read a complaint that had been filed. She stated that anyone

can file a complaint, which becomes public. She said that it does not mean that allegations are

true, it is only a complaint and said that decisions are made by the courts. Reading a complaint

at a Freeholder Meeting is in poor taste, as it is not a fact, she added.

Freeholder Mirabella stated that it is a shame to see one person regularly at a Freeholder Meeting

giving innuendos and half true statements and then leave or get evicted from the meeting before

listening to the Freeholder comments. He commended Freeholder Sullivan for defending the

Board and himself.

County Manager Devanney....stated in reference to Ms. Renna’s comments regarding mailings, that she likes to criticize us now, but it was okay when she, her husband and her brother were making money. He cited past incompetence in production and newsletters, which lost $20,000, ultimately leading to her

husband abandoning his job. Mr. Renna sued the County and there were six different lawsuits of

which Mr. Renna lost five. This also cost the tax payers, he added.

Deputy County Counsel Albert stated that, often when a citizen comes forward and wants to

address pending litigation, either County Counsel Barry or himself will advise the Board that

pending litigation cannot be discussed. He said that since there is no pending litigation with Mr.

Renna and all the litigation is over involving Mr. Renna, it can now be discussed publicly.

Deputy County Counsel Albert stated the Mr. Renna instituted a number of lawsuits against the

County. He said that Ms. Renna represented at the last Freeholder Meeting that her husband won

all the lawsuits against the County and the County spent $400,000 in legal fees defending those

lawsuits. Those are two things that she said that are patently untrue, he added. He said that he

will state facts about litigation that is no longer pending. He then stated:

Joe Renna was a County employee and brought a proposal before the County Planning Group to

redo the Directions Newsletter, a joint publication of Union County and the Union County

Alliance.

Mr. Renna’s proposal included an expanded newsletter with ad sales. He sold the planning

group on the proposal but he was given approval to go forward only if he could break even or

make money. He refused to cooperate with the project director, the proposal was late and he lost

$23,000.

Mr. Paterson of Garwood interjected with outbursts in defense of the Rennas and was directed to

sit down by Chairman Estrada. Chairman Estrada told Mr. Paterson that he had his chance to

make comments and now it is time for him to listen.

Deputy County Counsel Albert continued, stating that delays caused by Mr. Renna’s negligence

significantly delayed project completion. Mr. Renna hired his wife for a position without

informing the County and raised her commission to 15%. Mr. Renna appealed a 45 day

discipline that was given to him by the County and he was successful in reducing that suspension

to nothing. He sued the County thereafter for failing to give her a raise of $3,000. The case was

dismissed by Judge Beglin who found that County Manager George Devanney’s testimony was

truthful. Deputy County Counsel Albert quoted from Judge Beglin “I cannot find, from this

evidence, that the ultimate evaluation Mr. Renna received from Mr. Devanney was the result of

retribution, retaliation, malice, ill will, anything of that nature.” That case was dismissed. He

also sued three County employees and County Manager Devanney, again. The essence of that

complaint was while testifying at the aforementioned Administrative hearing they provided false

testimony and committed libel and slander. That case was also dismissed by the Superior Court

of New Jersey. He received a 3 day suspension while employed by the County and challenged it.

Mr. Renna left the hospital after lunch and never returned. When he was confronted by his

supervisor at the hearing, he admitted his conduct. He received a 15 day suspension for

incompetency, inefficiency and failure to perform duties on January 7, 2004. He fought that

suspension and he lost. He was sent for a fitness duty exam in 2004 and was found to be fit to

perform his duties. He refused to come to work and was terminated for abandoning his position.

Prior to his termination in 2004 he was given a last chance as long as he returned to work by

January 7, 2004. He refused to do so. He was terminated for abandoning his position. After six

litigations, the amount of legal fees the County paid in defending these litigations is $125,000.

Tina Renna, Cranford, stated that Resolution 2008-705 was a contract for $29,000 through the Union County Alliance and she was looking for an explanation. County Manager Devanney stated that the County advertises through the Union County Alliance. He said if the amount exceeds $17,500 the County is required to have a separate contract instead of having various advertisements consolidated as one for all publications during the year.

Ms. Renna asked if this advertisement is being published for the primary and general elections. Chairman Estrada stated that Ms. Renna is making an assumption that publication times have any connection to elections. Ms. Renna also stated that she was verbally attacked at previous Freeholder Meetings, and at that time the Board said that the Union County Alliance was part of the County.

