3. Notwithstanding any provision in this Chapter to the contrary, for the fiscal years beginning July 1, 2019 and ending June 30, 2021, a certificate holder shall have until June 30, 2021 to obtain the required minimum of 10 approved continuing education units as provided for in §811 D. ................
