Welcome

Georges Simard, Chair introduced himself as chair of the Working Group and briefly presented the slides explaining IEEE policy governing the conduct of the working group meeting.

Approval of the minutes of the previous meeting

Minutes from the Working Group meeting in Atlanta (January 2011) were approved without amendment. Members were encouraged to review documentation of roundtable discussion from this meeting (posted on the website) and send comments to the Secretary.

Membership

Membership list was passed around for update. The meeting was very well attended, including 52 members with cross section of utilities, consultants, manufacturers, and academics.

Smart Distribution Working Group Business

SDWG Panel Sessions for the 2011 General Meeting

Three panel sessions pertaining to Smart Distribution are being conducted at this General Meeting. Topics are:  

▪ Smart Distribution Grid Applications and Components; Existing applications and grid components are providing foundational telemetry and new applications and components are being developed to enhance the Smart Distribution Grid telemetry requirements. Panellists include Heather L. Storey (Detroit Edison), Erich Gunther (Enernex), Brian Seal (EPRI), and Nokhum Markushevich (Smart Grid Operations Consulting) Chair: GLClark, July 27 from 10 to 12 AM

▪ Smart Distribution Demonstration Projects: Several SmartGrid demonstration projects are implemented with different goals. This session will update and reports applications and results from these Smart Distribution. Participants are First Energy, EDF, ESB, EPRI. Projects. Chair: Georges Simard July 27 from 8 to 10 AM

▪ Integration of Distributed Energy Resources (DER): For the purpose of this panel DER includes Demand Response, Electric Vehicles, Energy Storage, and Distributed Generation. The objective of the panel is to share recent experiences in planning, integrating and managing DER into Distribution Systems, and their potential challenges, impacts on system reliability and customer satisfaction. The panel will include speakers from various sections of our industry. Chair: Avnaesh Jayantilal July 27 from 1 to 5 PM

In addition, the SDWG was represented in the IEEE GM 2011 Smart Grid Supersession: Smart Grid - Analytics & Integration: In this Supersession, the analytics that empower smart grid applications will be discussed; and the practical implementation and integration challenges will be presented. As part of this supersession, Bob Uluski of EPRI presented a paper on “Smart Distribution Applications & Their Integration In A Smart Grid Environment”.(Thursday, July 28, 2011 08:00-17:00)

Smart Distribution Tutorial:

A SDWG-sponsored tutorial on Smart Distribution Systems was conducted during the general meeting. The tutorial was well attended. Thanks to Anil Pahwa for his help in arranging the tutorial and to the presenters for their excellent topical discussions.

Proposed panel sessions for Upcoming IEEE/PES Meetings

Several panel sessions are being proposed for upcoming IEEE PES meetings.

▪ 2012 IEEE/PES Transmission & Distribution Conference And Exposition (T&D), Orlando, Florida, May 7 May 10 2012

o Session 1: “Smart Initiatives produce Smart Innovations”; Chair : GLClark ; Smart Distribution Grid initiatives throughout the industry are producing Smart Grid Innovations. Projects are leveraging existing applications and developing new applications to achieve Smart Distribution Grid goals and objectives. These smart initiatives are modernizing the distribution grid and producing smart innovations to increase the utilization of the distribution assets and strengthen the distribution grid for future load growth. Have 2 confirmed panellists – Alan McMoran and Chris McCarthy. George Karady of Arizona State University offered to speak about the FREEDOM project on this panel

o “Application of Self-Healing Technologies on Power Distribution Systems”; chair: Julio Romero Aguero, The objective of this panel is to discuss recent experiences, advances and trends in the application of self-healing technologies on power distribution systems. Panelists will be Bob Uluski (EPRI), Dean Craig (Enmax), Joe Loporto (Pepco), and Bob Yinger (SCE).

o Gareth Taylor 'Future ICT Infrastructures for Smart Distribution Grids'

▪ 2012 PES General Meeting 22-26 July, 2012, San Diego, CA, USA

o Session 1: “Integration of Distribution system applications”, Chair Jiyuan Fan; Coordination of the DA Optimization Programs, including IVVC, FDIR, ONR, Demand Response and DER Scheduling and Management. Today, the above optimizations are generally designed and operated independently, without considering other applications’ existence and actions at all. The optimization objectives and the resulting control actions among the above optimization applications are not always consistent in nature and they can cause severe difficulties or benefit cancellation each other in real time operation without a proper coordination mechanism. It should be useful to introduce this concept and initiate some study activities.

o Session 2: “Modeling of North American Electric Networks” – suggested by Jignesh Solanki (West Virginia University)

EPRI/IEEE Guide on Smart Distribution EPRI and the SDWG are beginning work on a guide to Smart Distribution that will define the characteristics of applications that can be considered as part of distribution management systems or other smart distribution systems. Georges Simard will prepare a proposed table of contents for this guide and then solicit SDWG members for writing assignments.

Smart Distribution WIKI Facility: Georges Simard conducted a live demonstration of the Wiki facilities and encouraged SDWG members to contribute to this valuable resource. The EPRI/IEEE Guide on DA will be driven off the WIKI

Doug Staszesky Special Award: : Larry Clark, Chair of the selection committee for this special award, announced that Cameron Smallwood of United Cooperatives was selected as recipient of the 2011 DA Award. The deadline for nominations for the 2012 DA Award is January 1, 2012. The DA Award description and nomination form can be found in the IEEE PES Awards and Recognition Web site in the General PES Awards list and also on the SDWG website.

DA Projects and Research Initiatives for Coordination

Projects

Georges requested SDWG members to submit brief summaries of recent DA activities in their company. Several summaries have been submitted and are available on the SDWG website

Open discussion on Distribution Automation

Larry Conrad expressed interest in single phase switching of capacitor banks and suggested that this should be a survey question for the group

Due to time constraints, no roundtable review of DA activities was conducted. Members are encouraged to submit short descriptions of ongoing smart distribution activities at their companies to the SDWG secretary. These summaries will in turn be published on the SDWG website.