Tina Renna, Cranford, stated that the last two meetings were bizarre with personal attacks and added “but, you are doing personal business.” She stated that she would not apologize and that she is going to protect her freedom of speech. She stated that she was removed from the last Freeholder Meeting and was verbally attacked after she left. She made comments pertaining to OPRA requests and the Union County Watchdog website.

9/11/08

Tina Renna, Cranford, stated that she was following up on Mr. Paterson’s comments regarding Resolution 2008-776, which pertains to construction administration for the replacement of the Division Avenue Bridge, which is for an additional $80,000 (rounded). She asked why the fees for the administrator were added after the initial contract. She stated that it should have been included. She also made remarks that the County consists of over 3,000 employees and questioned why an outside firm needed to be hired.

Director Graziano stated that these contracts do not include construction administration as they are hired at a later date due to the permitting process, which could take up to three or four years.

Chairman Estrada interjected and stated that the construction administration is typically a different company that performs the work.

Director Graziano confirmed Chairman Estrada’s comments.

Tina Renna, Cranford, made comments regarding the Juvenile Detention Center. She stated that she was bewildered as to why the Prosecutor made a presentation to the Board for funds for the Child Advocacy project. She stated that it should be funded 100% by the County and not through the 501(c) (3). She made comments regarding the condition of the existing structure.

Ms. Renna also made comments about the cost of MusicFest that was held on September 5th

and September 6th and about one of the performers language used in their songs.

9/25/08

Tina Renna, Cranford, commented about Resolutions 2008-841, 842 and 846 and others, noting the totals of the contracts. Ms. Renna made comments regarding the expense of MusicFest and the lay-off of a Fanwood Police Officer.

Tina Renna, Cranford, stated that she brought with her to the Freeholder Meeting a book of Roberts Rules of Order, which she claims was published in 1999. She stated that everyone should abide by the same set of rules for the Freeholder meetings.

10/16/08

Tina Renna, Cranford, stated that the City of Roselle passed a Resolution supporting the election

of Freeholders from districts. She stated that it is impossible to launch county-wide campaigns

and districting would better represent the communities. She also made comments pertaining to

municipalities requesting Freeholder Meeting tapes and the reason as to why the tapes are

stamped “copyright” as they are supposedly public records.

Chairman Estrada stated that every request that is received for Freeholder Meetings tapes have

been responded to, whether they are broadcasted or not, is their decision.

11/13/08 TO

Tina Renna, Cranford commented on Resolution 2008-971 asking why this grant is being given out at this time as many other grants were given out prior to the election. She questioned funding the Union County Baseball Association as it is not a part of Union County Government. She also commented in regard to resolution 2008-1002 that she felt the numbers did not add up in terms of the insurance reimbursement amount and the amount of the contract in the resolution.

Chairman Estrada called upon Alfred Faella, Director of the Department of Parks and Community Renewal, who addressed the Union County Baseball Association question by saying that the County has funded this organization for several years and that it is allowable for Open Space funds to be used for this purpose. He added that many County residents participate in the league and many cannot afford the registration fees and thus could not participate without this funding.

Tina Renna, Cranford, stated that she has been trying to determine the total and final cost of the last MusicFest event. She said she has submitted several Open Public Records Act (OPRA) requests and stated that she finds it difficult to get information that way and has had to resubmit them several times. She stated that the dollar amount in Resolution 2008-1002 was much higher than the cost of this year’s event and questioned why the money for the event was going through the Union County Arts Center.

She then questioned why the County was putting a copyright on its recording meeting tapes and said that she had asked before and received no response. She then responded to Ms. Hobbs comments on the murder rate and expressed sorrow for the loss of Ms. Hobbs’s student. She then quoted Mayor Bollwage of the City of Elizabeth whom she stated had questioned the use of the city’s taxes to pay for detectives to work in other municipalities. She stated that the she believed that Freeholders should represent specific municipalities and that the Prosecutor’s office should be run by the state.

Freeholder Sullivan also congratulated the Freeholders who were reelected. He then

commented on comments made by Republican Freeholder candidate Patricia Quatrocchi

in the column. He then commented on comments made by Ms. Renna

on her website that compared the Freeholder administration to Nazi Germany and referred to some County workers and their families in derogatory terms. He stated that these comments were uncalled for and does not address real issues in the County.

Ms. Renna began to shout back at Freeholder Sullivan at this point and was ejected from

the meeting.

