SCOPE OF WORKGROUND/LAND SURVEYING SERVICESfor US CONSULATE in ALMATY, KAZAKHSTANPURPOSE: US Consulate in Almaty currently occupying the “RENCO PROPERTY” building in Kazybek Bi #41, Almaty, Kazakhstan. Near the building on east side neighboring developer providing construction of high rise building and made deep excavation pit for the new building, see attached “As-Built Plan and Section”. In order to see is there any effect to the surrounding property due the construction activities in excavation pit, US Consulate needs ground walking and surveying services of the property on a weekly basis, take photographs, make thorough notes, record any ground movement in any direction, cracks in the grounds, shifting of structures of property improvements, doors and windows not closing properly, and other similar events indicating ground/soil movement and effects around excavation pit due construction activities.SURVEY PLAN:Ground walking and survey services will include preparation of a SURVEY PLAN, which must be submitted within 14 calendar days after award to the US Contracting Officer (CO) or US Contracting Officer Representative (COR). Survey plan must include but not limited such information:Text with summary of survey planning, including survey methodology and list of all proposed survey equipment/tools such as new generation total station and antennas/receivers specifically dedicated for monitoring and checking the ground/soil movement in any direction. Provide all manufacturer data/information related to the proposed survey equipment/tools. Calibration certificate which shows that proposed equipment’s were properly calibrated within maximum 90 days’ prior award date, and that calibration occurred in accordance with the manufacturer requirements and local KZ regulation. Also the sequence of calibration of the proposed equipment/tools.Survey Mark setting in existing property and structures on property. Survey Marks will be identified by survey service provider and reflect:Necessary marks at RENCO building at north, east and south side adjacent to the excavation area of the RENCO building. Half of them must be at 0,00 elevation of the building, and half of them above +1,50 elevation level of the building in order to see is there any settlement or movement at the building itself, but not less than 20 marks in total.Necessary marks at west side of the excavation pit in order to monitor is there any ground/land movement, but not less than 24 marks.Necessary marks at south and east side of the excavation pit in order to monitor is there any ground/land movement, but not less than 16 marks.Provide baseline property survey plan of property which must include the minimum property size per attached document “As-Built Plan and Section”, with including necessary information in accordance with the local survey standards and showing mark numbers and locations with related to marks information (ex. Elevation). The baseline survey plan must be prepared in 1:100 scale and in latest version of AutoCAD software. The baseline survey plan will be submitted to US Consulate both in DWG and PDF format.Proposed data and report submittal format (ex. Observation logs, photo examples, etc.)Proposed other data collection and processing software ALMATY US CONSULATE REVIEW OF SURVEY PLAN:Almaty US Consulate will provide its comments or approval within 7 calendar days after submission of Survey Plan. After approval by US Consulate the Survey Plan, survey service provider will be officially authorized to start weekly work activities. The Survey Plan won’t be changed, but will be thoroughly updated in weekly basis based on below Section 4. If there will be some issues or items which will mandate revision of the approved Survey Plan, survey service provider must submit it with written justification and clarification to CO/COR by giving to CO/COR 7 calendar days’ review/approval period.SURVEY WORK:A Ground/Land Survey Service works will include: Planning of property weekly visit activities with all necessary tools and equipment’s.Property reconnaissance will be once in a week, preferably same day each week and making survey checks/readings via total station of all Marks including property visual inspection and taking photos.Provide within 24 hours’ written notification to CO/COR if the difference between readings will exceed 5mm in any direction within one-week period readings or something which survey service provider determines as critical soil/ground movement or effect.Provide within 24 hours’ written notification to CO/COR if the difference between baseline readings from Survey plan and actual readings will exceed 10mm in any direction or something which survey service provider determines as critical soil/ground movement or effect.Provide proper mark points setting and mark maintenance including recovery of Marks. Marks must be provided in proper existing structures (ex. Concrete structures), not in existing structures which are affected by nature such as trees, grass, etc. Provide thorough readings/findings to CO/COR in agreed specified format within 48 hours after property reconnaissance in weekly basis. All activities such as data processing, data checking, data analysis, data adjustment, data submittal in specified formats, preparing reports, etc. is fully survey service provider’s responsibility. Survey service provider will be fully responsible for accurately maintaining and updating of information from property reconnaissance per approved Survey Plan.SUBMISSION OF COST PROPOSAL TO ALMATY US CONSULATE:As described in detail above (Sections 1 – 4) the scope of work, the survey service provider must provide cost proposal:All costs must be in monthly format With list of all necessary information, such as number of person who will be responsible for property reconnaissance, etc. including all data related to this person such as copy of diploma, copy of certificate or license (if company), resume of surveyors, etc.List of equipment/tools which survey service provider planning to use during execution of this work including necessary information related to the equipment’s/tools such as model name, brand name, certificate of calibration, etc.Costs must include all costs, such as applicable all local taxes, transportation costs, equipment maintenance costs, etc.All office needs such as office space or own work space will be fully survey service provider’s responsibility. Almaty US Consulate won’t provide any office spaces for survey service provider. The proposed cost must consider this condition also.All necessary work equipment/tools will be fully survey service provider’s responsibility. Almaty US Consulate won’t provide any equipment/tools. The proposed cost must consider this condition also.All necessary equipment needed for data analysis and reporting such as computers, laptops with necessary supporting software such as AutoCad, MS Office, etc. will be fully survey service provider’s responsibility. Almaty US Consulate won’t provide any equipment or software. The proposed cost must consider this condition also.QUALIFICATION REQUIREMENTS:Survey Service providers can be survey company or team of minimum two individuals and must meet below requirements:Survey Service provider must have at least two members, senior surveyor and surveyor apprentice/helper:Senior surveyor must have:Minimum 5 years’ experience in survey works and working with software’s listed aboveUn-expired valid surveyor certificate or license (if company) for providing survey activities per KZ regulationsTechnical undergraduate education diploma from technical universityMinimum 5 years’ experience in working with new generation total stations and with receivers/antennas.Surveyor apprentice/helper must have:Minimum 2 years’ experience in survey worksTechnical undergraduate education diploma from technical university is preferableSurveyor certificate is preferableMinimum 2 years’ experience in working with receivers/antennas, preferable with 2 years’ experience in working with new generation total stations ................
