Chair’s announcementsThe Chair informed the coordinators regarding the blocked situation of the possible Chairmanship of the UN CRPD Framework by the Parliament. She will report back to them on any new development.The Chair informed the coordinators of the validation by the Commission of the citizens’ initiative ‘Minority SafePack – one million signatures for diversity in Europe”. The deadline for holding the hearing is 10 April 2020.3. Adoption of the draft agenda of the PETI meeting on 19-20 February 2020 The draft agenda was adopted.4. Requests by the Groupsa) With regard to the Greens/EFA requests:It was decided to include petition 0865/2018 on real deinstitutionalisation and independent living of persons with disabilities in Bulgaria and petition 0143/2019 on landfilling in Real (Valencia) in the agenda of February and to apply the urgency procedure to petition 1156/2019 on a single seat for the EP, which will also be included in the agenda of February. b) With regard to the GUE requests:It was decided to apply the urgency procedure to petition 1140/2019 on the project of a lithium mine (Cáceres, Spain), and to petition 1059/2019 by J.L.A.C., on the water contamination of the Mar Menor in Murcia, and to include the latter petition in the agenda of February. c) With regard to the request by Ms Evi (NI):It was decided to include petition 0811/2017 by Giovanni Cortese (Italian) "on the project for the construction of two detention basins for the River Seveso” in the agenda of February.5. Reports and opinionsa) The PETI annual report 2019 was allocated to ECR.b) Coordinators agreed to request the authorisation to draft a report on the protection of EU citizens under the UN CRPD, as evidenced through petitions (implementing report). The report was allocated to S&D.c) Coordinators decided that PETI should draft an opinion on AFET report on Turkey - Annual progress report 2019. d) Coordinators decided that PETI should draft an opinion on AFET and INTA report on the negotiation's mandate on the future relations with the United Kingdom. The opinion was allocated to EPP.6. Fact finding visitsCoordinators decided that PETI should carry out the following two fact finding visits for the second half 2020: - a fact finding visit to a German Youth Welfare Office (Jugendamt); - a fact finding visit to the Basque region in Spain.In addition, the Coordinators decided that PETI should ask for the authorisation to carry out a fact finding visit in the United States to meet with members of the Congress and discuss about the impacts of the US Foreign Account Tax Compliance Act (FATCA), to be possibly held in July. Coordinators took note of the names of the Members taking part in the FFV to Bulgaria.7. Joint hearing PETI-TRANCoordinators approved the draft programme of the TRAN and PETI Joint Hearing “How to improve consumer rights in the aviation sector?”, which is scheduled during the PETI-meeting of 29 April 2020. Coordinators will propose the experts by 31 January 2020 by email to PETI Secretariat.8. Hearings and expertise from the Policy DepartmentCoordinators decided to postpone the discussion on the hearings requested by the groups to the next Coordinators’ meeting in February, in order to allow for suggestions from all groups. Coordinators decided to postpone a decision on the request by S&D to hold a workshop for the second half of 2020 on 'LGBTI rights in Europe' to the next Coordinators’ meeting in February.Coordinators agreed to request for a Policy Department’s preparatory study for the hearing of "End the Cage Age" successful ECI.9. Budget 2020Coordinators took note of the letter by the chair of the BUDG committee of 17 December 2019 and decided that PETI should not draft an opinion on the annual budget 2021.10. ECA working programmeCoordinators agreed to submit the proposal by Renew on "Assessment of the use of the EU funds and programmes to fight against poverty within the EU" and the proposal by GUE on “Animal Welfare during transport - Does the EU respect animal welfare during transport?”, as input to the 2021 ECA work programme.11. Contested recommendationsThe contested recommendations were adopted in the form proposed by the Chair for petitions 0631/2019, 0633/2019, 0738/2019, 0780/2019. They were adopted in the form suggested by the Greens for petitions 0768/2019, 0778/2019, 0779/2019 and 0790/2019. Petition 0782/2019 was adopted in the form suggested by Renew.12.