County Counsel Barry commented on the use of copyrights on County videotapes, stating that although Section 105 of the Copyright Act in Federal Legislation states that videos created by the Federal Government cannot be copyrighted, it has been determined by his office that this rule does not apply to State, County or other local governments. The copyright is added to protect the tapes from editing by outside entities.

12/4/08

Tina Renna, Cranford, stated that she has been unable to obtain the budget or some kind of a spreadsheet itemizing the fees spent on MusicFest. She stated that she has submitted requests through OPRA on three different occasions and has not received this information.

Ms. Renna also stated that she was happy to hear the proactive procedures taken for the sake of the prisoners’ health and she commended Director of Correctional Facilities Brian Riordan and she said she finds him to be a more compassionate leader regarding the health of the prisoners.

Ms. Renna commented about not having the Agenda while the Board was in Executive Session prior to the Regular Meeting.

Tina Renna, Cranford, made comments pertaining to the last Freeholder Meeting, where Freeholder Sullivan read from her blog and she claims that she was harassed by him. She stated that she was upset when she wrote it.

Freeholder Sullivan also commented that Ms. Renna claimed that she was harassed at the last meeting. Freeholder Sullivan stated that he read the blog that she wrote and stated that he found it to be absurd that she felt harassed by her own words.

1/28/09

Tina Renna, Cranford, stated that since this Ordinance pertains to a City project, why would tenants be

involved and she asked for the name of the developer. Mayor Bollwage stated that the name of the

developer is CIS Strategies and added that the rents will help in paying off the debts.

Tina Renna, Cranford, stated that she did not understand how this could be a City project if they are not

paying back the bonds and asked why tenants are involved. She questioned the use of Oakwood Plaza.

Mayor Bollwage stated that he will address all the questions at the end of roll call with the permission of Chairman Mirabella. Chairman Mirabella granted his permission to respond at the end of roll call.

Tina Renna, Cranford, stated that she would like an explanation of the laws that are being amended and

she thanked Mayor Bollwage for his explanation of Ordinances 678-2009 and 679-2009 and she

commented that it is a great project and she commends the City of Elizabeth.

County Counsel Barry stated that he did not have the revisions of the employee handbook, however, he

stated that they will be adding some items to the handbook regarding alcohol and drug use and visitor

parking. These items were discussed at the Policy Committee Meeting, he stated.

Freeholder Kowalski interjected and stated that another revision made to the employee handbook will

remove the age limit for retirees’ who are entitled to a reimbursement for unused sick days.

County Counsel Barry stated that another addition to the employee handbook creates a term of office for County Counsel and a change in regulations requiring protective head gear at skateboard parks. He added that some are deletions, such as Trap and Skeet as it is no longer in existence.

Chairman Mirabella stated that Ordinances 680-2009 and 681-2009 are similar, which can be confusing.

Tina Renna, Cranford, asked if Resolution 2009-79 in the amount of $900,000 has been assigned to

particular projects; on 2009-90f, she questioned the amount of approximately $500,000 for 24 months for security addition to the Sheriff’s Department, County Police and Public Safety. Ms. Renna stated that Forbes Magazine ranks Union County as having the highest property taxes and suggests combining some of the County’s law enforcement departments. She made comments pertaining to the promotion of six new captains.

County Manager Devanney stated that we have acquired an additional $900,000 through the Office of

Union County Open Space, Recreation and Historic Preservation Trust Fund for property acquisition and hopefully there will be two more grants in February.

Tina Renna, Cranford, stated that she has not received an answer as to why there were promotions made to the title of Captain in the Sheriff’s office. Chairman Mirabella stated that they took the

recommendation and support of Sheriff Froehlich.

Tina Renna, Cranford, stated that President Obama gathered his staff and has asked for an open

government. She said that she has submitted four OPRA requests on MusicFest and things are not

adding up.

Tina Renna, Cranford, in regards to Resolution 2009-298 asked the Board to keep the catering bill to a minimum in light of the current economic conditions.

Tinna Renna, Cranford, stated that Warinanco Ice Skating Rink does not generate any revenue, just like the Oak Ridge Golf Course and she does not understand the reason. She said that she has heard many speakers say that it’s due to mismanagement. Ms. Renna stated that she has submitted many OPRA requests regarding MusicFest 2008 and stated that the numbers do not add up. She addressed layoffs notices and pension payments.

Tina Renna, Cranford: Ms. Renna stated that the County budget represents one quarter of residents’ tax bills and she does not support Union County’s budget. She also made comments relative to Robert Travisano v. Union County and positions within the Sheriff’s office.

