BASIC FUNCTION AND RESPONSIBILITY

Oversee all administrative and financial aspects of the University of Missouri System Surplus Property and Asset Management operations.

CHARACTERISTIC DUTIES

Manage campus Surplus and Asset Management Specialists. Advise and determine best practices for property sales, pricing and the means of sales or disposal - to include auction, electronic auction, and internal sales programs. Direct the collection, documentation, and proper storage of surplus property to be sold. Properly communicate department charges, property descriptions and sales schedules to property owners and sales customers. Resolve complaints or inquiries from faculty, staff, vendors, government agency and educational institution personnel in the area of Surplus Property; may authorize refunds of administrative fees up to a stipulated maximum or within delegated authority.

Fund all operations through maximizing the profitable sale of Surplus Property

Oversee the scheduling, announcement and execution of property auctions; contract auctioneer companies following University policies, and ensure proper set-up of auction sight, property to be sold, and property pick-up. Ensure adherence to all safety rules by staff, auctioneer personnel and customers.

Develop and execute the marketing of Surplus Properties to internal and external customers. Advise and revise web-based marketing materials as needed.

Administer and oversee system-wide electronic sales program. Inform property owners of the program, its costs and how it is administered. Advise property owners of dollar values, property descriptions, setting reserves, length of item postings and final sale/property shipping. Function as the university liaison in all dealings with the electronic auction service provider.

Administer and oversee the verification and maintenance of inventory records for the Columbia, UMKC, MS&T, UMSL, System Administration, Extension and University-Wide business units, including tagging, tracking, transfers, disposal, and data entry of capital, donated, and non-university owned assets.

Work in conjunction with Accounting Services to ensure departmental compliance with bi-annual asset management reports, including making or managing the making of all necessary changes to inventory records in the PeopleSoft Asset Management module on all campuses.

Provide information and interpretation of University policy and procedures related to Surplus Property and Asset Management functions on all campuses.

Assist Surplus and Asset Management Specialists in resolving complaints or inquiries from faculty, staff, or outside parties in the areas of Surplus Property and Asset Management.

Supervise support staff responsible for all phases of Surplus Property and Asset Management operations. Interview, hire, train and assign work; evaluate performance following department and university guidelines, develop plans for work improvement through process / job redesign and individual effort. Administer University human resource policies in maintaining a supportive environment of inclusion and diversity.

Conduct quarterly meetings for all Surplus and Asset Management employees. Travel to and meet with all campus Surplus and Asset Management Specialists on a regular basis for training and communication on each campus.

Determine student worker needs for all campuses and request work study when available.

Act as authorized signer for the Curators of the University of Missouri to purchase and sell vehicles.

Supervise the documentation and processing of related records on property receipt, sales, property pick-up and customer payment for items purchased on all campuses. Continually evaluate net revenue and operating expenses, establish value rates for items being sold between departments, and ensure departments and other agencies or institutions receive correct share of monies from the sale of their excess property.

Prepare administrative reports and make recommendations as required by supervising management on such items as staffing, equipment and financial requirements of the section. Prepare annual operating and capital budget and justification. Administer operations in a manner that adheres to authorized expenditures.

Coordinate department activities with campus Environmental Health and Safety to ensure adherence to applicable government regulations and University policy.

Represent the University in discussions with government agencies and other educational institutions regarding the acquisition and auctioning of their excess property through University auctions and related services. Draft initial agreements / contracts for senior management and legal review and approval. Follow established, department policies and procedures in providing services to these outside clients.

Participate in sustainability initiatives; advise on the proper storage and disposal of equipment and materials, advise on recycling industry, research and identify companies that may assist in recycling efforts and purchase materials collected, serve on campus committees charged with recycling of surplus materials and waste items that can be recycled.

Periodically perform warehousing / material movement activities requiring lifting, walking, and possible operation of transportation equipment.

Perform other duties as may be assigned by supervising management.

SUPERVISION RECEIVED

Administrative supervision is received from the Director of Procurement.

SUPERVISION EXERCISED

Administrative and functional supervision is exercised over 10-12 office/warehouse staff.

QUALIFICATIONS

Four to five years of supervisory/professional experience in the areas of warehousing, surplus property, database management and/or asset management is necessary.

A bachelor's degree in business administration or a related field is preferred and may be considered as a partial equivalency for the advanced work experience being required.

Proficiency utilizing Microsoft Office software (Excel, Word and Outlook) or proven ability to quickly learn these systems is necessary.

Knowledge of PeopleSoft

Good communications skills are needed.
