Documenting Kenya's Implementation of Sustainable Development Goals in Compliance with UN Convention on the Rights of Persons with Disabilities (CRPD)
TERMS OF REFERENCE FOR CONSULTANT
1. INSTITUTIONAL CONTEXT
Kenya has been a top advocate of Agenda 2030. Kenya was a member of the High Level Panel of Eminent Persons who advised the United Nations Secretary General on the global development framework beyond 2015. The Permanent Representative of Kenya to the UN Ambassador Macharia Kamau co-chaired the UN General Assembly Open Working Group on Sustainable Development Goals (SDGs)mandated to develop a set of sustainable development goals.
In 2015, Kenya was already in the 8th year of implementing its long-term Economic blueprint, the Kenya Vision 2030, which is being implemented in 5-year rolling Medium Term Plans (MTP). By the time the SDGs were adopted, the second MTP (2013-2017) was in its third year of implementation. The process of the preparation of the third MTP (2018- 2022) and the second generation County Integrated Development Plans (CIDPs) is ongoing in which SDGs and Africa Agenda 2063 will be mainstreamed. Kenya has prepared its first report reviewing the implementation of the 2030 agenda for sustainable development.
This project is a strategic mechanism to examine the extent to which Kenya activities aimed at achieving the goals and targets set out in the SDGs include and consider people with disabilities and comply with its commitments under the CRPD. This is in line with WBU's priority of engaging with members, DPOs, international development organizations and other stakeholders to protect the human rights of blind and partially sighted persons to ensure that they are fully included in the national development agenda.
Expert consultant(s) will be assigned this project to ensure documentation of a well researched, authentic report on the current status of implementation of relevant SDGs in Kenya.

3. CONSULTANCY DESCRIPTION
Title: Consultant for documenting Kenya's Implementation of the SDGs in Compliance with its Obligations Under the CRPD
Duration: 90 days over the period of three months (15 September to 15 December 2019).
Location: Nairobi, Kenya under the support of the Kenya Union of the Blind and African Union of the Blind (AFUB).
a) Objective
The consultant will be responsible for the overall organization, planning and completion of the project, ensuring a well-documented national report on implementation of SDGs in Kenya. The consultant will carry out the activities identified in the scope of work below and produce a comprehensive report on its attainment. The consultant will also produce regular updates reports (preferably bi-weekly) to keep WBU and KUB updated on the progress of the project.
b) Scope of work
The consultant will:
1. Conduct a national survey to collect data and information related to the project
2. Conduct consultations to collect information mainly oriented to DPOs
3. Conduct interviews with key informants who can be or not part of the disability movement (human rights organizations or CSOs)
4. Conduct training sessions on SDGs, VNRs and reporting mechanisms.
5. Undertake face to face consultation meetings with disability leaders involved in SDGs & CRPD implementation and monitoring
6. Produce a comprehensive national report

d) Reporting
The consultant will work closely with the Kenya Union of the Blind and the AFUB Secretariat. The consultant is expected to produce a national report in accessible formats and comprehensive.
e) Skills and qualifications
o Expertise in the human rights of persons with disabilities particularly in the context of SDGs and CRPD
o Ability to take initiative and work with minimum supervision
o Command of oral and written English
o Desired: person: lived experience of disability
f) Consultancy fees
• 4000 USD
• Payment of fees will be done in two instalments of $1,500 each with the remainder final instalment of $1,000 paid once the approved report has been received by the KUB. Payment of instalments will be carried out upon receipt by KUB of an invoice from the consultant.