5/14/09 TO

Tina Renna, Cranford, stated that she was with the Union County Watchdog Association and said that she thought $600,000 for a dog park is an extravagant amount. She also stated that she has made numerous OPRA requests for documents and have not received them. Ms. Renna commented that the dog park is not a bad idea as there have been a lot of dogrelated incidents, but she wanted to know if anyone is tracking these incidents. Ms. Renna made comments pertaining to the salary of the County’s Public Information staff and made comments about the municipal police and firefighters who are being laid-off.

Tina Renna, Cranford, claims that requests are going unanswered. She made comments about the

safety of prison guards and lawsuits. An inaudible conversation ensued between Ms. Renna and

County Manager Devanney.

Tina Renna, Cranford, asked for an explanation of Resolution 2009-545; on Resolution 2009-562

she asked who and how this program will be managed, the staffing and the location; on Resolution

2009-571 “c” she asked if the contract amount is strictly for testing electric and how often the

electric is tested; on 2009-579, she asked the whereabouts of the structure. Ms. Renna also asked

about Resolution 2009-585. She asked about the expenditures and when the public will get an

explanation.

Chairman Mirabella called upon Director Guzzo to explain Resolution 2009-562. He stated that

the children will be housed in the Juvenile Detention Center in Linden with no additional cost to

the County. He said the State requires the County to have enough staffing for the amount of beds.

He said that the Juvenile Detention Center can accommodate 76 kids, as a result under the Federal

contract no new hires are required in order to provide this program. He stated that some kids are

brought into this country illegally, they commit crimes and then go through the judicial process.

He said they are then treated according to the law and they are put in a secure setting with the

intention of putting them in a non-secure setting if allowed by the courts. He said they would then

be placed in a shelter home and will be provided services.

County Manager Devanney stated that Resolution 2009-545 is for the City of Rahway’s Fourth of

July festivities. He explained that Resolution 2009-579 is for a parking garage and office complex

in Westfield at the site of the former Venneri building.

Director of Engineering and Public Works Joseph Graziano explained that Resolution 2009-571

“c” is for expertise, materials and manpower for all electrical work required throughout Union

County facilities.

Chairman Mirabella inquired about the dates of the electrical contact. Director of Division of

Purchasing Michael Yuska responded. He stated that he believes the contract will run from August

2009 through August 2011 with an option for a two year contract renewal.

Tina Renna, Cranford, commended Freeholder Scanlon for holding off on major plans for a dog

park. Ms. Renna stated that at the last Regular Meeting she was rudely interrupted and remarked that

County Manager Devanney was speaking out of order. Freeholder Kowalski interjected, stating that

Ms. Renna again was stepping over the line with her personal attacks. Chairman Mirabella asked her

to refrain from her personal attacks. Ms. Renna asked for an apology and stated that through the

Open Public Meetings Act she has the right to attend the Freeholder Meetings.

Vice Chairman Sullivan said that he was not able to attend the Freeholder Mobile Meeting that was

held in Clark on May 14th as his son graduated from Christian Brothers University in Memphis,

Tennessee. He also acknowledged that his nephew, Christopher, recently graduated from college

and niece, Carolyn, graduated from New York Law School and congratulated them all. He went on

to say that he was able to watch the meeting of May 14th from a different point of view. He

commended Chairman Mirabella of his magnificent tolerance of the speakers. He added that Ms.

Renna had no mention that she might be charged with perjury on her blog. Vice Chairman Sullivan

read a quote from a letter from the Sussex County Prosecutor’s office and statements from an article

from the Star Ledger. Vice Chairman Sullivan stated that he will gladly file an OPRA request on the form for Ms. Renna’s testimony in the Golding trial, a woman convicted of stalking. He also mentioned the number of OPRA requests submitted by Ms. Renna.

Tina Renna, Cranford, commended the citizens who attended the meeting and asked for the dog park to be fixed. Ms. Renna asked whether the funds in resolution 2009-631 are from the Open Space Trust Fund. Ms. Renna also commented on resolution 2009-632, she asked if there was a specific reason why the County needed to acquire this road. Ms. Renna commented that the dollar amount in 2009-613 seemed high for parking spaces. Ms. Renna also stated that she has placed numerous OPRA requests for information on golf operations, and that she does not understand a lot of it.

Ms. Renna then commented on Resolution 2009-634, saying her lawsuit cost the County less than $30,000, which is less than Freeholders’ salaries, and the salaries of the employees of the Department of Public Information. Ms. Renna also stated that she was attacked at the last regular meeting, in part, for placing a voluminous amount of OPRA requests used to create her website. Vice Chairman Sullivan advised Ms. Renna that she would be able to speak about her website in the next public portion of this meeting.

