BACKGROUND:

As the guardian of the United Nations Convention against Transnational Organized Crime and its supplementary protocols, UNODC is mandated to promote global adherence to the Protocols and to assist States in their efforts to effectively implement them. UNODC has, in consultation with international experts, developed a Framework for Action to Implement the Trafficking in Persons Protocol. The said Framework for Action is based on the objectives of the Trafficking Protocol and its provisions, following the three internationally recognized themes of prevention, protection and prosecution of trafficking in persons, and the continued development of national and international cooperation and coordination to achieve these objectives. It recommends operational measures for each of the Protocol’s provisions. These measures draw on other international instruments, political commitments, guidelines and good practices to enable the implementation of a comprehensive anti-human trafficking response. The Framework for Action for implementation of the Trafficking Protocol aims to assist Member States in identifying existing gaps and to put in place corresponding measures, in conformity with international standards, in their efforts to combat trafficking in persons.UNODC aims at providing support to Member States through an equivalent Framework of Action for combating the crime of Smuggling of Migrants.

RESPONSIBILITIES

Under the overall guidance and supervision of the Chief of the Anti-Human Trafficking and Migrant Smuggling Unit, the consultant will be responsible for developing a Framework for Action for an Effective Implementation of the Protocol against Smuggling of Migrants by Land, Sea and Air.

This Framework for Action to be developed will have to consist of two parts, i.e.

- a narrative to describe the key challenges in the implementation of the Migrant Smuggling Protocol and general measures that can be taken in order to more effectively address these challenges; and

- a set of tables to further detail the Protocol’s requirements and outline practical actions to be taken for their implementation, including resource documents that can be used as support.

The assignment will include participation in and facilitation of an Expert Group Meeting in early July 2010 in Vienna for consultation with experts and incorporation of relevant comments.

MINIMUM QUALIFICATIONS:

A first level university degree in criminal law, criminology, social science or in a related field; a minimum of 3 years of professional experience in the field of anti-migrant smuggling, anti-human trafficking or criminal justice. Experience in legal work at national and international level. Thorough knowledge of the development of strategies and tools. Ability to work independently. Very good written and spoken English, knowledge of French is an asset. Excellent drafting skills. Computer literacy. Previous work experience with the UN an asset.