Vice Chairman Sullivan then read a letter to the editor that was published in The Westfield Leader. The author of the letter was Robert Ratner, and in his letter he stated that Ms. Renna had engaged in a frivolous lawsuit over having to fill out a simple piece of paper to submit an OPRA request.

2009-634 CHAIRMAN MIRABELLA, approving the settlement of pending litigation

entitled Tina Renna v. UC, Appellate Division, Docket No. A-0821-07T2

and UNN-L-1145-06.

Tina Renna, Cranford, commented that her lawsuit was done to make the job of requesting information easier. She stated that the dollar amount spent on her lawsuit was less than one Freeholders’ salary. Ms. Renna then made comments regarding Vice Chairman Sullivan’s family members that are employed by the County of Union. Vice Chairman Sullivan asked Ms. Renna to please refrain from making remarks about his family.

Ms. Renna continued to make disparaging remarks and she was then escorted out of the meeting by the police. Vice Chairman Sullivan apologized to the remaining audience for what they had just

witnessed.

County Manager Devanney also stated that he was baffled over Ms. Renna’s lawsuit. He stated that Ms. Renna has never been inhibited from requesting and receiving information with the OPRA form. He believes Ms. Renna has now confused and misdirected the public.

In regards to Ms. Renna, Vice Chairman Sullivan stated that what bothered him the most was that she thought everyone else’s opinion was silly except her own. He stated that he apologized if he offended anyone and that he will not tolerate personal attacks on anyone’s family.

Tina Renna, Cranford, questioned expenditures pertaining to the Union County Alliance and their status as a non for profit entity. She made remarks regarding employees of the Alliance. She said their website has not been updated since 2004.

Ed Zarnock, AFL-CIO President and Chairman of the Union County Alliance, stated that the Alliance was formed to support the development of projects such as the Jersey Gardens Mall and to support the employment at the Elizabethport. He stated that it was not created by a County Government. He said its Board consists of local vendors and it is a 501(c )4 organization.

Joe Doherty, Elizabeth, read a prepared statement regarding freedom of speech. He thanked

Bruce Paterson and Tina Renna for attending the Freeholder meetings on behalf of the residents of Union County.

Mary Ellen Taylor, Berkeley Heights, also thanked Ms. Renna and Mr. Paterson for attending the Freeholder Meetings.

Bob Stefko, Union, stated that the Board gave a forced apology.

Roxanne Champy, Union, stated that she was appalled made by the responses of the Freeholders and she commended Tina Renna for her attempt to have open government for the citizens of Union County. She stated that the Board is ready to vote on items that the citizens know nothing about. She added that there are citizens in Iraq fighting for our freedom, which includes freedom of speech.

Mike Stevenson, Linden, stated that he was appalled by what he saw when he watched the Freeholder meeting on television and the way that Ms. Renna was treated. He stated that he attended a City Council meeting in Roselle and that they copy the way the County treats the public during the public portion of the meeting. He also mentioned that the Mayor of the City of Linden treats the public terribly and said that changes need to be made.

Patty Nozza, Elizabeth, stated that she has not attended a Freeholder meeting in some time and thanked the American Civil Liberties Union (ACLU) for attending the meeting and applauded Ms. Renna and the Watchdog Association for all that they do on behalf of the County residents. She stated that Ms. Renna should receive a personal apology.

Tina Renna, Cranford, stated that she never received a full account of what was spent on MusicFest 2008. She made comments about the relationship of the employees, salaries, vacancies and transfers. She thanked everyone who supported her at the meeting.

Tina Renna, Cranford, thanked Director Faella and Director Sanchez on the update regarding the golf courses. She stated they were very informative. Ms. Renna asked when the new golf cart contract will begin. She stated that the last contract was for thirty-six consecutive months at 23%. She said the numbers were correct and it appears that $417,000 was paid out in 2006, 2008 and 2009, but she was not able to locate the revenue for the year 2007. She questioned if there were any payments in 2007 or if they were paid out of another account that she is not aware of. She asked how much revenue came from the last golf cart contract.

Director Faella stated that he was able to answer some questions for Ms. Renna tonight and the rest will be made part of the presentation at the next Freeholder Meeting.

Chairman Mirabella asked of the start and end dates of the current contract. Director Sanchez stated that the contract ended at the end of the summer, but was extended for a period of time to get through the season to avoid changing the current vehicles.

Chairman Mirabella asked what the effective date is of the current contract. Director Sanchez stated that once the Resolution is passed the carts will be delivered and on-site within two weeks.

Chairman Mirabella stated that he is also interested in the figures. Direct Faella stated that it will be included in the presentation at the next Freeholder Meeting.

Ms. Renna asked about the language in the last contract where it states “to operate a concession.” Director Sanchez explained that the operation will not change, they will continue to collect the revenue for EZ-GO and then they will cut EZ-GO a check at the end of the month based on the percentage. The County will be collecting the revenue and then will be paying them a flat monthly rental fee.

Ms. Renna asked for an explanation of 2009-926. Director of the Division of Purchasing Michael Yuska stated that this is for ground chemicals for the golf course. He said there was a long list of lots and they tried to get the best price for each lot. He said the company who won the bid was not able to accommodate the County and reneged on the offer, therefore, the original award is being rescinded and the contract is being awarded to the second lowest bidder.

Chairman Mirabella asked if the cost is similar. Director Yuska stated that it is slightly higher because it’s the second lowest bidder.

Tina Renna, Cranford, stated that she appreciates the current format of the Freeholder Meetings. She asked if the Freeholders obtain the information that is listed on the Agenda prior to the meetings so they are able to vote on them with full knowledge of what they represent.

Chairman Mirabella stated they receive packets with the back-up information regarding each Resolution days prior to the meetings with supporting information. He stated that he speaks to County Manager Devanney and Clerk of the Board DiRado many times during the week and added that the items listed on the Agenda are for the good of County residents.

Tina Renna, Cranford, questioned Resolution 2009-987. She asked if there are salaries included in the Homeland Security Grant and asked for an explanation of Resolution 2009-991. Ms. Renna asked which documents will be affected by the $3.00 surcharge. She commended the Board for the Homeless Trust Fund and said that the homeless are the most vulnerable and the most affected during these bad economic times. Ms. Renna asked for a list of the goods that is mentioned in Resolution 2009-1041 for the Homeland Security Grant. She mentioned that she asked for information regarding several new lawsuits through OPRA the previous week, but has not yet received any documents. She made comments regarding Resolution 2009-1060, stating that the contract amount for $100,000 seems high to oversee marketing services for Runnells Specialized Hospital. She added that it is the same company that they use every year, only their name has changed.

Director Caroselli stated that with reference to Resolution 2009-991, the money will be moved between accounts to offset expenditures line salary. Vice Chairman Sullivan stated that by law, no money transfers are allowed prior to November 1st. County Manager Devanney responded to the previous speaker, stating that all transactions that are made through the County Clerk’s Office will be charged the $3.00 surcharge that will go into the Homeless Trust Fund and also replied about the concern of Resolution 2009-987, stating there are no salaries included in the Homeland Security grant, therefore, there are no documents. He said the contract is for equipment and exercise only.

Tina Renna, Cranford, made comments regarding the animal shelter and hopes the County is being conservative in their spending and design. She praised County Clerk Joanne Rajoppi for her professionalism and her efforts in keeping spending to a minimum.

Ms. Renna spoke about the costs for the League of Municipalities this past November, and made comments about the handouts given at the Freeholder Van during that time. She said she did not understand the need for Union County to have the twenty-five foot safeboats mentioned in Resolution 2009-1116.

Ms. Renna also spoke about a new lawsuit that is mentioned on the Agenda that pertains to Resolution 2009-1140. She added that she respects the prisoners and their families.

Ms. Renna stated that every year campaign literature contains the County Seal.

Tina Renna, Cranford, made comments regarding the safeboat in Resolution 20009-1116.

She asked how much it will cost to maintain the boats and the cost of manpower hours. She said she was also curious as to the cost of the trailer.

Ms. Renna asked for the clarification of the definition of Director versus Administrator. She was curious if the Union County Animal Shelter was discussed in Executive Session. She asked if the jail guards would be part of the Vacation Buyout Program. She stated that Mr. Bury mentioned earlier that there is unfinished business, yet, the Board is still voting on Resolution 2009-1138. She asked how many employees will be part of the administrative staff for the animal shelter, how the municipalities will be charged and asked which projects Harbor Consultants have that have been successful in receiving grants.

Chairman Mirabella stated that there have been no decisions made on how many employees

will be part of the animal shelter staff. He advised Ms. Renna to submit an OPRA request

for the remaining issues.
